13.8kV Breaker and Switchgear Replacement @ Hartwell

W912HN-15-T-0033

Questions and Answers

1. Question: Are there any electrical blue prints, building layout drawing, or a sight survey we can attend so we can ascertain the best way to move the equipment in and out of the building.

Answer: Please see attached one-line drawing. The breaker and components to be replaced are shown in red. The largest opening available to get the new equipment to its installation location is 8 Ft X 8.5 Ft so the equipment provided would have to be smaller than this size to be moved without damage. This may require it to be in two pieces and assembled once on site. The desired maximum depth of the cubicle is 7' 1.5".

2. Question: The attachment for this solicitation shows the short circuit rating of the switchgear should be 100kA, while short circuit rating of breakers is required at 65kA.

Max available is 63kA for switchgear and breaker – can you confirm that this will meet the needs of the project? There is a note that we are not to exceed the footprint unless approved but overall existing footprint is not provided. There is a depth shown that is approximately 7' 1.5". Our arc resistant gear has depth of 102.8" (8' 6.8"). Please advise full existing footprint and if our larger depth is acceptable.

Answer: 63kA short circuit rating of switchgear and breaker is acceptable. The proposed bidders can submit their breaker as they make it. The desired depth is to not exceed the existing.

3. Question: Can you provide layout or single-line drawings for the existing equipment you intend to replace?

Answer: See attached one-line drawing. Equipment to be replaced is in red.

4. Question: Could you provide us with the oneline drawings for the solicitation’s equipment? IN addition, could you provide us with the point of contact information with email and phone number to arrange for a site visit?

Answer: See attached one-line. Equipment to be replaced is in red. Schedule site visit with Scott Hopkins (706) 988-0813.

5. Question: It is unclear how many breakers/cubicles are being replaced. On page 8 of 47 under sections 2.3 and 2.4, breakers 812, 822, 813 and 823 are mentioned so it can be assumed that at least 4 vertical sections plus one incoming metering section, but that is a very large assumption. Would it be possible to get a copy of the existing one-line diagram and elevation drawings and for someone to mark which sections are being replaced?

Answer: Breakers 812 and 822, their cubicles, and instrument transformers are the only items being replaced. The Kirk Key interlock on Disconnects 813 and 823 will be replaced to be keyed the same as the breakers supplied, but the disconnects themselves will not be replaced. Plan view drawings are not available, but the depth dimension in the Appendix and the attached drawings (See Attachments 2 and 3) will be enough to provide the dimension needed.
