ANSWERS TO INDUSTRY QUESTIONS
1. Is everything listed a fire extinguisher and/or pull-down boxes, or both? The items in the table are either fire extinguishers or CO2 tanks. There are also fire control panels on some of the vessels which are noted in the line descriptions that need to be inspected.
2. Is this solicitation for two different locations on the same bases? The inspections are for the Fountain City Service Base at 431 North Shore Drive, Fountain City, WI 54629 and two floating plant fleets: Goetz Fleet and M&R Fleet. Each of the floating plant fleets have multiple vessels that need inspections. The M&R floating plant has a home base at the Fountain City Base. We will coordinate that the inspections are completed at the service base. For the first year of the contract the Crane Barge Leonard will be located at Lock and Dam 2,1350 Lock and Dam Road, Hastings, MN 55033 until the end of May so the inspection will need to be completed at that location. It will be at the Fountain City base in subsequent years. For the first year of the Dredge Goetz Fleet portion of the contract the inspections will need to be completed when it is dredging between the Fountain City, WI and Reeds Landing, MN. We will coordinate with the contractor the date and times as well as provide transportation to the Fleet via boat from a designated landing closest to the Fleet. We will also provide transportation from the Dredge Fleet to shore for the hydrostatic testing. This testing must be completed within two days.
The Dredge Goetz will be located at the Fountian City Base in subsequent years.
3. Are these fire systems and/or sprinkler systems? There are CO2 fire suppression systems in most of the vessel engine rooms.
4. Table #3 lists maintenance and repair fleet. These in need of maintenance in addition to the inspections, correct? All items listed in the solicitation may require maintenance or repairs.
5. In addition to Point #4, The items listed in table #3 may need repairs (if applicable)? All items listed in the solicitation may require maintenance or repairs.
6. In order for us to perform the hydrostatic testing, we will need to take perform that service off site for a few days. Will the boats be docked long enough, or would we receive a schedule of their docking? See the answer to question #2.
7. Are the 4 control panels are internal alarm systems? Yes
8. On page 8 of the solicitation, near the top of the table where it says "Stationary CO2 room", are those Suppression systems? Yes these are the CO2 tanks for the suppression system.
9. Also on page 8, near the bottom of the table where it says, "Shop Fixed System", are those Suppression systems? Yes these are the CO2 tanks for the suppression system.
10. On page 12 near the top/middle, there is a gas listed in the TYPE column that says "chlorotetrafluorethane". Does this line represent a portable fire extinguisher? Yes a portable fire extinguisher.
11. I noticed in CLINs 0001-0003 the use of the word periodic along with the required annual inspections. I'm trying to figure out how often periodic is and the extent of what is expected from a periodic inspection (10% of the inventory, 20% etc.) Yes, these date reflect the last time the six year maintenance and a hydrostatic tests, every 12 years, were performed on the item.
12. On CLIN 0004 for repairs it has an NTE of $5,000 for the repairs. Without knowing what the repair is for
I'm not sure how to help them fill out the unit price in the quote for CLIN 0004. Should this just be input at the NTE Unit Price? Yes, the contract will have these CLINs (0004, 1004, 2004, 3004, & 4004) priced at $5,000 and will be adjusted to match actuals each year based on the approved repairs performed.
13. In looking at the tables for the extinguishers inspection list I noticed various dates listed under the Hydro Date. Can you explain what these dates reflect? Are these the base dates that should be used to price the "periodic" inspection/hydrostatic testing dates? Yes, these dates are the last dates the hydrostatic testing was completed. The hydrostatic testing and inspections are to be included in the inspection CLINS and not considered a repair.
