Questions and Answers #1

Solicitation W912J2-17-R-4000

1. Is there an incumbent contractor? If so, could you please provide the contractor name, contract number and contract amount?

Proxy Personnel, LLC; W912J2-16-C-0001; $507,264.64; 12 JUN 2016 to 11 JUN 2017

2. Is this an SCA contract? Do the current employees have the right of first refusal?

Yes, contract is covered under SCA. Current employees have right to first refusal 3.

Are there any incumbent personnel currently working?

Yes

2. What is the anniversary dates of each active incumbent staff? So we can calculate the accurate Vacation owed.

Registered Nurses

1 - 17 Aug 2015

2 - 5 Oct 2015

3 – 19 Sep 2016 4th Position - Vacant

Medical Record Technicians

1 - 5 Nov 2012

2 - 30 Jul 2012

3 - 7 Mar 2016

4 – 7 Nov 2016 5 – 20 Mar 2017

3. Why are the work hours 1900? Normal work year consists of 2080 hours, with 80 hours for holidays and 80 hours for Vacation. With the new Executive Order 13706, we now have to provide upto 56 hours of SICK LEAVE. After taking all of these items to account, the work hours should be 1864.

Correct, hours will remain at 1900 to cover holidays and the event there is unused vacation and sick leave.

4. Can you confirm the requirement is for MEDICAL RECORD CLERK and not MEDICAL RECORD TECHNICIAN? Your pricing page states MRT as the CLIN item, yet the description for that CLIN states Clerk. This is very confusing and prone to DOL issues later on. Can you please clarify which labor category is being requested.

Medical Record Technician. There was a mistake on the initial PWS and solicitation stating Clerk. However, the correct labor category is Medical Record Technician

5. Our research has shown this previous national contract was audited by the DOL and they coded the coordinators as MRTs and not MRCs as you are requesting. Please comment on this.

The Medical Record Technician category was not available last year when compiling the procurement package for the current contract. The MRC category was determined to be the most compatible to required duty tasks until the MRT category was on the DOL Wage Determination website. For this solicitation we are requesting labor category Medical Record Technician.

6. Will the GOV award this contract to the vendor that complies with SCA and Executive Order 13706? Or will the GOV award this to the lowest contractor who may or may not be complying with the EO for the mandatory sick leave. Companies that comply with the mandatory EO will have a higher cost than companies who do not comply. To level the field, we believe the GOV should clearly require contractor’s compliance with EO 13706 in their price breakdown and only award to the lowest vendor who complies with both SCA and EO13706.

The contract will be awarded to the vendor that complies with SCA and Executive Order 13706.

7. When you will be releasing the final SF form.

The final SF 1449 was uploaded to FBO the day after FBO notice posting.

8. Please let us know what all are you looking for in the technical section? ·

Please refer to the PWS

9. What is the estimated # of FTE’s for performing the tasks stated in PWS?

4 Registered Nurses (Case Managers); 5 Medical Record Technicians

10. What will be the page limit and font size for all the sections i.e. Technical, Price and Past Performance?

4 page limit for Management Capabilities and a 5 page limit for a Quality Control Plan. You may talk about past performance to demonstrate your capabilities but past performance is not an evaluation criteria. Your proposal will be evaluated LPTA. You will document your price proposal on the provided spreadsheet which will not count in the above mentioned page limits.

11. What are the submission instructions for the response i.e. no. of volumes, page limit, font size, type etc.?

See question 10, font size 10 would be the smallest acceptable. Just one copy emailed is required.

12.

I do not see an overall page limit, just a 4 page limit for Management Capabilities and a 5 page limit for a Quality Control Plan. If we desire to submit resumes and Past Performance documents (not narrative, but sheets) will these count against the page total?

Correct, only billed for hours worked 17.
