SUMMARY OF CHANGES

SECTION A - SOLICITATION/CONTRACT FORM

The required response date/time has changed from 23-Jul-2021 10:00 AM to 18-Aug-2021 05:00 PM.

SECTION C - DESCRIPTIONS AND SPECIFICATIONS

The following have been modified:

QUESTIONS & ANSWERS

Q1: Do all 4K conferencing cameras need full USB 3.0 connections or will USB2.0 (which limits most cameras to 1080p output mode) be sufficient?

A1: Must be USB 3.0

Q2: Are fixed (non-PTZ) cameras acceptable, or do conferencing cameras need to support both 4K and motorized (or AI) PTZ functions?

A2: Fixed cameras are acceptable

Q3: The bid specifies installing HDMI inputs matching the available input on the display. Do multiple USB connections need to be installed or will only one USB connection be suitable?

A3: One USB connection for the camera in each room

Q4: Rooms 813 & 1019 are noted as divided rooms, but do not list divide/combine capabilities to have the two rooms interact. Is that required for these spaces (share microphones/speakers when combined)?

A4: No, does not need to be combined

Q5: Which spaces require input for RCA connectivity? Any spaces outside of Room 1327?

A5: 1327 Executive Conference Room, 1525 Emergency Operations Center (EOC), and 1613 Training Room

Q6: What is the source to the elevator lobby displays? HDMI wall plate?

A6: A wall plate will have power and cable connect with a LAN port

Q7: Where is the content for the Hallway Monitors coming from?

A7: A wall plate will have power and cable connect with a LAN port

Q8: Section 1.1.23.1 address the elevator displays. It states to use HDMI and USB extenders for these displays.

These are common areas; should we assume that there will be a TV system run to these locations or are these to be for digital signage and no other cabling other than the data drops provided by others are needed?

A8: A wall plate will have power and cable connect with a LAN port, digital signage only

Q9: Does the customer have all UNCOMPILED source code for any of the rooms that have control systems and will they provide them to the new AV vendor upon award for any adjustments after adding new hardware, or if there are any issues after the move?

A9: We do not have source code for any A/V equipment.

Q10: Are line diagrams available for every system and will they be provided upon award?

A10: We are waiting on the receipt of diagrams and will post them in a future amendment.

Q11: Mounting location questions: There are very few details regarding furniture and equipment locations in each space. Do all spaces have central tables? Is all connectivity to be in-table, or are any wall-plate inputs required?

A11: All conference rooms will have central tables, connectivity will be in the table, and wall-plate inputs will be installed by the building construction contractor.

Q12: System specifies TV's must have 3 inputs. Are they asking for multiple inputs to be individually extended from the table, or can we utilize a switcher at the table to combine all inputs into a single connection to the TV?

A12: The building construction contractor will provide pucks (or similar devices) along with conduit for connectivity to the wall plates.

Q13: Specifications required support for legacy DVD/VCR source. Where will these be mounted, and can they be input directly to the displays? (Section 4.0) A13: They will be input directly into the displays and not mounted. Only two rooms require this, 1327 (executive conference room) and 1525 (EOC).

Q14: The scope indicates a remote control should be used to control the display, speakers, microphones and camera controls. Is a touch panel preferred or programmable remote acceptable? (Section 3.0) A14: Section 3.0 of the scope now states the remote shall control the display, speakers, and selection of inputs.

Q15: Can the AV bidder exclude the acoustic panel requirement and still submit a bid? A 3rd party contractor can be engaged for the work, but further room details are needed to bid this section.

A15: Acoustic panel requirements have been removed from this scope of work.

Q16: In several sections/ rooms starting with 4.1.3.2 it is stated that “Acoustic panels to reduce echo are required”.

It is impossible to accurately define what is necessary for acoustic panels without first knowing all of the room’s dimensions, building materials, and doing a through in room test. Are we to provide a quote for a minimum amount of acoustic sound dampening in each room that it is stated as being needed?

A16: Acoustic panel requirements have been removed from this scope of work.

Q17: Section 4.1.16.5 states to mount 63”-67” displays on articulating arms. The only articulating arm that will accommodate a 65” display and still meet 4” ADA restrictions would be an in-wall box with articulating arm. These back boxes would be installed in the wall by the GC and power connected to them by an electrician. Should this system be proposed for the areas needing 65” displays on articulating arms?

A17: Contractor is responsible for determining how to utilize wall mounts and articulate equipment.

SCOPE OF WORK

Project: Conference Rooms Audio-Visual (A/V) Hardware Installation

1.0 Purpose: To design/layout new audio-visual systems (including at a minimum 4K cameras, TVs/monitors, sound systems) in the future U.S. Army Corps of Engineers – St. Paul District offices (MVP), including reuse of existing equipment and hardware, procurement of new equipment/hardware and installation of the systems. The scope includes removal, transport, and reinstallation of existing audio-visual equipment at the current office location to the new office location. Some of the equipment uses Crestron controls and other hardware mounted within a mobile rack. The equipment in these instances is already preconfigured and programmed, so the requirement is that the equipment be removed from the current location and installed in the new location to continue functioning as designed and installed.

The conference rooms are primarily used for conducting meetings in which images / documents / videos will be displayed via computers or other equipment. In addition, the A/V systems must be able to provide audio and video conference capabilities using products like Skype for Business, Microsoft Teams, Cisco WebEx, and similar software products. The contractor is responsible for ensuring sound distribution is clear and consistent throughout the conference room space for all potential meeting applications.

Contractor shall also schedule up to 16 hours for consultation over the course of two weeks with the representatives from the Geotech & Geology Branch, Hydraulics & Hydrology Branch, and the Design Branch to cover potential specific conference room needs and requirements beyond those outlined in this statement of work. The Contractor and the above offices will coordinate scheduled days and times within those two weeks.

2.0 Place of Performance: Existing equipment and related hardware is currently installed in conference rooms located in MVP offices at 180 5th Street East, Suite #700, St. Paul, MN, 55101. MVP occupies most of two floors within this office building and the conference rooms are located on both floors. The new office space is at the First National Bank Building located at 332 Minnesota Street North, St Paul, MN 55101. First National Bank occupies most of the city block at this address with several buildings, and MVP will specifically be occupying all or part of floors 8 through 16 in the building tower located on the corner of Robert Street North and 4th Street East.

3.0 Performance Objectives: The Contractor shall provide 4K video and HD audio capabilities in each of the specified conference rooms and spaces as outlined within this document. These capabilities will be utilized by MVP computers, laptops, and other equipment for tele video and teleconference purposes.

The St. Paul District requires wall mounted LED screens with built-in audio or an attached audio system for sound output, in size ranges mentioned below (in inches using industry standard diagonal screen measurements) that are rated with a minimum screen resolution of 4K and a duty cycle of at least 10 hours per day unless otherwise noted. All screens shall be clearly viewable from anywhere in the room whether standing or sitting.

The screens shall provide at minimum three (3) HDMI inputs, unless otherwise noted, wired to varied locations in the room to accommodate use of the screens in each space by multiple persons and/or devices, with selection of the device inputs controlled via a remote control.

Screens shall also have a built-in TV tuner to support the addition of a TV antenna or Cable TV service in the future. Each screen shall include a remote control to facilitate control of the display, audio volume, and selection of inputs.

4K video cameras shall be installed on the wall above or below each screen in the conference rooms to facilitate video conferencing. The 4K cameras shall connect to laptop computers on the conference table via USB connection. These cameras shall be Plug-and-Play with Windows 10 (i.e. does not require installation of third-party drivers or software to function) to facilitate ease of use for any user.

A microphone or microphone system will need to be added in conjunction with the video cameras to facilitate audio for the video conferencing use as well, and connectivity provided to connect those to laptop computers for video conferencing use. None of the existing room hardware includes a sound bar or sound system, video camera, or microphone so these will need to be added to all the conference rooms in the new office space. As noted above, existing screens and associated hardware will be unmounted and removed for relocation and reinstallation to the new office space location, as is noted further within this document. The intent is to provide a clean installation with all cords and cables running behind walls or above ceilings and hidden behind the wall mounted TV/monitor screens. The only visible items that shall be seen by a casual observer after installation are the screen itself and the jacks/cables/ports required for audio/visual connection to a computer or other equipment.

Contractor shall provide 1-year repair/replace warranty on all Contractor purchased equipment and installation to include parts and electronics. Contractor shall provide 2- year on-site maintenance with over the phone technical support. Contractor shall provide up to 12 hours systems training within the first two months after completion of all installation.

All wires and cabling to and from the screens shall be hidden or concealed within the walls and ceiling to provide for a neat and clean installation that does not detract from the overall appearance of the room, and does not present a potential safety hazard to people using the room.

The wall mounts used for the screens shall have an angle adjustment to aid in viewability. The Contractor shall provide and attach the needed hardware for wall mounting of the screens in each location.

Contractor is responsible for clean-up after installation is complete including but not limited to vacuuming floors, patching, and painting of any walls or other surfaces as needed to maintain the overall appearance and presentation of the room. All equipment, materials, and components shall be new unless otherwise specified in this document. All equipment removed from any room at the current MVP office location shall be installed or used in the new MVP office location. When that cannot occur, then the hardware shall be returned to the Government immediately with an explanation as to why.

4.0 Details: In the cases of rooms using existing equipment, except where noted, the HDMI extenders are Crestron model HD-RXC-101-C-E and consist of a wall plate with an input jack and a small module connected to the screen, being connected to each other with a wire. No wire or connecting cables shall ever be visible between any screen and its associated HDMI and USB input jacks. Power cords, cables, and power supplies shall also never be visible, being hidden or installed behind the screen. Any control systems, in the rooms they are specified for, should include a capability to connect older equipment items for use. Other equipment may include older Video Cassette Recorder (VCR) and Digital Video Disc (DVD) players that are not HDMI capable. Only rooms 1327 (executive conference room) and 1525 (EOC) require VCR/DVD input capabilities.

Any cameras installed shall be 4K in resolution, able to view all the people seated around the table in the room where used, and use USB connectivity to facilitate ease-of-use with a laptop or other computer for video conferencing purposes. Unless otherwise noted, the camera shall include a microphone able to provide HD quality audio pickup to other participants of a video conference. These cameras must be plug-and-play with Windows 10, and not require software drivers or other third-party software to be installed for their use. The 4K USB Video Camera is still a requirement regardless of the microphone used.

f. Contractor shall submit an Activity Hazard Analysis after award. A safety meeting will be held prior to any construction activities to discuss the submitted analysis.

ACTIVITY HAZARD ANALYSIS (AHA)

Before beginning each activity, task or Definable Feature of Work (DFOW) involving a type of work presenting hazards not experienced in previous project operations, or where a new work crew or subcontractor is to perform the work, the Contractor(s) performing that work activity must prepare an AHA. AHAs must be developed by the Prime Contractor, subcontractor, or supplier performing the work, and provided for Prime Contractor review and approval before submitting to the Contracting Officer. AHAs must be signed by the SSHO, Superintendent, QC Manager and the subcontractor Foreman performing the work. Format the AHA in accordance with EM 385-1-1, Section 1 or as directed by the Contracting Officer. Submit the AHA for review at least ten (10) working days prior to the start of each activity task. The Government reserves the right to require the Contractor to revise and resubmit the AHA if it fails to effectively identify the work sequences, specific anticipated hazards, site conditions, equipment, materials, personnel and the control measures to be implemented. AHAs must identify competent persons required for phases involving high risk activities, including confined entry, crane and rigging, excavations, trenching, electrical work, fall protection, and scaffolding.

AHA MANAGEMENT

Review the AHA list periodically (at least monthly) at the Contractor safety meeting, and update as necessary when procedures, scheduling, or hazards change. Use the AHA during daily inspections by the SSHO to ensure the implementation and effectiveness of the required safety and health controls for that work activity.

AHA SIGNATURE LOG

Each employee performing work as part of an activity must review the AHA for that work and sign a signature log specifically maintained for that AHA prior to starting work on that activity.

The SSHO must maintain a signature log on site for every AHA. Provide employees whose primary language is other than English, with an interpreter to ensure a clear understanding of the AHA and its contents.
