Lock and Dam 10 (LD 10) CENTRAL CONTROL STATION

ROOF REPLACEMENT

SPECIFICATIONS

1. General: The contractor shall provide all plant labor and material necessary to remove and dispose of the existing flat roof and provide a new ethylene-propylene-diene-monomer (EPDM) roof membrane system with all required accessories IAW all local laws/regulations. The existing roof scuppers are still in operation and shall be used. The Contractor shall provide positive drainage to the scuppers at each site. Ice/snow guard to be added as indicated on the drawings.

Contractor shall not impede any operation of the Lock as part of this project. The work will involve close coordination with the Lock and Dam staff

2. Location: The central control station for LD10 is located on the Mississippi River, in Guttenberg, Iowa. See appendix 1 below for map and grid coordinates.

3. Site visit: See the solicitation for site visit details. Only one visit will be offered.

4. Schedule: It is the responsibility of the contractor to schedule and execute the work, incorporating all requirements set forth in these specifications. Contractor is required to provide a project schedule within 10 calendar days of contract award. The approved project schedule shall be used to measure the progress of the work, to aid in evaluating time extensions, and to provide the basis of progress payments. Schedule shall be in accordance with FAR 52.236-15.

The Contractor shall inform the Government at the pre-construction meeting which hours of the day and days of the week for which work under this contract will be performed. The Contractor shall notify the Government in writing at least 24 hours before work is to be conducted on overtime, in multiple shifts, on weekends, or on Federal government holidays. The Contractor shall not interfere with Lock and Dam operations. Lock and Dam personnel will not accept deliveries, phone calls, or mail or deliver messages for the Contractor. All work shall be completed by September 30, 2019.

5. Lockmaster: Work shall be coordinated through the lockmaster. The name and phone number of the lockmaster will be provided upon contract award by the Contracting Officer’s

Representative (COR). The lockmaster is responsible for Lock and Dam 10 personnel and operations.

6. Coordination: Contractor is required to notify the Contract Officer’s Representative (COR) at least 15 working days prior to the start of work. The work will involve close coordination with the Lock and Dam staff.

7. Other contracts: Contractor shall not to interfere with any other ongoing contracts at site.

Other ongoing contracts are: Lower pool channel study..

8. Preconstruction meeting: Prior to commencing work, a pre-construction meeting shall be held at the work site. The safety plan, Contractor Quality Control plan, work plan, schedule, and coordination issues shall be discussed. The Contractor shall submit all plans for review prior to the meeting.

9. Staging area: Contractor will work with lockmaster to identify staging area, as it cannot impede lock and dam operations.

10. Existing facilities: The Contractor may utilize existing electrical outlets at each facility during construction that will not interfere with Lock and Dam operations. Electricity provided shall be limited to that which is available without modification to the existing system. Contact the lockmaster to locate and coordinate use of existing power outlets. Any power need in excess of that available as stated above is the responsibility of the Contractor.

11. Work restrictions: Contractor will be able to work necessary hours as long as it is coordinated and scheduled with the lockmaster. LD10 is open 24 hours/day and 7 days/week from May-October. Contractor parking will be coordinated with the Lockmaster. Cranes located on the dams are not available for Contractor use during this contract. The Contractor shall be responsible for all costs related to protecting existing utilities.

12. Work Plan: Contractor is responsible to provide a work plan narrative prior to construction.

Contractor shall provide detailed procedures proposed for accomplishment of the work. The procedures shall provide for safe conduct of the work, including procedures and methods to provide careful removal, storage, stockpile, and disposal of existing roofing materials, and features as shown and specified. All disposal of existing roof materials shall be in accordance with all local, Federal, and State laws, ordinances and restrictions. The plan shall include methods to be employed for protection of property which is to remain undisturbed. The procedures shall include a detailed description of the methods and operations to be used for each operation. Contractor must explain how they will provide safe access, methods and equipment used for demolition and installation. Contractor must explain all steps involved in installing new roof and testing water proofing and drainage. Do not permit storing, walking, wheeling, and trucking directly on applied roofing materials. Provide temporary walkways, runways, and platforms of smooth clean boards, mats or planks as necessary to avoid damage to applied roofing materials, and to distribute weight to conform to live load limits of roof construction.

Use rubber-tired equipment for roofing work.

13. Safety: Contractor shall follow all OSHA requirements and all safety regulations in accordance with EM-385-1-1. Contractor is required to submit accident prevention plan, accident hazard analysis and as needed notifications/reports/accident reports.

Accident prevention plan: Use a qualified person to prepare the written site-specific APP.

Prepare the APP in accordance with the format and requirements of USACE EM 385-1-1 and as supplemented herein. Cover all paragraph and subparagraph elements in USACE EM 385-1-1, Appendix A, "Minimum Basic Outline for Accident Prevention Plan". Specific requirements for some of the APP elements are described below. The APP shall be job-specific and address any unusual or unique aspects of the project or activity for which it is written. The APP shall interface with the Contractor's overall safety and health program. Include any portions of the Contractor's overall safety and health program referenced in the APP in the applicable APP element and made site-specific. The Government considers the Prime Contractor to be the "controlling authority" for all work site safety and health of the subcontractors. Contractors are responsible for informing their subcontractors of the safety provisions under the terms of the contract and the penalties for noncompliance, coordinating the work to prevent one craft from interfering with or creating hazardous working conditions for other crafts, and inspecting subcontractor operations to ensure that accident prevention responsibilities are being carried out.

The APP shall be signed by the person and firm (senior person) preparing the APP, the Contractor, the on-site superintendent, the designated site safety and health officer, the Contractor Quality control Manager, and any designated CSP or CIH. Submit the APP to the Contracting Officer for acceptance within 15 calendar days after notice to proceed has been issued. Work cannot proceed without an approved APP.

Accident Hazard Analysis: The Activity Hazard Analysis (AHA) format shall be in accordance with USACE EM 385-1-1, Section 1. Submit the AHA for review at least 15 calendar days prior to the start of each phase. Format subsequent AHAs as amendments to the APP. The analysis should be used during daily inspections to ensure the implementation and effectiveness of the activity's safety and health controls.

Accident Notification: Notify the Contracting Officer as soon as practical, but no more than four hours after any accident meeting the definition of Recordable Injuries or Illnesses or High Visibility Accidents, property damage equal to or greater than $2,000, or any weight handling equipment accident. Within notification include contractor name; contract title; type of contract;

name of activity, installation or location where accident occurred; date and time of accident;

names of personnel injured; extent of property damage, if any; extent of injury, if known, and brief description of accident (to include type of construction equipment used, PPE used, etc.).

Preserve the conditions and evidence on the accident site until the Government investigation team arrives on-site and Government investigation is conducted.

Accident Reports: Conduct an accident investigation for recordable injuries and illnesses, for Medical Treatment defined in paragraph DEFINITIONS, property damage accidents resulting in at least $20,000 in damages, and near misses as defined in EM 385-1-1, to establish the root cause(s) of the accident. Complete the applicable The Contracting Officer will provide copies of any required or special forms.

Fall Hazard Protection and Prevention Program: Establish a fall protection and prevention program, for the protection of all employees exposed to fall hazards. Within the program include company policy, identify responsibilities, education and training requirements, fall hazard identification, prevention and control measures, inspection, storage, care and maintenance of fall protection equipment and rescue and evacuation procedures in accordance with ASSE/SAFE Z359.1.

Submittals:

14. Pre-roofing Conference: After approval of submittals and before performing roofing and insulation system installation work, hold a pre-roofing conference to review the following:

a. Drawings, specifications and submittals related to the roof work;

b. Contracting Officer inspection of roof deck after removal of roof system;

c. Roof system components installation;

d. Contractor's plan for coordination of the work of the various trades involved in providing the roofing system;

e. Quality control plan for the roof system installation;

f. Safety requirements.

Coordinate pre-roofing conference scheduling with the COR. The conference must be attended by the Contractor, the Contracting Officer's designated personnel, personnel directly responsible for the installation of roofing and insulation, flashing and sheet metal work, and a representative of the roofing materials manufacturer. Before beginning roofing work, provide a copy of meeting notes and action items to all attending parties. Note action items requiring resolution prior to start of roof work.

15. Demolition: Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the government. Contractor shall remove existing ballast and stockpile outside the central control station as shown on the contract drawings. Quantity, size and type of ballast stone to be removed can be field verified by Contractor, if contractor believes this to be necessary, at the site visit.

Contractor shall remove and dispose of concrete paver walkway pads in a proper manner off-site.

Contractor shall remove and dispose of weather mounted device and associated penetrations through existing EPDM roof. Protect building interior and all materials and equipment from the weather at all times. Adequately protect electrical and mechanical services and utilities. The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to machinery inside the central control station and surrounding building and to avoid creation of a nuisance in the surrounding area. Any removed materials not identified for re-installation or stockpiling and any waste materials resulting from or generated from construction shall become the responsibility of the Contractor and be properly removed, transported, and disposed of off of Government Property. The Contractor shall take all necessary precautions to prevent the misplacement of demolished materials into the river.

All materials shall be disposed of off-site in accordance with all local, state, and federal disposal codes and regulations. Streets, roadways, and parking lots shall be kept free from construction materials, mud, dirt, and debris of any kind. Do not begin demolition or deconstruction until authorization is received from the Contracting Officer. Demolish all existing roofing material such that the roof deck and parapet walls have a clean surface on which to install the new roofing. Remove rubbish and debris resulting from demolition activities from the project site; do not allow accumulations inside or outside the buildings. Remove rubbish and debris from Government property daily, unless otherwise directed. Store materials that cannot be removed daily in areas specified by the Contracting Officer. In the interest of occupational safety and health, perform the work in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections. Materials to demolish include, but are not limited to, Ethylene Propylene Diene Monomer (EPDM) roofing membrane, insulation, flashing, fasteners,equipment blocks, and accessories.

Submittals:

- S- 01 Preconstruction: Contractor shall provide demolition work plan. The plan shall include methods to be employed for protection of property which is to remain undisturbed. The procedures shall include a detailed description of the methods and equipment to be used for each operation, and the sequence of operations.

16. Insulation: This section covers the furnishing and installation of tapered and flat board insulation for EPDM roofing. Work also includes application of adhesives and cover board as recommended by the manufacturer and as required for complete and stable installation.

Thickness of new insulation to be installed on the metal roof deck shall be similar to the existing.

Minimum exposed curb height is 4 inches.

Material requirements: Roof insulation shall have a flame spread rating not greater than 75 and a smoke developed rating not greater than 150, exclusive of covering, when tested in accordance with ASTM E 84. Insulation bearing the UL label and listed in the UL Building Material Directions as meeting the flame spread and smoke developed ratings will be accepted in lieu of copies of test reports. Compliance with flame spread and smoke developed ratings will not be required when insulation has been tested as part of a roof construction assembly of the type used for this project and the construction is listed as fire-classified in the UL building material directory or listed as Class I roof deck construction in the FM APP GUIDE. Roof insulation below the EPDM sheet must be compatible with membrane applications and as approved by the roof membrane manufacturer.

Tapered Polyisocyanurate Board Insulation: Closed cell polyisocyanurate foam with black glass reinforced mat laminated to faces, complying with ASTM C 1289 Type II Class 1, with the following additional characteristics:

a. Thickness: As required to meet the specific site conditions and as required to meet the slope and drainage requirements such that no standing water is allowed to pond on the repaired roofs.

b. Size: 48 inches by 48 inches, nominal.

c. Compressive Strength: 20 psi when tested in accordance with ASTM C 1289.

d. Ozone Depletion Potential: Zero; made without CFC or HCFC blowing agents.

e. Recycled Content: 19 percent post-consumer and 15 percent post-industrial, average.

Leveling Board: Tapered polyisocyanurate board insulation or tapered fiberboard as required to fill in roof areas so as to provide continuous smooth top surface for installation of insulation.

Cover Board: Per manufacturer’s recommendations and instructions to ensure roof assembly meets fire, smoke and wind uplift rating requirements specified.

Cold Fluid-Applied Adhesive: Elastomeric, two component, one step, all purpose, standard cold fluid-applied adhesive formulated to adhere roof insulation to substrate as recommended by roofing Manufacturer.

Shop Drawings: Show a complete description of the procedures for the installation of each phase of the system indicating the type of materials, thicknesses, identity codes, sequence of laying insulation, special methods for cutting and fitting of insulation, and special precautions. The drawings shall be based on field measurements. Include minimum thickness and maximum thickness of sloped insulation.

Inspection:

The Contractor shall establish and maintain an inspection procedure to assure compliance of the installed roof insulation with the contract requirements. Any work found not to be in compliance with the contract shall be promptly removed and replaced or corrected in an approved manner at no additional cost to the Government.

Quality control shall include, but not be limited to, the following:

a. Observation of environmental conditions; number and skill level of insulation workers;

start and end time of work.

b. Verification of certification, listing or label compliance with FM P9513.

c. Verification of proper storage and handling of insulation

d. Coordination with other materials,

e. Inspection of insulation joint orientation and laps between layers, joint width and bearing of edges of insulation on deck.

f. Installation of cutoffs and proper joining of work on subsequent days.

g. Continuation of complete roofing system installation to cover insulation installed same day.

Product data, material safety data sheets and manufacturer’s installation instructions for cover board, insulation, and adhesive.

17. EPDM Roof Membrane and accessories: Fully adhered EPDM roof membrane system applied over tapered insulation and metal roof deck and concrete parapet as shown and specified herein. New roof system shall be in accordance with all local laws and regulations. Furnish a combination of specified materials that comprise a roof system acceptable to the roof membrane manufacturer and meeting specified requirements. Protect materials provided from defects and make suitable for the service and climatic conditions of the installation. Provide a watertight roof membrane sheet free of contaminants and defects that might affect serviceability. Provide a uniform, straight, and flat edge. Allow sheets to relax minimum 30 minutes before seaming, or longer if directed by the manufacturer.

Manufacturer Experience: EPMD Sheet roofing membrane manufacturer must have at least 5 years’ experience in manufacturing EPDM roofing products. Membrane manufacturer must have a minimum of three years’ experience as an approved, authorized, or licensed applicator with that manufacturer and be approved at a level capable of providing the specified warranty. The applicator must supply the names, locations and client contract information of 2 projects that the applicator has constructed using the manufacturers roofing products within the previous 3 years as of the date this Request for Quotes (RFQ) was issued after contract award.

EPDM Material requirements: ASTM D4637/D4637M, Type I, non-reinforced, 0.090 inch nominal thickness for combined fully adhered application. The minimum thickness must not be less than 10 percent of the specified thickness value. EPDM membrane thickness specified is exclusive of backing material on the EPDM membrane. Principal polymer used in manufacture of the membrane sheet must be greater than 95 percent EPDM. Width and length of sheet must be maximum width attainable as recommended by the manufacturer to minimize field formed seams in the field of the roof. The contractor shall verify all dimensions, no additional payment will be made for their failure to field verify all dimensions prior to submitting a quote.

The roof membrane manufacturer must supply seam tape recommended by the manufacturer for forming a watertight bond of EPDM sheet materials to each other for the application specified and conditions encountered.

Complete roof covering assembly must be class A rated in accordance with ASTM E108, FM 4470, or UL 790; and be listed as part of fire-classified roof deck construction in UL RMSD or Class I roof deck construction in the FM APP Guide. FM or UL approved components of the roof covering assembly must bear the appropriate FM or UL label.

Complete roof covering assembly, including insulation, must be rated Class 1-90 in accordance with FM APP GUIDE capable of withstanding an uplift pressure of 90 psf.

All new materials shall be used in construction of the new EPDM roof.

Membrane flashing: including self-adhering membrane flashing, perimeter flashing, flashing around roof penetrations, and prefabricated pipe seals, must be minimum 0.060 inch minimum cured EPDM, as recommended by the roof membrane manufacturer or minimum 0.055 inch thick uncured EPDM sheet in compliance with ASTM D4811/D4811M, Type I. Use cured

EPDM membrane to the maximum extent recommended by the roof membrane manufacturer.

Limit uncured flashing material to reinforcing inside and outside corners and angle changes in plane of membrane, pourable sealer pockets, and other formed penetrations or unusually shaped conditions as recommended by the roof membrane manufacturer where the use of cured material is impractical.

EPDM roofing walk pads and minimum 3 inch thick rubber/plastic equipment pads to replace existing equipment pads shall be installed, as recommended by the EPDM manufacture.

Equipment pads shall be placed under a/c units and walkpads shall be placed where concrete pavers were previously utilized at roof access points and where otherwise indicated for traffic areas and for access to mechanical equipment, in accordance with the roof membrane manufacturer's printed instructions.

Flash lightning protection system components or attach to the roof membrane in a manner acceptable to the roof membrane manufacturer.

Shop drawings.

Roof plan drawing depicting wind load calculations and boundaries of enhanced perimeter and roof system components. Drawing to also show general direction and location of EPDM seams.

Contract drawings can be used to develop these drawings. Provide all slopes and scupper locations. Avoid field seams running through or within 24 inches of scuppers, or as otherwise recommended by the roof membrane manufacturer.

Sheet Metal: Finished sheet metalwork will form a weather tight construction without waves, warps, buckles, fastening stresses or distortion, which allows for expansion and contraction.

Sheet metal mechanic is responsible for cutting, fitting, drilling, and other operations in connection with sheet metal required to accommodate the work of other trades. Coordinate installation of sheet metal items used in conjunction with roofing work to permit continuous roofing operations.

Submittals:

18. Quality Control

Contractor shall submit a Quality Control Plan. The CQC Plan shall include, as a minimum, the following to cover all construction operations, including work by Subcontractors, fabricators, suppliers, and purchasing agents:

a. A description of the quality control organization, including a chart showing lines of authority and acknowledgment that the CQC staff shall implement the three phase control system for all aspects of the work specified. The staff shall include a CQC System Manager who shall report to the project superintendent or someone higher in the Contractor's organization.

b. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a CQC function.

c. A copy of the letter to the CQC System Manager signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions of the CQC System Manager, including authority to stop work which is not in compliance with the contract. The CQC System Manager shall issue letters of direction to all other various quality control representatives outlining duties, authorities, and responsibilities.

Copies of these letters shall also be furnished to the Government.

d. Procedures for scheduling, reviewing, certifying, and managing submittals, including those of Subcontractors, offsite fabricators, suppliers, and purchasing agents.

e. Control, verification, and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency, and person responsible for each test.

f. Procedures for tracking preparatory, initial, and follow-up control phases and control, verification, and acceptance tests.

g. Procedures for tracking construction deficiencies from identification through acceptable corrective action.

h. Reporting procedures, including proposed reporting formats.

i. A list of the definable features of work. A definable feature of work is a task which is separate and distinct from other tasks, has separate control requirements, and may be identified by different trades or disciplines, or it may be work by the same trade in a different environment.

Although each section of the specifications may generally be considered as a definable feature of work, there are frequently more than one definable features under a particular section. This list will be agreed upon during the coordination meeting.

During progress of the roof work, Contractor must make visual inspections as necessary to ensure compliance with specified parameters. Additionally, verify the following:

a. Equipment is in working order.

b. Materials are not installed in adverse weather conditions.

c. Substrates are in acceptable condition, in compliance with contract requirements, prior to application of subsequent materials.

d. Nailers and blocking are provided where and as needed.

e. Insulation substrate is smooth, properly secured to its substrate, and without excessive gaps prior to membrane application.

f. The proper number, type, and spacing of fasteners are installed.

g. Materials comply with the specified requirements.

h. All materials are properly stored, handled and protected from moisture or other damages.

Liquid components are properly mixed prior to application.

i. Membrane is allowed to relax prior to seaming. Adhesives are applied uniformly to both mating surfaces and checked for proper set prior to bonding mating materials.

j. Membrane is properly overlapped.

k. Membrane seaming is as specified and seams are hand rolled to ensure full adhesion and bond width. In-seam sealant is applied when adhesive seams are used in the field of the roof. All seams are checked at the end of each work day.

l. Membrane is fully adhered without ridges, wrinkles, kinks, or fishmouths.

m. Installer adheres to specified and detailed application parameters. Associated flashing and sheet metal are installed in a timely manner in accord with the specified requirements.

n. Temporary protection measures are in place at the end of each work shift.

Where any form of deficiency is found, additional measures must be taken as deemed necessary by the Contracting Officer to determine the extent of the deficiency and corrective actions must be as directed by the Contracting Officer.

Manufacturer’s Inspection:

The manufacturer's technical representative is to perform a final inspection after all roofing work has been completed. The manufacturer's technical representative is to perform follow-up inspections of previously noted deficiencies and/or application errors as requested by the COR.

After each inspection, submit a report signed by the manufacturer's technical representative to the Contracting Officer within 3 working days. Note overall quality of work, deficiencies and any other concerns, and recommended corrective action.

- SD-01 Preconstruction: Quality Control Plan

19. Drainage requirements: Positive roof drainage shall be to existing scuppers in completed work. Water shall not pond on roof over 48 hours. The as-built drawings show that the existing metal roof structure is sloped ¼” per foot and the center bay is flat. Contractor shall verify all dimensions, no additional payment after contract award will be made to the contractor for failure to field verify all dimensions.

20. Ice/Snow Guard: Contractor shall install ice/snow guard shields around the central control station metal roof and maintenance building metal roof. The central control station currently has two sections of ice/snow guard above ground entrance ways, Contractor shall not remove existing sections.

21. Attachments: As part of the contract documents, appendices, submittal register, reference drawings and photos are provided. Use of the term “contract drawings” in this specification refers to these reference drawings and photos. The reference (as-built) drawings reflect the original construction at each site showing general site layout and features. All conditions and estimated dimensions shall be field verified by the contractor prior to submitting their quote for this work. Under no circumstance will a failure of the successful contractor to field verify the roof dimensions be grounds for an increase in contract cost to the Government after contract award.

22. Submittals: Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. A sample transmittal form (ENG Form 4025) is attached to this section, the ENG Form 4025 shall be used for submitting both Government approved and information only submittals. Payment for materials incorporated in the work will not be made if required approvals have not been obtained. The work of this section will not be measured for payment.

The Contractor shall be responsible for the work of this section, without any direct compensation being made other than the payment received for contract items.

23. Submittal procedures:

Government has (30) calendar days to respond to each submittal. No delay damages or time extensions will be allowed for time lost in late submittals. Submittals shall include 1 hardcopy and 1 electronic copy, unless otherwise indicated.

Prior to submittal, all items shall be checked and approved by the Contractor's Quality Control (CQC) System Manager and each item shall be stamped, signed, and dated by the CQC System Manager indicating action taken. Proposed deviations from the contract requirements shall be clearly identified. Submittals requiring Government approval shall be scheduled and made prior to the acquisition of the material or equipment covered thereby.

The Contractor shall make submittals as required by thesespecifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective sections. The Contractor shall carefully control its procurement operations to ensure that each individual submittal is made on or before the Contractor scheduled submittal date shown on the approved "Submittal Register."

The COR’s approval of submittals shall not be construed as a complete check, but will indicate only that the general method of construction, materials, detailing and other information are satisfactory. Approval will not relieve the Contractor of the responsibility for any error which may exist, the design of adequate connections and details, and the satisfactory construction of all work. After submittals have been approved by the COR, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

For submittals which include proposed deviations requested by the Contractor, the column "variation" of ENG Form 4025 shall be checked. The Contractor shall set forth in writing the reason for any deviations and annotate such deviations on the submittal. The Government reserves the right to rescind inadvertent approval of submittals containing unnoted deviations.

24. Submittal register: The Contractor is responsible for maintaining the enclosed submittal register. This list may not be all inclusive and additional submittals may be required. The Contractor shall track and transmit all submittals. See sample submittal register for required submittals.

25. Pre final inspection requirements/Pre-work survey: The pre-work survey shall be included as a pre-construction submittal. The Contractor shall photograph and record footage of all facilities within the work limits, including, but not limited to, roads, parking areas, sidewalks, loading docks, boat ramps, trees, shrubs, lawns, handrail, cable raceways, light supports, dam bridge grating, and buildings prior to working in an area to document the preconstruction conditions. The contractor shall also take photographs and video footage recordings in the same areas upon completion of the project.

Submittals:

26. Final inspection/acceptance requirements: The Contractor's quality control inspection personnel, plus the superintendent or other primary management person, roofing manufacturer’s representative and the COR shall be in attendance during the final acceptance inspection.

Additional Government personnel may also be in attendance. The final acceptance inspection shall be formally scheduled by the Contractor based upon results of the Pre-Final inspection.

Notice shall be given to the Contracting Officer at least 7 days prior to the final acceptance inspection, provided that the Contracting Officer receives the Contractor's assurance that all specific items previously identified to the Contractor as being unacceptable, along with all remaining work to be performed under the contract, will be complete and acceptable by the date scheduled for the final acceptance inspection. Failure of the Contractor to have all contract work acceptably complete for this inspection will be cause for the Contracting Officer to bill the Contractor for the Government's additional inspection cost in accordance with the contract clause titled "Inspection of Construction".

Upon completion of the project, areas used by the Contractor for the storage of equipment or material, or other use, shall be restored to the original or better condition.

27. Warranty requirements: Provide roof system material and workmanship warranties meeting specified requirements. Provide revision or amendment to standard membrane manufacturer warranty as required to comply with the specified requirements. Minimum manufacturer warranty shall have no dollar limit, cover full system water-tightness, and shall have a minimum duration of 20 years.

Continuance of Warranty Approve repair or replacement work that becomes necessary within the warranty period and accomplish in a manner so as to restore the integrity of the roof system assembly and validity of the roof membrane manufacturer warranty for the remainder of the manufacturer warranty period.

Roofing System Installer Warranty The roof system installer must warrant for a period of two years that the roof system, as installed, is free from defects in installation workmanship, to include the roof membrane, flashing, insulation, accessories, attachments, and sheet metal installation integral to a complete watertight roof system assembly. Write the warranty directly to the Government. The roof system installer is responsible for correction of defective workmanship and replacement of damaged or affected materials. The roof system installer is responsible for all costs associated with the repair or replacement work.

Warranty Information Card:

Furnish a typewritten minimum 8-1/2 inch by 11 inch information card for facility records and a card laminated in plastic and framed for interior display in the Central Control Station building, or a photoengraved 0.032 inch thick aluminum card for exterior display. Identify facility name and number; location; contract number; approximate roof area; detailed roof system description, including deck type, membrane, method of application, manufacturer, insulation and cover board system and thickness; presence of tapered insulation for primary drainage; date of completion;

installing contractor identification and contact information; membrane manufacturer warranty expiration, warranty reference number, and contact information. Install card as directed by the COR and provide a paper copy to the COR.

Roof Membrane Manufacturer Warranty:

Furnish the roof membrane manufacturer’s roof system materials and installation workmanship warranty, including flashing, insulation, and accessories necessary for a watertight roof system construction. The maximum wind speed coverage shall be peak gusts of 72 mph measured at 10 meters above ground level. Certification is required with bid submittal indicating the manufacturer has reviewed and agreed to such wind coverage. The warranty must run directly to the Government and commence at the time of Government’s acceptance of the roof work. The warranty must state that:

a. If within the warranty period the roof system, as installed for its intended use in the normal climatic and environmental conditions of the facility, becomes non-watertight, shows evidence of moisture intrusion within the assembly, splits, tears, cracks, delaminates, separates at the seams, shrinks to the point of bridging or tenting membrane at transitions, or shows evidence of excessive weathering due to defective materials or installation workmanship, the repair or replacement of the defective and damaged materials of the roof system assembly and correction of defective workmanship must be the responsibility of the roof membrane manufacturer. The roof membrane manufacturer is responsible for all costs associated with the repair or replacement work.

b. When the manufacturer or his approved applicator fail to perform the repairs within 72 hours of notification, emergency temporary repairs performed by others does not void the warranty.

28. Compatibility: The entire roofing and flashing system must be in accordance with specified and indicated requirements, including fire and wind resistance requirements. Work not specifically addressed and any deviation from specified requirements must be in general accordance with recommendations of the NRCA 0405, membrane manufacturer published recommendations and details, ASTM D6369, and compatible with surrounding components and construction. Submit any deviation from specified or indicated requirements to the Contracting Officer for approval prior to installation.

29. As-built Drawings: The Contractor shall maintain a separate set of marked-up Construction drawings indicating as-built conditions. These drawings shall show all changes and revisions made up to the time the work is completed and accepted. These drawings shall be maintained in a current condition at all times until completion of the work and shall be available for review by Government personnel at all times. All work that differs from the drawings, including modifications and optional materials shall be indicated.

The Final As-built Drawings to be submitted shall include, but not be limited to, the following information:

a. Point elevations at all corners and grade breaks.

b. Location and dimensions of new walkway pads.

c. Location and dimensions of new equipment pads.

d. Location of gravel ballast stockpile.

e. Location of concrete pavers stockpile.

f. Changes in plans.

g. Changes in details.

Drawing Standards:

a. Deleted items shall be indicated in red.

b. Added items or changed locations shall be shown in green.

c. Variations shall be shown in the same general detail utilized in the contract drawings.

d. Revisions shall be shown on all drawings and details related to the changed feature.

e. All markups shall be neat, clean and legible.

f. Where contract drawings or specifications present options, only the option selected for construction shall be shown.

The Contactor shall be responsible for the work in this section without any direct compensation being made other than the payment received for contract items. All information, records, and drawings shall be submitted prior to the contract completion date and will become the property of the Government. Approval of final as-built drawings is required before final payment is made to the Contractor.

30. Environmental Sustainability Requirements

EPA Designated (CPG) Under the Comprehensive Procurement Guidelines (CPG) program, the Environmental Protection Agency (EPA) designates products that are or can be made with recovered materials, and recommends practices for buying these products.

Any designated product that is being offered or supplied under this contract shall meet the minimum recommended content levels as identified under the CPG program. Visit http://www.epa.gov/epawaste/conserve/tools/cpg/products for a complete list of designated products and the associated recommended content levels.

Offerors must be able to demonstrate that each offered product meets minimum content levels upon request.

Safer Choice The contractor shall provide Safer Choice labeled products under this contract, as applicable. The contractor is encouraged to visit http://www2.epa.gov/saferchoice/products for updated lists of qualifying products.

Bio-based The United States Department of Agriculture (USDA) designates certain biobased products for federal procurement and specifies minimum biobased content levels for those products. Any designated product that is being offered or supplied under this contract shall meet USDA BioPreferred’s minimum biobased content level. Visit the BioPreferred web site for the complete list of designated products and the associated minimum biobased content level requirements.

31. Environmental Protection Contractor shall provide a environmental protection plan to include the following:

a. Name(s) of person(s) within the Contractor's organization who is(are) responsible for ensuring adherence to the Environmental Protection Plan.

b. Name(s) and qualifications of person(s) responsible for manifesting hazardous waste to be removed from the site, if applicable.

c. Name(s) and qualifications of person(s) responsible for training the Contractor's environmental protection personnel.

d. Description of the Contractor's environmental protection personnel training program.

e. In the event that this project does not require a NATIONAL POLLUTANT

DISCHARGE ELIMINATION SYSTEM (NPDES) permit, the Contractor shall as part of the ENVIRONMENTAL PROTECTION PLAN, prepare an erosion and sediment control plan which identifies the type and location of the erosion and sediment controls to be provided during construction. The plan shall include monitoring and reporting requirements to assure that the control measures are in compliance with the erosion and sediment control plan, and Federal, State, and local laws and regulations.

f. Drawings showing locations of proposed temporary material storage areas, and stockpiles of excess or spoil materials including methods to control runoff and to contain materials on the site.

g. Work area plan should include measures for marking the limits of use areas including methods for protection of features to be preserved within authorized work areas.

h. The Spill Control plan shall include the procedures, instructions, and reports to be used in the event of an unforeseen spill of a substance regulated by 40 CFR 68, 40 CFR 302, 40 CFR 355, and/or regulated under State or local laws and regulations. The Spill Control Plan supplements the requirements of EM 385-1-1.

i. A non-hazardous solid waste disposal plan identifying methods and locations for solid waste disposal. The plan shall include schedules for disposal. The Contractor shall identify any subcontractors responsible for the transportation and disposal of solid waste. Licenses or permits shall be submitted for solid waste disposal sites that are not a commercial operating facility.

Evidence of the disposal facility's acceptance of the solid waste shall be attached to this plan during the construction.

j. A recycling and solid waste minimization plan with a list of measures to reduce consumption of energy and natural resources. The plan shall detail the Contractor's actions to comply with and to participate in Federal, State, regional, and local government sponsored recycling programs to reduce the volume of solid waste at the source.

k. An air pollution control plan detailing provisions to assure that dust, debris, materials, trash, etc., do not become air borne and travel off the project site.

l. A contaminant prevention plan that: identifies potentially hazardous substances to be used on the job site; identifies the intended actions to prevent introduction of such materials into the air, water, or ground; and details provisions for compliance with Federal, State, and local laws and regulations for storage and handling of these materials. In accordance with EM 385-1- 1, a copy of the Material Safety Data Sheets (MSDS) and the maximum quantity of each hazardous material to be on site at any given time shall be included in the contaminant prevention plan. As new hazardous materials are brought on site or removed from the site, the plan shall be updated.

m. A waste water management plan that identifies the methods and procedures for management and/or discharge of waste waters which are directly derived from construction activities, clean-up water. If land application will be the method of disposal for the waste water, the plan shall include a sketch showing the location for land application along with a description of the pretreatment methods to be implemented. If disposal is to a sanitary sewer, the plan shall include documentation that the Waste Water Treatment Plant Operator has approved the flow rate, volume, and type of discharge.
