PANELBOARDS, SWITCHBOARDS AND LOAD
CENTERS FOR NON-PERMANENT FACILITIES

PART 1 – GENERAL
1.1 GENERAL REQUIREMENTS FOR PANELBOARDS, SWITCHBOARDS,
LOAD CENTERS
A. This requirements document was developed to establish the minimum requirements for the Life Safety and Habitability aspects of electric power distribution systems for non- permanent facilities in support of military operations.
B. The specification defines electric power distribution panelboards (“panelboards”) as a complete individual assembly, designed and engineered in the form of a single panel, including buses and automatic overcurrent devices, tested and manufactured to international industry standards (IEC/CE, ANSI/IEEE, UL/CUL/CSA, CSA, NEMA/IEC, BS 7671).
C. Complete panelboard assemblies shall be designed and manufactured by the same OEM; in other words, all the major components will designed and assembled by the same OEM (Enclosure, Interior/Bus, Dead Front, Cover, Main Disconnect Device, Branch devices). Panelboards assembled by an Integrator or other third party are NOT acceptable.
D. Provide electrical equipment that is the manufacturer's standard catalog products, conforming to the latest published industry and technical society standards at the date of contract award. Underwriters Laboratories (UL) listing or third-party certification is required for all basic equipment. Use of shop or field fabricated electrical equipment assemblies that are not manufacturer's standard catalog products or do not conform to the industry and technical society standards are not acceptable.
E. Electrical Components, Devices, and Accessories shall be listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.
F. Switchboard designs engineered and certified to industry standards are acceptable when the requirements exceed the ratings of an OEM’s standard panelboard design.
G. All electrical equipment and materials shall be new (new production, new-in-box).
Used, re-conditioned/refurbished equipment or materials are not acceptable.
H. Enclosures:
1. Panelboard assemblies will include back box, dead front, hinged front covers, main disconnect devices, branch breakers and accessories that are engineered and tested for use as a single unit.
2. Shall be designed to be mounted against a wall, partition, or other support structure; and accessible only from the front. Vendor will provide OEM shop drawings that show mounting points.
3. Must be rated for environmental conditions specific for the installed location.
a. Ambient Temperature: Not exceeding minus 22 degrees Fahrenheit (minus 30 degrees Celsius) to plus 130 degrees Fahrenheit (plus 55 degrees Celsius).
b. b. Altitude: Not exceeding 6600 feet (2000 meters).
c. Indoor Dry and Clean Locations: NEMA250 Type 1 (IP10, per IEC 60529)
d. Outdoor/Exposed Locations:, NEMA 250 Type 3 (IP54, per IEC 60529)
NOTE: Refer to the Panelboard Schedules for site-specific panel requirements.
4. Front Cover and Door:
a. Secured to box. For surface-mounted fronts, match the box dimensions; for flush-mounted fronts, overlap the back box.
b. With door open only the circuit breaker handles shall be accessible. The dead-front shall prevent exposure to wiring and energized components.
5. Finish:
a. Panels and Trim: Steel, factory finished immediately after cleaning, pretreating and priming with manufacturer's standard enamel.
b. Back Boxes: Outdoor designs will have same finish as panels and trim.

J. Incoming Main Disconnect Device:

3. OPDs shall be manufactured by the same OEM as the panelboards and switchboards and designed for use with the corresponding panelboard or switchboard design.
4. Molded-Case Circuit-Breaker Features and Accessories: Standard frame sizes, trip ratings, and number of poles
K. Phase, Neutral, and Ground Buses:
1. Material: Hard-drawn copper, 98 percent conductivity.
L. Panelboard Short-Circuit Current Ratings: All panelboards shall be Fully Rated: Fully rated to interrupt symmetrical short-circuit current available at terminals.
NOTE: Refer to the Panelboard Schedule for site-specific panel requirements.
M. Branch Overcurrent Protective Devices:
1. Molded Case Circuit Breaker (MCCB)
2. Manufactured by the same OEM as the panelboards and switchboards and matched to the corresponding panelboard and switchboard designs
3. Molded-Case Circuit-Breaker Features and Accessories: Standard frame sizes, trip ratings, and number of poles.

A. Product Data: For each type of panelboard, switchboard and overcurrent protective device, provide manufacturers' technical data on features, performance, electrical characteristics, ratings, and finishes.
B. Shop Drawings: For each panelboard and related equipment.
1. Include dimensioned plans, elevations, sections, and details. Show tabulations of installed devices, equipment features, and ratings.
2. Detail enclosure types and details for both indoor and outdoor designs [NEMA Type 1 (IP10), NEMA Type 3 (IP54)].
3. Detail bus configuration, current and voltage ratings at system operating frequency.
4. Short-circuit current rating (SCCR) of panelboards and overcurrent protective devices.
5. Detail features, characteristics, ratings, and factory settings of individual overcurrent protective devices and auxiliary components where applicable.
6. Include wiring diagrams for power, signal, and control wiring.
7. Include time-current coordination curves for each type and rating of overcurrent protective device included in panelboards. May be submitted on translucent log-log graft paper, digitally (CD) or in OEM manuals; include selectable ranges for each type of overcurrent protective device.
C. Qualification Data: Certification and industry compliance from qualified testing agency (ies).
D. Operation and Maintenance: Provide operation, and maintenance manuals (O&M) and "Operation and Maintenance Data," include the following:
1. Manufacturer's written instructions for testing and adjusting overcurrent protective devices.
2. Time-current curves, including selectable ranges for each type of overcurrent protective device that allows adjustments.
3. Recommended Spare Parts List
2.4 QUALITY ASSURANCE
A. Provide electrical equipment that is the manufacturer’s standard catalog products, conforming to the latest published industry and technical society standards at the date of contract award. Underwriters Laboratories (UL) listing or third-party certification is required for all basic equipment. Use of shop or field fabricated electrical equipment assemblies that are not manufacturer’s standard catalog products or do not conform to the industry and technical society standards are not acceptable.
B. Electrical Components, Devices, and Accessories: Listed and labeled as defined in the UFC and NFPA 70, by a qualified testing agency, and marked for intended location and application. Comply with NEMA PB 1.
C. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.
2.3 SUBMITTALS
D. Panelboards and Switchboards considered in this document shall comply with the following industry and US GOV standards (minimum):
1. UFC 3-501-01, Electrical Engineering
2. UFC 3-520-01, Interior Electrical Systems
3. UFC 3-550-01, Exterior Electrical Power Distribution
4. UL 489, Molded-Case Circuit Breakers
5. UL 67, Standard for Panelboards

2.5 DELIVERY, STORAGE, AND HANDLING
A. Equipment shall be new production only (new-in-box) and delivered in the OEM factory packaging.
B. Equipment damaged in shipping is not acceptable; the Supplier and Carrier will process the Return Material Authorization and replace damaged material.
2.6 OPERATING CONDITIONS
A. Equipment Ratings:
1. Equipment shall be rated for continuous operation under the following conditions unless otherwise indicated:
a. Relative Humidity 0 to 95% non-condensing
b. Operating Frequency 47–63 Hz
c. Storage Temperature -40° to +65° C (-40° to +149° F)
d. Operating Temperature -40° to +65° C (-40° to +149° F)
e. Altitude: Not exceeding 6600 feet (2000 m)
PART 3 – LABELING
3.1 WARNINGS & IDENTIFICATION
A. Panelboard Nameplates: Label each panelboard with a nameplate complying with requirements for identification specified in Division 26 Section "Identification for Electrical Systems."
B. Multiple Power Source Warning: "DANGER - ELECTRICAL SHOCK HAZARD - EQUIPMENT HAS MULTIPLE POWER SOURCES." (where applicable per panelboard and equipment schedules)
C. Workspace/Indoor Clearance Warning: "WARNING - AREA IN FRONT OF
ELECTRICAL EQUIPMENT MUST BE KEPT CLEAR FOR 48 INCHES (1220 MM)."
(where applicable per panelboard and equipment schedules)
D. Flash Protection Field Marking: All panelboards, switchgear, switchboards, panelboards motor control centers, motor control panels and electrical control panels shall be provided with a black on yellow warning sign per ANSI Z535.4 and ISO 3864. The sign shall read: “DANGER! ARC FLASH and SHOCK HAZARD. FOLLOW ALL REQUIREMENTS IN NFPA70E FOR SAFE WORK PRACTICES and PERSONAL
PROTECTIVE EQUIPMENT.”
1. Signs shall be prominently mounted on the front of the equipment readily visible.
2. If the equipment has multiple removable front covers, a sign shall be mounted on each cover.
