The following have been added by full text:

AMENDMENT 7

The purpose of this amendment is to answer the following vendor questions, replace all of the previous drawings with the attached drawing package (Amendment 7 Drawings-3 pages), revise the specifications (see amendment 7 Specifications) as follows and update the “Instructions to Quoters” section to require the warranty after contract award:

1. Number 7 of the “Instruction to Quoters” section was revised:

From: Roof wind certification-see Roof Membrane Manufacturer Warranty section of the specifications.

To: Manufacturer warranty must be provided within 15 calendar days of contract award.

2. Ice guard/snow bar and gutter replacement is now required. The following was added to the attached “Amendment 7 Specifications” in red text:

"Payment will be made for furnishing all materials, equipment, and labor and performing all operations necessary for Ice Guard/Snow Bar and Gutter Replacement as shown and specified. Demolition shall include but not be limited to, removal and proper offsite disposal of all damaged gutters.

Construction shall include, but not be limited to, provision and installation of all new gutter and ice guard/snow bar system on the standing seam metal roof on the Central Control Station. Payment for all warranty, inspections, fees, and provision and installation of any temporary safety features required to complete the roof replacement."

3. Question (Q): Can the complete original roof plans and details from 2008 be made available to confirm the insulation thickness?

Answer (A): Please see the attached 3 sheets entitled “Amendment 7 Drawings”.

4. Q: Can you provide locations where current roof is leaking at?

A: The roof leak may be coming from the generator exhaust vent area and/or other areas. The entire EPDM roof system is required to be replaced to provide a new watertight roof membrane as specified.

5. Q: Can you confirm if the roof deck is concrete or metal?

A: The existing roof deck is corrugated metal as shown on the drawings.

6. Q: If we are demo the entire roof system down to can we remove and reinstall the original coping metal?

A: No, all new coping metal is required. See the “Sheet Metal” paragraph under number 17 of the Amendment 7 Specifications.

7. Q: Can we get an extension on the bid due date?

A: Yes, the solicitation closing due date and time has been extended.

8. Q: Are we allowed to hire a subcontractor to vacuum off and dispose of the ballast rock.

A: Yes, the successful contractor is responsible for selecting the means and methods necessary to perform all required work in accordance with the solicitation as amended.

9. Q: The demolition section mentions the contractor to remove the existing ballast and stockpile out the central control station as shown on the contract drawings. Can you provide the location, I didn’t see this on the drawings.

A: Ballast rock shall be removed from the site. See attached “Amendment 7 Specifications”.

Specification revision is in red text, deletion from Final As-built requirements letter “d.” not shown.

10. Q: The spec mentions a cover board, can you provide the type of cover board and thickness?

A: ½” thick cover board is acceptable. The type of cover board depends on the roofing manufacturer selected by the contractor. Cover board is to be provided per the roofing manufacturer’s recommendations and instructions to ensure the roof assembly meets all fire, smoke and wind uplift rating requirements as specified.

11. Q: Please confirm the thickness of the EPDM membrane is 90 mil.

A: Yes, 90 mil.

12. Q: Since the roof is only 10 years old can we provide a more cost effective roof replacement option as follows:

Leave the existing coping metal and railing system as is on parapet walls Push ballast rock to one side.

Remove EPDM membrane and save original roof insulation.

Tie into existing membrane on parapet walls with seam tape, primer and lap sealant.

Loose lay new 90 mil black EPDM membrane over original roof insulation.

Tie into existing membrane Push ballast rock back over new EPDM membrane.

Flash in all existing roof curbs, soil stacks and thru-wall scuppers.

Reuse the existing concrete pavers or provide new pavers.

20 year material and labor warranty.

A: Please quote as specified.

13. Q: Does the Specification ask for a signature from a Factory Representative indicating a factory review?

A: The successful contractor shall provide the warranty within 15 calendar days of contract award from the proposed roofing manufacturer to confirm the project specific warranty will be provided as specified and shall cover maximum wind speed coverage including peak gusts of 72 mph measured at 10 meters above ground level. See “Roof Membrane Manufacturer Warranty” section in the Amendment 7 Specifications.

14. Q: Does a Sample Copy of the Factory Warranty that will accompany a completed roof that fulfills the contract requirements be sufficient for a Quotation Offer?

A: No, see number 13 above.

15. The ponding requirements under “a.” of the “Tapered Polyisocyanurate Board Insulation” specification section have been updated;

From: “…pond on the repaired roofs.”

To: “…pond on the repaired roofs over 48 hours.”

16. The “Roof Certification” section of the solicitation has been deleted in its entirety.

All other terms and conditions remain unchanged.

1. Acknowledgement of all amendments (if applicable).

2. Signed/dated Standard Form (SF) 1442 with pricing for all line items and a total price. Incomplete pricing schedules may be rejected.

3. All pricing must include shipping (FOB destination) and not have a separate line for shipping.

4. Completed provision 52.212-3, Alt. I, “Offeror Representations and Certifications-Commercial Items”. If you are registered in SAM and the information is current you are not required to fill out the provision but you must indicate that your SAM record is current.

5. CAGE code, DUNS number and Tax Identification Number (TIN).

6. Contact information for the individual submitting the quote.

7. Manufacturer warranty must be provided within 15 calendar days of contract award.

8. Submit all questions in writing via email to Mr. Aragon Liebzeit at the email address above.

NOTE: IAW FAR 29.3-State and Local Taxes and pursuant to Title 4 of the USC 104-107, the Government is exempt from paying local and state taxes. Exempt tax identification number is: 62-1642142
