SPECIFICATIONS
Replace paragraph Section 00800, 1.25 Maintenance of Traffic from with the following:
1.25 MAINTENANCE OF TRAFFIC
A Traffic Control Plan has been prepared (see plan set) by the Government and approved by representatives of
TDOT. If any minor revisions to the plan prepared by the Government are desired, the Contractor shall prepare a modified Traffic Control Plan for approval by the Contracting Officer and representatives of TDOT before any traffic control operations are begun. Otherwise, the plan prepared by the Government shall be used. In any event, the final Traffic Control Plan shall be submitted to the Contracting Officer. At a minimum, the Contractor will have to tailor the Traffic Control Plan to phase with his construction schedule, including installation and removal of all traffic control devices especially in periods of no work and at the completion of this project. If the contractor does not work during the non-work period, then all traffic control devices shall be removed for this 6 month period. The Contractor shall work closely with TDOT personnel and the Contracting Officer to maintain the safety of the public. The Contractor shall take precaution during work, during non-work hours and holiday weekends to ensure there are no problems with the travel lane. If any problems do occur, the Contractor shall immediately call TDOT representative Almous Austin at 731 377-9546 and/or Todd Lowrance at 731- 695-3163 and the contracting officer. Also the contractor shall immediately take necessary steps to minimize any problems to protect the public if a condition arises until further direction is given.
The travel lanes of Great River Road and adjacent roads shall be kept open to traffic during the life of the contract. Only legal over the road trucks will be allowed to drive on the highway abiding by all weight restrictions for this highway. The Contractor will be allowed to use off road trucks and/or tractors and pans on this project. The off road trucks and/or tractors and pans will only be allowed to cross perpendicular to all highways and roads. The Contractor will be responsible for any damages to the road by his construction operations and will be required to repair any damages caused by his operations instantly whether over the road or off road equipment is used since live traffic will be on the highway at all times.
After submission and approval of the Traffic Control Plan, the Contractor shall erect and maintain such signs and barricades as required by the approved plan for protection of the traveling public. As the project progresses, the
Contactor shall amend the plan, if necessary, and maintain all temporary traffic control devices in good condition and modify the plan according to TDOT recommendations.
Delete Section 01 11 00.00 11, SUMMARY OF WORK and replace with the following:
PART 1 GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The work consists of furnishing all plant, labor, and materials for construction of earthen berms, excavation of the failed landside levee embankments, rebuilding and slope flattening of the landside levee embankments, and any incidental related work according to the specifications and plans. The project limits are as shown on the plans. The estimated value of the work is over $10,000,000.
1.1.2 Required Order of Work
The Contractor will be required to complete the following order of work for this project.
a. Excavation for the each of the seven excavation segments will be required and each segment backfilled with compacted earthen materials to the lines and grades as shown on the drawings before concentrating on the berm sections. The Contractor will be required to complete the excavation and backfill along one levee segment before beginning another segment for excavation. The Contractor can work on two segments simultaneously if there is available equipment and manpower as approved by the Contracting Officer. The Contractor shall work continuously on each segment once excavation has began until all backfill is completed to minimize the time the excavations are open. See restrictions in Section 31 23 00.00 12 and as stated herein on the plans and specifications. The Contractor will be simultaneously placing earthen materials from the levee excavations into the berm areas except those materials that qualify for levee embankment backfill. The Contractor will be required to backfill continuously behind the excavations with borrow from the riverside borrow pit except in the situation where there is a berm adjacent to the levee excavation. The contractor will be required to place the levee excavated materials to the elevation of the berm and final slope grade. See Drawing C-325. The contractor shall understand all backfill requirements, especially in areas where excavation is adjacent to berm construction and account for these conditions when laying out the work and include in the excavation and other plans required for this project. At the completion of the excavation and backfilling for all excavation segments and slope flattening areas, the contractor can complete the berms and other work by his order and as approved by the
Contracting Officer. The Contractor will be required to install the filter material and riprap in the riverside borrow pit swales and ditches as shown on Drawing C-327 at the time riverside borrow pit excavation is proceeding through these areas. If these areas of the existing ditches and swales are not needed for borrow for this project, then the filter material and riprap will be placed within the existing ditch/swales on the existing slopes as directed by the Contracting Officer.
1.1.3 Location
The work shall be located between baseline stations 19/50+00 to 14/50+00 as indicated on the drawings. The
Contracting Officer's Representative will be available to show the exact location of the work at the two organized site visits.

1.2 NOTES
NOTE 1: Bidders shall furnish unit prices for all items listed on the schedule of bid items, which require unit prices. If the bidder fails to insert a unit price in the appropriate blank for required items, but does furnish an extended total or an estimated amount for such items, the
Government will deem his unit price to be the quotient obtained by dividing the extended estimated amount for that line item by the quantity. IF THE
BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED ESTIMATED AMOUNT FOR ANY
ITEM, HIS BID WILL BE DECLARED NONRESPONSIVE.
In the event there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid. If the bidder shows only the total price but fails to enter a unit price, the total divided by the estimated quantity will be held to be the intended unit price.
Any bid price for items indicated above which are unbalanced as to price may be rejected as non-responsive. An unbalanced bid is one which is based on price significantly less than cost for some work and price which is significantly overstated for other work.
Award will be made as a whole to one bidder.
AC = Acre CF = Cubic Feet CY = Cubic Yard
DH = Miles EA = Each FC = 1000 Cubic Feet

NOTE 2: If a bid or modification to a bid based on unit prices is submitted and provides for a lump sum adjustment to the total estimated cost, the application of the lump sum adjustment to each unit price, including lump sum units, in bid schedule must be stated, or, if it is not stated, the
Document 00 41 00.00 11 Page 3 bidder agrees that the lump sum adjustment shall be applied on a pro rata basis to every unit price in the bid schedule.
NOTE 3: Bidders are cautioned to read Contract Clause entitled FAR 52.204-7, System for Award Management (MAY 2014) located in Section 00100.
