CST COUNTY EXERCISES

Q1) What type of submission is required for response? Just a quote or a formal proposal submission with technical and past performance? If so, what are the page count instructions?
Formal proposal with technical and past performance of similar projects, and quote for all hardware and services required in PWS. We ask that page count not exceed 10.
Q2) We had previously used mannequins that were stored in a connex on base. Are those still available for use? We are trying to be mindful of cost and if they are already there for use, that will significantly decrease the overall cost.
Those are CERFP mannequins and will require the additional 20 mannequins provided by contractor for CTE and EXEVAL requirements, as indicated in PWS.
PWS ref:
5.3.1.2.4 The Contractor shall provide 20 weighted mannequins and shall be moulaged (made-up) and transported by the contractor for placement prior to each iteration. Mannequins shall be collected following each day’s event for re-moulaging and delivery back to the Rubble Pile staff.
5.3.1.2.5 Weighted mannequins shall meet the following minimum specification – Adults minimum of 150 pounds with weighted limbs; Children 60-100 pounds; Infants 10-30 pounds. Composition of manikins: Adults ~ 75%, Children ~15%, Infants ~ 10% mix.
Q3) If they are no longer there or not available for use, what is the anticipated length of time from award to execution in order to ship the mannequins via boat?
We anticipate there will be a minimum of two weeks from award to execution before the event is to take place
Q4) I noticed on 1449 that you have checked EDWOSB as the 100 percent set-aside. Please provide us with an additional day to submit the proposal and please clarify that this is a mistake and it is actually total small business, SDVOSB, or HUBZone set-aside
Yes this was a mistake as the EDWOSB was erroneously checked on the SF 1449. We have amended the solicitation to clarify that this requirement is a 100% total small business set aside. In addition the solicitation has been extended for 2 days and now closes 6 April 2022 at 10:00 am HST
