W912JD-19-Q-05NF Responses to Industry Questions
1) To ensure that the proper wounds are applied to our role players, is the contractor able to coordinate handing over the blank casualty cards the day prior (May 8) for completion by the medical team?
Coordination prior to performance start is feasible and expected.
2) Regarding the hours of performance: The contractor understands that role players and mannequins must be placed by 0900. What is the anticipated time of ENDEX daily?
1700 hours daily
3) Paragraph 5.1.1.2.4.2 states that role players must be provided mandatory safety equipment (hard hats, eyeglasses, etc) for entering the collapse structure (rubble pile). How many role players are expected to be located within the rubble pile requiring these items?
No more than 50.
4) Is there a requirement for mannequins on May 9?
No
5) Regarding mannequins, if the contractor can provide 15 adults, 3 children, and 2 infants. Will this be sufficient?
Yes
6) To assist the contractor in developing transportation costs, what is the distance from parking areas to role player holding area? Does the contractor need to coordinate parking and access to the training area? Who is the appropriate point of contact?
It is approximately ¼ mile from the parking area to the holding area. The contractor is not required to coordinate parking or access to the training area. Points of contact will be established post-award.
7) What is the approximate distance between the moulage site and training site? Are the holding/staging area and the moulage one in the same?
300ft
8) For purposes of equipment rental, what is the ground surface in the area allotted for role player staging and the area for moulage, assuming they are two different locations? (i.e. gravel, grass, concrete, etc.)
Pavement
9) The contractor understands the need to provide a forklift, is there an operator on site?
The forklift will be operated by the contractor.
10) In paragraph 5.6.1, there seems to be a discrepancy in how many real-world medical service providers need to be on site. Please clarify.
The requirement is to have 2 ambulances on-site for continuous coverage. If there is an actual injury where one ambulance departs the training area, there will be no training pause with the other on-site. For continuous training to occur as required there must always be an ambulance on-site.
11) Please clarify who needs to be on site for the May 7 briefings and orientations as stated in paragraph 5.4.2.
The contractor’s management staff as applicable; exercise coordinator as a minimum.
12) Is the contractor able to attend any post award conferences by phone?
