STANDARD BID SPECIFICATION

TRANSFER SWITCH REQUIREMENTS

USED TO SUPPLY NON-PERMANENT FACILITIES

Project ID: Project No. 033-16-X-P-LSA; KLZ QUANTITY NEEDED: 3

PART 1 – DESCRIPTION

1.1 REQUIREMENTS FOR LV TRANSFER SWTCHES (1000 Volts Maximum)

A. This requirements document was developed to establish minimum requirements for the Life Safety and Habitability aspects of electric power distribution systems for non-permanent facilities in support of military operations.

B. Transfer switches are electro-mechanical devices used to quickly and safely shift electric loads from the normal (“primary”) source of power to the alternate (“secondary”) source. This document includes requirements for manual transfer switches (MTS), and, non-automatic transfer switches.

1. A manual transfer switch (MTS) is defined as a non-automatic transfer switch manually initiated and manually operated. There is no motor operator or solenoid to initiate the transfer from one source to the other. The user must manually operate some type of mechanical device (handle, lever, crank, knob, etc.) to transfer the load from one source to the other. The switching occurs without exposing the user to electrical hazards.

2. Non-automatic transfer switches are manually initiated but electrically operated designs. Front door-mounted controls allow the operator to initiate the transfer (pushbuttons, selector switches, touch pad, etc.). The switching occurs without exposing the user to electrical or mechanical hazards.

C. Transfer switches are designed for a variety of standby power applications for critical loads. In the event of a primary power source interruption, or planned outage, the user can manually transfer the load circuits to the standby power source. Once primary power has been restored, the user can manually transfer the load circuits back to the primary power source.

D. Transfer switches covered by this document are complete, functional, individual units that have been engineered, tested and manufactured by the OEM in accordance with industry standards and in compliance with Unified Facilities Criteria (UFC, IEC/CE, ANSI/IEEE, UL/CUL/CSA, CSA, NEMA/IEC).

E. Electrical equipment provided shall be the manufacturer’s standard catalog products, conforming to the latest published industry and technical society standards at the date collis.h.doris Highlight

of contract award. Underwriters Laboratories (UL) listing or third-party certification is required for all basic equipment. Use of shop or field fabricated electrical equipment assemblies that are not manufacturer’s standard catalog products or do not conform to corresponding industry and technical society standards are not acceptable.

F. Transfer switches assembled by an Integrator or other third party are NOT acceptable.

G. Components, devices, and accessories shall be listed and labeled as defined in NFPA 70, by a qualified testing agency, and marked for intended location and application.

H. General Requirements:

1. Transfer switch assemblies shall be completely functional requiring no field assembly.

Only complete transfer switches are acceptable (a single assembled unit delivered as a single shipping split). Field assembly is not acceptable.

2. All equipment and materials shall be new (new production, new-in-box). Used, re-conditioned/refurbished equipment, materials or components are NOT acceptable.

3. Units will include back box, hinged front covers, main disconnect devices, switching devices and accessories engineered and tested for use as a single unit.

4. Units shall be free standing enclosures designed to be mounted against a wall, partition, or other support structure; and accessible only from the front.

5. Units shall be stand-alone enclosures suitable for outdoor use (NEMA Type 3/IP54). Provisions for anchoring and mounting will be integral to the enclosure. Loose flanges, channels, or other mounting devices are not acceptable.

6. Overcurrent Protective Devices: Molded Case Circuit Breaker (MCCB, standard frame sizes, trip ratings, and poles). Fuses are NOT acceptable.

7. Must be rated for environmental conditions specific for the installed location.

a. Ambient Temperature: Not exceeding minus 22 degrees Fahrenheit (minus 30 degrees Celsius) to plus 130 degrees Fahrenheit (plus 55 degrees Celsius).

b. b. Altitude: Not exceeding 6600 feet (2000 meters).

c. Indoor Dry and Clean Locations: NEMA250 Type 1 (IP10, per IEC 60529)

d. Outdoor/Exposed Locations:, NEMA 250 Type 3 (IP54, per IEC 60529)

8. Front Cover and Door:

a. The hinges have removable hinge pins to facilitate door removal.

b. The doors are supplied as standard with pad-lockable latches.

9. Finish:

a. Factory finished immediately after cleaning, pretreating and priming with manufacturer's standard enamel.

b. Enclosure/Back Box: Outdoor designs will have same finish as panels and trim.

I. Phase, Neutral, and Ground Buses:

1. Material: Hard-drawn copper, 98 percent conductivity.

2. 4-Pole / 4-Wire, Switched Neutral

J. Fully rated Neutral Conductor K. Other Features:

1. Switch position LED indicators and source lights

2. Standard ground conductor connections

3. Mechanical interlocks to prevent direct connection of both sources simultaneously

NOTE: Refer to Equipment Ratings under Technical Requirements section (below)

1.2 TECHNICAL REQUIREMENTS

A. Equipment Ratings and Configuration:

1. Transfer Switch Ratings:

a. Current: 1600 amps

b. System Voltage: 415 Vac/50 Hz (600V Class)

c. Operating Frequency: 47 - 63 Hz

d. Neutral: 4-Pole / 4-Wire, Switched Neutral

e. SCCR: 65,000 (minimum)

2. Enclosure:

a. Incoming: Bottom Entry/Bottom Fed

b. Protection: Outdoor use (NEMA Type 3 / IP54)

3. Environmental - Rated for continuous operation under the following conditions:

a. Operating Temperature: -20 and 70°C (-4 to 158°F)

b. Operating Humidity: 0 to 95% non-condensing

c. Storage Temperature: -30 to 85°C (-22 to 185°F), RH of 80% or less.

d. Altitude: Not exceeding 6600 feet (2000 m)

PART 2 – COMPLIANCE, TRACEABILTY & SUBMITTALS

2.1 PRODUCT DOCUMENTS

A. Vendor/Supplier shall provide the OEM’s standard documentation package including:

1. Product drawings

2. Product manuals

3. Industry compliance (certifications)

4. Handling and Installation Instructions

5. Product Warranty

2.2 SUBMITTALS

A. Product Data: For each type of transfer switch, switchboard and overcurrent protective device, provide manufacturers' technical data on features, performance, electrical characteristics, ratings, and finishes.

B. Shop Drawings: For each transfer switch and related equipment vendor shall provide:

1. Unit dimensioned plans, elevations, sections, and enclosure details

2. Tabulations of installed devices, equipment features, and ratings.

3. OEM shop drawings that show mounting points

4. OEM shop drawings that show lifting and rigging points

5. Bus configurations, current and voltage ratings at system operating frequency.

6. Short-circuit current rating (SCCR, AIC, AIR) of transfer switch and OCPDs.

7. Characteristics, ratings, and factory settings of OCPDs, and accessories: Include time-current coordination curves for each type and rating of overcurrent protective device included. May be submit ted on translucent log-log graft paper, digitally (CD) or in OEM manuals. List selectable settings and ranges.

8. Control wiring and logic diagrams

9. Include wiring diagrams for power, signal, and control wiring.

C. Qualification Data: Certification and industry compliance from qualified testing agencies.

D. Operation and Maintenance: Provide operation, and maintenance manuals (O&M) and "Operation and Maintenance Data," include the following:

1. Manufacturer's written instructions for testing and adjusting overcurrent protective devices.

2. Time-current curves, including selectable ranges for each type of overcurrent protective device that allows adjustments.

2.3 QUALITY ASSURANCE

A. Sourcing Requirements: Provide electrical equipment that is the manufacturer’s standard catalog products, conforming to the latest published industry and technical society standards at the date of contract award. Underwriters Laboratories (UL) listing or third-party certification is required for all basic equipment. Use of shop or field fabricated electrical equipment assemblies that are not manufacturer’s standard catalog products or do not conform to the industry and technical society standards are not acceptable.

B. Electrical Components, devices, and accessories: Listed and labeled as, by a qualified testing agency, and marked for intended location and application.

C. Transfer switches and Switchboards considered in this document shall comply with the following industry and US GOV standards (minimum):

1. UFC 3-501-01, Electrical Engineering

2. UFC 3-550-01, Exterior Electrical Power Distribution

3. UL 489, Molded-Case Circuit Breakers

4. UL 1008, Standard for Transfer switches

5. UL 50, Enclosures for Electrical Equipment

6. NEMA 250, Enclosures for Electrical Equipment (1000 Volts Maximum)

7. NEMA PB1, Transfer switches

8. NFPA 70, National Electrical Code® (NEC®)

9. IEC 61439, Low-voltage Switchgear and Controlgear Assemblies

2.4 DELIVERY, STORAGE, AND HANDLING

A. New production only (new-in-box) and delivered in the OEM factory packaging.

B. Equipment damaged in shipping is not acceptable; the Supplier and Carrier will process the Return Material Authorization and replace damaged material.

PART 3 – LABELING

3.1 WARNINGS & IDENTIFICATION

A. Nameplates: Include a weather resistant nameplate listing technical and safety data.

B. Multiple Power Source Warning: "DANGER - ELECTRICAL SHOCK HAZARD - EQUIPMENT HAS MULTIPLE POWER SOURCES." (where applicable per transfer switch and equipment schedules)

C. Workspace/Indoor Clearance Warning: "WARNING - AREA IN FRONT OF

ELECTRICAL EQUIPMENT MUST BE KEPT CLEAR FOR 48 INCHES (1220 MM)."

D. Flash Protection Field Marking: All transfer switches, shall be furnished with a black on yellow warning sign per ANSI Z535.4 and ISO 3864: The sign shall read: “DANGER!

ARC FLASH and SHOCK HAZARD. FOLLOW ALL REQUIREMENTS IN NFPA70E FOR SAFE WORK PRACTICES and PERSONAL PROTECTIVE EQUIPMENT.”

E. Mount prominently on the front of the equipment and readily visible.

F. If equipment has multiple removable covers, a sign shall be mounted on each cover.

Transfer Switch Typical Components

Sequence of Operations:

In the event the Source 1 power source fails, the non-automatic transfer switch will remain connected to the Source 1 power source. When Source 2 power source with sufficient voltage and frequency is available, the transfer switch can be transferred to Source 2 non-automatically (electrical operation preferred; manual operation acceptable). Conversely, if connected to Source 2 and Source 2 power source fails, the non-automatic transfer switch will remain connected to the Source 2 power source. When Source 1 power source with sufficient voltage and frequency is available, then the transfer switch can be transferred to Source 1 non-automatically (electrical operation preferred; manual operation acceptable).
