SUMMARY OF CHANGES

SECTION SF 1449 - CONTINUATION SHEET

The following have been modified:

52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)

(a) Offers shall be evaluated in accordance with (IAW) FAR Part 13 - Simplified Acquisition Procedures of FAR 13.106-2. Offers will be evaluated by Lowest Price Technically Acceptable (LPTA) using simplified acquisition procedures of FAR 13.106-2. The Government will award a contract resulting from this solicitation to the responsible contractor whose offer, conforming to the solicitation, will be most advantageous to the Government.

The following factors will be used to evaluate offers:

(i) Price

(ii) Minimum 2 years of commercial lawn/grounds maintenance service experience and availability of Commercial lawn mowing equipment. For the purposes of evaluation, “Commercial Lawn/Grounds Maintenance Service Experience” means experience performed mowing and trimming commercial or public properties.

Experience mowing/trimming residential properties will only be considered if the service is performed as part of a commercial contract and the total area serviced under the contract is greater than 4 acres. “Commercial Lawn Mowing Equipment” means equipment large enough or in enough quantity to mow/trim multiple acres of property per service trip. This is a Technically Acceptable factor. Complete and return Attachment A.

(iii) Satisfactory Relevant Past Performance. Past performance will be evaluated for satisfactory completion. This is a Technically Acceptable factor. Complete and return Attachment B.

An offeror must provide a price for all items (CLINs) in this solicitation to be eligible for award. Partial quotations will not be accepted.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
