Geotechnical and Structures Laboratory (GSL) Support Services Performance Work Statement

Modifications to Active Seismic Imaging (ASI) System

Branch: Structural Engineering Branch

Task History/Overview: The Structural Engineering Branch (StEB), Geotechnical and Structures Laboratory (GSL) of the U.S. Army Engineer Research and Development Center (ERDC) located at the Waterways Experiment Station in Vicksburg, MS conducts basic and applied research, product/system development, technology transfer, and technical support in fields of near surface seismology, geological characterization, and geological forensics. This research requires state of the art equipment and processing software. The focus of this effort will be to make improvements to the Active Seismic Imaging (ASI) System, which is a corner stone of ERDC-GSL’s tunnel detection capability. The ASI consists of seismic sensors and data acquisition instrumentation mounted on an All Terrain Vehicle (ATV). Twenty-four sensor pods are mounted on a streamer that is pulled behind the ATV. The streamer is wound on a spool on the back of the vehicle when not in use. An accelerated weight drop on the front of the vehicle serves as the seismic source.

Technical Approach: The contractor shall make all modifications to the ASI system, including addition of a new streamer on rear of ATV and the modification of the existing streamer. Each streamer will contain 48 sensor pods, each pod consisting of 1 vertical 4.5 Hz geophone and 1 vertical 40 Hz geophone. Additional Geometrics Geode seismographs will be added to the ATV cab to accommodate the additional channels of data. Other modifications will be made to the ATV so that the seismic source can be mounted on a rail on the front end of the vehicle and that will allow the position of the source to be changed. Data acquisition software will be upgraded to account for added data acquisition channels and position of source. The contractor will provide documentation describing operation of system (i.e., Operators Manual). Advanced data processing techniques will be further developed and refined to increase the signal-to-noise ratio, identify out-of-plane energy, and account for non-ideal data acquisition geometries. The government principal COR will communicate via email, phone and or face-to-face meetings to provide the contractor’s designated point of contact with all logistical details about the tasks in the Performance Work Statement. It is the contractor’s responsibility to manage and direct the resources necessary to complete these tasks without direction and or supervision by government personnel. ERDC will not manage and or supervise any contractor personnel.

Base Task:

a. Subtasks

i. Modify existing streamer to contain 48 sensor pods.

ii. Create new 48-station streamer.

iii. Add second streamer to ATV.

iv. Install added Geodes for data acquisition to account for additional channels.

v. Modify data acquisition software to accommodate added channels.

vi. Design and build rail for seismic source.

vii. Mount rail with seismic source to front of ATV.

viii. Modify data acquisition software.

ix. Evaluate and test system.

x. Develop and refine advanced data processing methodologies designed to increase signal-to-noise ratio, identify out-of-plane energy, and correct for non-ideal acquisition geometries.

b. Deliverables

i. Upgrade ASI system with two 48-station streamers and adjustable source mounted to ATV.

ii. Upgraded data acquisition software.

iii. Operators manual.

iv. Advanced data processing software.

Required Travel: It is anticipated that most of the work will be conducted at the Contractor’s facility, but travel will be required in association with system evaluation. It is estimated that one trip to the test site in Yuma AZ for 6 days, and airfare will be required.

Deliverables: Individual deliverables are noted for each task above.

Overtime: No overtime is expected on this task.

Period of Performance: The Offeror shall provide an estimated Period of Performance for completion of the tasks in this Performance Work Statement.

Security/Access to Department of Defense Installation All contractor employees, to include subcontractor employees, requiring access to Army installations, facilities, controlled access areas, or require network access, shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. Upon request, the contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee, to the COR or to the contracting officer (if a COR is not assigned), within 5 calendar days after completion of training by all employees and subcontractor personnel. AT Level I awareness training is available at the following website:

http://jko.jten.mil/courses/atl1/launch.html; or it can be provided by the RA ATO in presentation form which will be documented via memorandum.

All contractor and all associated sub‐contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection

Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

The Contractor and all associated sub-contractors employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014-05 / AR 190- 13), applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative, as NCIC and TSDB are available), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

The contractor and all associated sub-contractors shall receive a brief/training (provided by the RA) on the local suspicious activity reporting program. This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the project manager, security representative or law enforcement entity. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 5 calendar days after the completion of the training.
