Water Resources

Background The U.S. Army Corps of Engineers (USACE) Flood Risk Management Program (FRMP) works across the agency to focus the policies, programs and expertise of USACE toward reducing overall flood risk. This includes the appropriate use and resiliency of structures such as levees and floodwalls, as well as promoting alternatives when other approaches (e.g., land acquisition, flood proofing, etc.) reduce the risk of loss of life, reduce long-term economic damages to the public and private sector, and improve the natural environment. In addition to working across the agency, the FRMP strives to facilitate dialogue at all levels of government and with other key interests to develop a national vision for flood risk management.

Scope The work under this contract is to provide preparation for meeting design, facilitation of meetings and workshops in support of the National Flood Risk Management program objectives to include activities to coordinate across the agency internally, as well as in support of external interagency coordination. This performance work statement covers the planning and facilitation of meetings and workshops needed to support programs and policies related to effective flood risk management and complete the USACE commitments to internal priorities as well as interagency initiatives.

Period of Performance The period of performance shall be for one (1) Base period of 12 months and two (2) 12-month option periods.

Quality Assurance The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).
