4. Authority Cited: 41 U.S.C 1901(e) as implemented by FAR 13.501(a)(1)(ii).

5. Reason for Authority Cited Voyager is unique in the enterprise search software category because of its ability to read spatial data formats and make the connections back to map documents, layers or databases. Furthermore, it can also index database tables to allow users to search the rows of a database with simple keyword search or spatial query. This crucial feature helps users find the data they need very efficiently during routine and emergency operation, preventing the duplication of effort caused by not being able to locate data or maps that exist but which could not be found during a disaster or emergency. Moreover, the software can help GIS analysts and non-technical users discover what maps have been created so they can be used and shared quickly.

No other vendor provides an off-the-shelf solution that offers high-speed, highly accurate, web-style search and also considers spatial extents without requiring the use of metadata. Voyager is the only provider of professional services including installation and setup, training, customization and integration of Voyager software. The software supports other USACE requirements, as well as one of its primary partners, the Department of D e f e n s e ’ s (DoD) Office of Economic Adjustment (OEA): federated search to allow the end user to search across multiple Districts and business lines in one search; server side transformation of data; data provisioning tools allows analysts to extract data for field deployed systems; and enterprise security using

6. Efforts to Obtain Competition: The Government anticipates the award of a contract to the Voyager Search on a non-competitive basis. The contract specialist posted a notice of intent to FedBizOpps on 9 September 2016 with a closing date of 24 September 2016; no responses have been received to date.

7. Actions to Increase Competition: There are no additional actions to increase competition. Voyager Research is the only manufacturer, distributor and provider of Voyager software. The notice of intent to award a sole source contract was published on Friday, September 9, 2016 and no viable response have been received to date.

8. Market Research: Market Research was conducted by using Google, General Services Administration (GSA) eBUY tool and the Small Business Dynamic Search (SBDS) tool to determine if the requirement could be provided by distributors. Market research conducted using Google revealed the requirement is only available from Voyager Search. When searching on GSA, the contract specialist reviewed the list of vendors under Information Technology (IT) Schedule 70 contract, due to the requirement being IT software. However, the vendor could not be found. Market research conducted utilizing the Small Business Dynamic Search (SBDS) tool, revealed no market research information to provide for the requirement. Lastly, correspondence was conducted with Voyager Search to determine if the company has distributors of the software. A sole source letter was submitted to the contract specialist advising of Voyager Search being the manufacturer and distributor of Voyager software in the North American Region and the only provider of Voyager related software and professional services.

Based upon the market research and gathered and historical contract information, Voyager Research is the only manufacturer, distributor and provider of Voyager software.

9. Interested Sources: To date, no other sources have written to express an interest.

10. Other Facts: In 2013, USACE awarded Contract W912HQ-13-P-0062 to Voyager to procure Voyager software and technical support for two (2) years. The software annual license was maintained in 2015 for USACE in Contract W912HQ-15-P-0110 for one year of maintenance. Voyager software continues to support the USACE mission with geospatial data display and analysis.
