Project Title and No: Replace B417 Boilers and Water Heaters; FKNN172109
The purpose of this amendment is:
1. Address Requests for Information (RFI’s) received as a result of the pre-bid conference/site visit and contractor reviews of the plans and specifications. This is a running document and the final document will be incorporated by amendment prior to bid opening.
Please remember to acknowledge receipt of this Amendment on the original Invitation for Bid (IFB) Form in the appropriate block.
All other terms and conditions remain unchanged by this amendment.
Q1. What is the stopping point for the removal of the fuel oil lines? The lines currently go through the concrete floor to the tank outside.
A1. Contractor to cut them off and crimp them at 24 “above the concrete floor.
Q2. Are there any additional boiler controls being added to support the third boiler?
A2. The boilers are run off the internal masters boilers cascade control, they are to be cycled on and off using the outdoor relay sensor that is provided with the boilers. The contractor will also need a Peerless common supply sensor which is not provided with the boilers.
Q3. In the event temporary heat is needed, will electric heaters be acceptable?
A3. Since the contractor is responsible for temporary heat, whichever method they come up with would be their responsibility for the costs to rent, operate and maintain until the new system is installed and operational. All costs incurred for temporary heat are the contractor’s responsibility. Electrical forms of temporary heat would require a separate meter so the contractor would know how much to pay back to the government.
Q4. Please show locations for the boiler and water heater venting with respect to the natural gas entrance/regulator and the fresh air intake louver on the south exterior wall of the boiler room.

Q5. Please provide requirements for temporary heat and hot water.
A5. Calculations :
Domestic Hot water on non-drill weekend, Monday – Friday= 300,000 BTUH Domestic Hot water for Drill Weekend Sat – Sun = 800,000 BTUH.
Temporary heating should be considered as a separate load from domestic water.
Heating- 800,000 BTUH regardless of week day or drill weekend.
Temp heating should be supplied when the outside temperature is below 50 degrees F.
Temporary heat and hot water should match what the system puts out today. Drill weekend would be the largest user of heat or hot water.
Note: The amount of temporary heat and hot water required is highly dependent on the contractors ability to schedule the installation in a proper sequence that is based on the need .
Q6. Is there any asbestos abatement that will be required?
A6. There will be no asbestos abatement, as there is no asbestos in Bldg.417.
Q7. There is a heat exchanger (HX-1) shown on the boiler piping schematic on M-1 but there is no corresponding piece of equipment on the equipment schedule, please clarify.
A7. Heat exchanger (HX-1) is existing and will be tied in by contractor as a heating zone per detail on drawing M-1.
Q8. There is reference to “System 1” and “System 2” on the boiler piping schematic on M-1, please clarify.
A8. System 1 is a circulator pump for the Dining Facility Zone.
System 2 is a circulator pump for the Billeting Facility Zone The system is being changed to a Primary/Secondary piping system. HX1, System 1 and System 2 are the existing zones being implemented into the secondary side of the piping system. The primary piping system will be the boilers within themselves.
Boiler Ventilation:
Direction for concentric vent outlets: The drawings and specs state to use manufactures concentric flue vents for all boiler flue vent terminations... The drawings and specs also state to run these concentric flue vents through the side wall, or roof, however the attached pictures show an appropriate installation. We prefer that the Concentric flue vents for all three boilers shall be routed through the side wall, out over the mechanical room entrance overhang roof. Flue vent terminations shall be 40" above the overhang roof line.
Domestic Hot Water:
In response to the contractors questions about DWH concentric flue vent termination points in relation to mechanical air inlets:
Per the State Fuel Inspector, DWH of this size fall to manufactures instructions, as to how far from a mechanical air inlet. Per the manufacturer’s instructions for our basis of design, Rinnai; Page 10 shows a clearance to mechanical air inlets of 10' minimum. The distance from the closest proposed DWH flue outlet to the mechanical air inlet is 14'... This is fully acceptable...
Per response to the contractor questions about DWH concentric flue termination points to Nat Gas regulator vents:
Per the State Fuel Inspector, there needs to be a minimum 5' clearance from the direct vent appliance to the Nat Gas regulator vent... The distance from the closest proposed DWH flue outlet to the Nat Gas regulator vent is 6'... This is fully acceptable...
