AUDIO VISUAL INSTALLATION – BUILDING 550

COMMUNICATIONS STATEMENT OF WORK

Date: 1 December 2016

Updated: 25 January 2017

PROJECT TITLE: Engineering and Installation of an Audio/Visual Solution in Building 550, Volk Field Combat Readiness Training Center (CRTC) Air National Guard Base, Camp Douglas, Wisconsin

SCOPE: This Statement of Work concerns all communications wiring, terminations, grounding, and equipment required to engineer and install an audio/visual, all-in-one, presentation system in the entirety of Building 550. Building 550 will be used to service large briefings anywhere from 12 to 100 personnel.

There are three areas of the building that will require the majority of the engineering and equipment. The larger area is roughly 1700 square feet and is rectangular in shape. This room has the potential to be separated into two smaller areas via a collapsible wall. The other areas requiring engineering and equipment are roughly 450 square feet with one being square and the other being rectangular in shape. The rooms will only be occupied by 12 personnel at any one time. The flooring will be carpet in most, if not all areas with a standard drywall ceiling. The ceiling height is roughly twelve feet high.

DATE REQUIRED: Delivery dates for engineered products and installation dates related to this project will be contingent upon funding and will need to be completed no later than 1 April 2017.

• GENERAL: The Engineering and Installations contractor shall employ, directly or through a subcontract, qualified communications engineers who are certified as Registered Communications Design and Distribution (RCDD) engineers by the Building Industry Consulting Services International (BICSI). The contractor shall employ qualified installers to properly place, terminate and test all related communication cabling. The contractor shall obtain the communications services requirements for the building from the contracting officer or his designated representative during the initial engineering survey.

• SYSTEM DESIGN: The system shall be designed by the contractor in accordance with the guidance and criteria contained in this SOW, Air National Guard Design Guide Policy Engineering Technical Letter 01-01 (section 16.5 Attachment 1) and BICSI Telecommunications Distribution Methods Manual (NOTE: In case of conflicting requirements, the order of precedence is as listed above). Components of the paging solution shall include, but not be limited to, communications equipment room, telecommunications closets, distribution system (raceways and pathways), communications cables, and connection hardware. The system design shall meet or exceed the following minimum requirements: flexibility of layout, concealment of all cable, hardware and equipment, no defacement to the building structure, easy access to installed cables, safe working environment for users and maintainers, minimum life cycle cost to maintain and rearrange the system to accommodate user moves and growth in communications services requirements, and easy management of cable routing and connections. The project package will include installation requirements to perform full 100% QA/QC testing of all circuits proposed and provide hard copy test results and as-built diagrams. All materials proposed to be utilized by the contracted engineer shall be approved for use by the communication flight Communication System Office (CSO).

o Functionality and Technical Design

In relation to the functionality of the space in the larger area, the space will utilize four 82” Samsung DM82E-BR Edge Lit LCD Interactive Displays (or equal) that are non-network or cable television capable wall-mounted in the front of the room. The displays and sufficient mounts (tilt/swivel preferred) will be supplied and installed by the contractor. The system will require the ability to display four separate inputs at once or be combined in various ways to display cloned inputs in a multitude of possibilities.

The larger area will also utilize two 60” Samsung UN60ES6003 LED/LCD displays (or equal) that are non-network or cable television capable to utilize as confidence monitors wall-mounted in the rear of the room that will clone the front displays. These displays and tilt/swivel mounts will also be supplied by the contractor. Five DM Transmitters with integrated HDMI and VGA inputs will be installed near each front display and one along an adjacent wall to support presentations. Sufficient DM transmitters will also be required to output video sources to all displays. Two of the 82” displays will utilize customer provided NIAP-certified KVMs. These will be required to interface with the system in accordance with the logic drawing. An appropriate number of ceiling speakers are required to be installed in at least four zones to allow for line-in audio for presentations while remaining consistent with the room combinations using home-run speaker wire. The speakers on the R1 diagram are only proposed locations – the vendor proposal will indicate the quantity and location of speakers. It is preferred that the amplifier be able to service a vast amount of inputs due to the drawbacks with wiring speakers in series. In addition to the displays, speakers, and amplifier; two 10” or greater sized tablets will function as the control panels for room combinations, audio control, video control, and any other programming that is necessary. These will be logically placed on the back wall of the larger area to provide control of the system. Two push-button controls will also be added between the large displays in the front of the room to provide control over the volume, video/audio mute, system power, and any other essential controls. A high-definition presentation control and signal routing solution is also required. It must integrate the control system, multimedia matrix switcher, audio DSP, and amplifier while meeting the following specifications: LAN Capable, DM 8G+, 4 or more DM Capable Ports in order to avoid general HDMI use, HDCP, EDID, CEC, PoDM, HDMI inputs, RGB inputs, Composite Inputs, HDBaseT inputs, HDCP, USB service port, USB HID signal routing over DM, 2-way device control and monitoring utilizing RS-232, 1-way device control via serial TTL/RS-232, and built-in Ethernet switching capabilities with Private Network Mode. The functionality of the smaller spaces will require less engineering as only one will be integrated with the presentation system. The larger of the two areas will utilize a 60” Samsung UN60ES6003 LED/LCD display (or equal) that are non-network or cable television capable that is wall mounted. The mount will be tilt/swivel capable. Both the display and mount to be provided and installed by the contractor. This room will maintain the ability to act as a standalone display for an input or be an overflow for the mass briefing area. A DM transmitter with integrated HDMI and VGA inputs will be installed near the display to support presentations. A sufficient DM transmitter will also be required to output video sources to the display.

An appropriate number of ceiling speakers will be required to allow for line-in audio for presentations or overflow while remaining consistent with the room combinations using home-run speaker wire. Again, the speakers on the R1 diagram are only proposed locations – the vendor proposal will indicate the quantity and location of speakers. This audio will tie in to the above amplifier solution. In addition to the displays, speakers, and other equipment, a push-button control will also be added near the display to provide control over the volume, video/audio mute, system power, and any other essential control. Lastly, all necessary wiring, terminations, and grounding will need to be installed in order to establish a fully functional, centrally controlled system.

82” and 60” Displays are or equal items.

NOTE: Or equal items must be approved by the customer before possible purchase.

• COPPER HORIZONTAL CABLE: The cable to be used on this project is Red Category 6, 4 pair, 24 AWG [0.51 mm (0.020 in)], twisted-pair, Communications Plenum Cable rated (CMP-rated) where required. Red-jacketed speaker wire is also necessary where required. This cable must meet or exceed the ANSI/TIA/EIA-568-B1 and TEMPEST separation requirements. TEMPEST separation requirements detail that the all cabling for this project must be red in color or be marked with a 1-inch wide strip of red tape every 1-1/2 meters wherever they are exposed to viewing or inspection in accordance with Paragraph A10.49.5.4.1, AFSSI 7702. All wiring must also maintain a minimum of 5 centimeters of separation from all wiring, equipment, and power sources that aren’t red in color throughout any raceway or conduit in accordance with Paragraph A6.3.6, AFSSI 7702. This countermeasure increases to 15 centimeters of separation if the lines run parallel with other cables for 30 meters or more.

• EQUIPMENT RACKS: An appropriate number of equipment racks shall be available in order to ensure 30% growth per rack after initial occupation. The equipment rack for this project will already be installed onsite. The rack will be equipped with vertical and horizontal wire management systems to ensure orderly installation of patch cords between various components on the equipment rack. It will be bolted to the floor, and a ladder rack will be provided for additional support and routing of cables.

The equipment will then be mounted in the rack. Contractor must ensure that all equipment within the rack is properly grounded. The rack will already be grounded to its respective telecommunications main grounding busbar (TMGB) or telecommunications grounding busbar (TGB) with a 6 AWG [4.1 mm (0.16 in)], stranded, green insulated wire.

• RACEWAYS AND ASSOCIATED EQUIPMENT: Where wire or cable cannot be concealed within the walls at a device location, surface raceway can be installed as approved by the Base Civil Engineer and CSO.

However, existing one-inch or greater conduits and surface-mount boxes exist in the proposed locations in order to run audio/visual wiring. The surface-mounted box will house the faceplate, modular jack(s), and provide mechanical protection for the terminations. Wire will run a specific path and reside in existing caged raceway in the attic due to TEMPEST separation requirements.

• FIRE STOPPING: Where horizontal penetration must be made to facilitate installation of the horizontal wires and optical fiber and copper cables, each penetration will be made and then the fire rating will be restored using approved materials and methods. Sleeves will be installed where required by code and must be approved by the Base Civil Engineer.

LOGICAL DIAGRAM EXPLINATION

Due to the classified nature of this facility, two of the displays at the front of the mass briefing room (Left‐most and right‐most displays) will need to be wired as depicted in this diagram. Below are the logical wiring steps to explain the drawing.

1. Classified PC is connected to an Input Panel that runs to the Crestron Processor.

2. The Crestron Processor runs two outputs for that single input.

a. One output terminates behind the display as normal.

b. The second output terminates near the initial input panel so that a display cable can be connected to an input on a Belkin

F1DN104W‐3 KVM.

c. The output of the KVM will run into a wall plate near the other two plates that then outputs to a wall plate behind the display.

3. Only the logical link running through the KVM will be connected at the end of the project. The other wall plate purely exists for future capabilities.
