PART 1

GENERAL:

1.1 LOCATION: Building 417, Maine Air National Guard (ANG), Bangor International Airport, Bangor, Maine 04401.

1.2 CONTRACTING OFFICER REPRESENTATIVE (COR): The 101st Civil Engineer Squadron provides the COR and all technical advice or assistance. The following individual is the designated COR for this project: MSgt Kate Hewitt.

1.3 GOVERNMENT FURNISHED MATERIALS: None.

1.4 PERFORMANCE PERIOD: The Contractor shall be required to commence work under this contract within thirty (30) calendar days after the date the contractor receives notice to proceed, execute the work diligently and complete the entire work ready for use not later than sixty (60) calendar days after the Notice to proceed.

1.5 OPERATIONS SECURITY (OPSEC): Contractors will not disclose any details of the installation's infrastructure, operations, personnel staffing or specifics of their project on the installation. The Air Force OPSEC Program aims to reduce the vulnerability of Air Force missions to information collection and exploitation by adversarial groups or individuals. Contractors, subcontractors, and their employees can actively participate in OPSEC by refraining from asking questions about or publically repeating knowledge of the following base information or activities:

movement and capabilities of forces, personnel and equipment present; operations of the base in general, to include timing or positioning of aircraft; manning or operations of security posts; aircraft or personnel schedule information; and/or personally identifiable information such as rank, names, phone numbers, etc. OPSEC training, consistent with Air Force OPSEC training curriculum, is available to the contractor, subcontractors, and their employees. If this training is desired, it will be provided at no cost to the contractor and will be accomplished within normal project hours.

Anticipated duration of training is 30 minutes. The Contracting Officer Representative will coordinate the training.

1.6 SUBMITTALS: Provide electronic submittals to the Contracting Officer (KO) for review and approval. For this project, the following submittals shall be submitted:

1.6.1 Submittals per project specifications

1.6.2 Project schedule, with a two week look ahead (updated weekly)

1.6.3 Safety Data Sheets of chemicals (used and installed), and estimated amounts to be used during the course of the project, prior to use of the chemical.

1.6.4 Other products used and installed that are not specified in Statement of Work, specifications or drawings.

PART 2

PRODUCTS:

2.1 Products need to conform to the following:

2.1.1 All products shall be in accordance with the Buy American Act

2.1.2 Per specification and drawing requirements

PART 3

EXECUTION:

3 SUMMARY OF WORK

3.1 All operational practices of the Contractor and all workmanship and materials, equipment and articles used in the performance of this contract shall be in accordance with the manufacturer’s printed instructions and specifications, industry standards and standard trade practices.

3.2 The work to be completed on this project consists of (but is not limited to) providing all plant, labor and materials to complete the following major descriptive items.

3.2.1 Base Bid- Remove and dispose of boilers and hot water tank. Install three (3) new natural gas boilers and four (4) natural gas hot water heaters.

3.3 All work shall be in accordance with the attached drawings and specifications.

3.4 Coordinate with COR a minimum of 48 hours before heat and hot water shut off.

3.5 Contractor shall perform work in a manner that minimizes loss of hot water and heat to the building, boilers and hot water heaters (either existing or new) shall be functional during drill weekends.

3.6 Section 017900 “Demonstration and Training” IS NOT applicable if specified Peerless boilers and water heaters are installed. If Contracting Officer approves an equal manufacturer, Section 017900 “Demonstration and Training” IS applicable.

3.7 Submission of a Bid by a Contractor may be accepted as prima-facie evidence that he/she has examined the specifications and drawings and has satisfied him/herself as to the nature and location of the site of the proposed work and all other matters which can in any way affect the work or the cost thereof under this Contract. Any failure of the Contractor to acquaint himself with all available information, including a physical survey of the site of the proposed work, will not relieve him from successfully performing all the work required to be done for a complete, finished job.

3.8 The above brief outline of principle features of the work in no way limits the responsibility of the Contractor to perform all work and furnish all paint, labor, and materials and equipment required by the Statement of Work, plans and specifications referred to herein.
