S2 SCIF Room Questions and Answers
No. Question Answer 01 Page 1, Description, states “This is a new requirement for supplies and incidental services to convert a generic office into a secure open storage room Sensitive Compartmented Information Facility (SCIF) for a Secure Internet Protocol Router (SIPR) Network at the 249th Engineer Battalion headquarters on Fort Belvoir, VA.”
Clarification Requested: What is the intended classification of the space upon completion of construction (Secret or Top Secret)?
In the event the answer to Question 1 above is Top Secret, Further Clarification Requested: Are TEMPEST requirements (i.e., foil, power filtering, etc.)
required.
SECRET Only.
No TEMPEST requirements.
02 During the site visit, it was noted that the SIPR Net Entry Door and LKM10K would be Government Furnished Equipment. The door will be a wooden door. It was also mentioned that the room would also support SVTC capability. This wooden door will not meet ICD & SVTC requirements.
Recommendation: Contractor to furnish and install a compliant STC50 Entry Door.
Contractor to install and integrate the Government Furnished LKM10K Lock.
Clarification: Please provide the part number for the GFE LKM10K Lock.
CS115028
03 During the site visit, it was observed that the Server Room entry door will be within the boundary of the secured area. This will not be an issue if the intended use of the secure space is SIPR Net. However, should the secured space undergo accreditation as a SCIF, this Server Room entry door configuration would not be acceptable.
Clarification Requested: Confirm that the Contractor’s construction requirements are limited to the two front walls of the Server Room (which also serve as the two interior walls of the new secured space). This will result in the Server Room being outside of the secured perimeter.
The 249th confirms the construction requirements are limited to the two front walls of the server room.
04 If the event the Server Room is to be outside the perimeter of the secured area, the existing Server Room door is of wood construction and could be problematic during future accreditation of the room.
Yes. The contractor should upgrade the wooden door to an STC50 door.
Clarification Requested: Advise if the Contractor is also to upgrade the wood door to an STC50 door.
05 The Server Room within the secure space hosts the fiber communications for the entire 2nd floor.
Clarification Requested: Advise if the Contractor is to provide and install the fiber jumper to the ground floor communications closet or if this effort will be completed by the Fort Belvoir Communications Contractor (Verizon).
Verizon will execute this work, not the contractor.
06 During the site visit, it was observed that there is existing cabling, above the drop ceiling, that crosses through new SIPR Net space.
Clarification Requested: Confirm that it is acceptable to the Government that the existing cabling remain in place and does not require relocation.
The contractor must relocate the wire to an appropriate location in compliance with the objectives of the Statement of Work.
07 During the site visit, it was observed that the new secured space has existing carpet floor covering. Although the contractor will take all reasonable actions to protect the carpet, the construction effort will likely degrade the condition and appearance of the floor covering.
Clarification Requested: Is the Contractor to replace the carpet during this effort?
Yes. Any damage to existing space will have to be corrected by the contractor. This may include replacing carpet.
08 During the site visit, it was noted that the SIPR Net may also host visitors.
Clarification Requested: Is the Contractor to provide FIPS compliant cards for visitor access?
No. FIPS compliant cards are not necessary.
09 Statement of Work, Item #7. Delivery date states “No later than 60 days from notification of award”.
Clarification Requested: Current manufacturer estimated delivery dates for construction material and electronic equipment with semiconductors is currently 10-12 weeks after receipt of order. The construction will require 4 weeks and the ICIDS installation requires 1 week. Therefore, we recommend a 17 week period of performance or delivery no later than 120 days from notification of award.
The delivery date has been changed to 110 days from notification of award.
10 I am interested in providing a quote for the noise damping portion for W912HQ21Q0005 S2 SCIF ROOM. I am unable to make the walk through; can I please get a floor plan and height/composition of ceiling?
The Government requires a total solution. A floor plan and ceiling height/composition measurements will not be released as all vendors were provided an opportunity to attend the site visit and take measurements.
File details come from the government source that posted it. Updated .
