DRAFT – SUBJECT TO CHANGE

Task Order Scope of Work For Defense Logistics Agency (DLA)

Facility Repairs

1. References: This scope of work is to be issued as Task Order 0001 under the solicited Single Award Task Order Contract (SATOC) W912EP-15-R-0029. From henceforth in this scope of work, the U.S.

Army Corps of Engineers, Jacksonville District shall be referred to as “Government” and the Design- Build firm, as identified in W912EP-15-R-0029, shall be referred to as “Contractor.”

2. Objectives: This task order is issued to obtain design-build (design and construction) services to conduct structural, mechanical, and electrical repairs for five (5) existing DLA buildings: Buildings 171, 175, and 176 at Naval Air Station (NAS) Jacksonville and Buildings 191 and 2023 at Naval Station (NS) Mayport. All work shall be performed as a task order to and in accordance with the terms and conditions of the SATOC base contract. The award for design and construction services under this scope of work will be limited to the services identified in the specific contract line item as awarded in the task order and any subsequent modifications. In the event a conflict exists between this task order and any other term or provision of the base SATOC, this task order will prevail.

3. Project Description: Furnish all engineering design and analysis, labor, material, equipment, incidentals, supervision and transportation for work required for the following:

3.1. CLIN 0001 – Design: Work shall consist of the design efforts for all repairs and other work for buildings 171, 175, 176, 191, and 2023.

3.2. CLIN 0002 – Building 171 Asbestos Abatement (NAS Jacksonville): Work shall consist of removal of paint, repair, and painting of all exterior walls. The exterior stucco material of this building has been categorized as containing Category II non-friable asbestos-containing material. It shall be removed prior to any disturbance. Reference Appendix E for report. This building is also noted as a historic building.

3.3. CLIN 0003 – Building 171 Preparation and Painting (NAS Jacksonville): Work shall consist of painting of interior walls in breakroom, vending area, and both restrooms; repair and paint bollards and ramp/dock edges; preparation and painting of eleven exterior personnel doors;

and replacement of two electrical panel boards.

3.4. CLIN 0004 – Building 171 HVLS Fan Installation (NAS Jacksonville): Work shall consist of installation of two High Volume Low Speed (HVLS) fans.

3.5. CLIN 0005 – Building 171 Miscellaneous Repairs (NAS Jacksonville): Work shall consist of modification of fusible link to meet current code for 8 interior overhead doors; exterior slab crack and spalling repair; replacement of exterior expansion joint sealant; replacement of stairs and handrail; and repair of two expansion joints (angle iron) to provide flush transition.

3.6. CLIN 0006 – Building 175 Asbestos Abatement (NAS Jacksonville): Work shall consist of repair of loading dock concrete spalling and replacement of exterior expansion joint sealant. The exterior expansion joint material and concrete dock area of this building has been categorized as containing Category II non-friable asbestos-containing material. It shall be removed prior to any disturbance. Reference Appendix E for report.

3.7. CLIN 0007 – Building 175 Preparation and Painting (NAS Jacksonville): Work shall consist of preparation and painting of five exterior personnel doors and frames; preparation and painting of handrail; and replacement of three windows, frames, and attachments.

3.8. CLIN 0008 – Building 175 HVLS Fan Installation (NAS Jacksonville): Work shall consist of installation of four HVLS fans.

3.9. CLIN 0009 – Building 175 Miscellaneous Repairs (NAS Jacksonville): Work shall consist of replacement of six dock levelers and bumpers; and replacement of five pairs of bumper guards.

3.10. CLIN 0010 – Building 176 Preparation and Painting (NAS Jacksonville): Work shall consist of replacement of louvered door pair.

3.11. CLIN 0011 – Building 176 HVLS Fan Installation (NAS Jacksonville): Work shall consist of installation of two HVLS fans.

3.12. CLIN 0012 – Building 176 Miscellaneous Repairs (NAS Jacksonville): Work shall consist of replacement of handrail, repair and painting of concrete stairs, and repair of concrete retaining wall spalling.

3.13. CLIN 0013 – Building 191 Repairs (NS Mayport): Work shall consist of replacement of three electrical panelboards.

3.14. CLIN 0014 – Building 2023 Preparation and Painting (NS Mayport): Work shall consist of preparation and painting of a personnel door and frame.

3.15. CLIN 0015 – Building 2023 Overhead Door Replacement (NS Mayport): Work shall consist of replacement of two exterior overhead doors including motors, frames, and tracks.

3.16. CLIN 0016 – Building 2023 Trench Drain (NS Mayport): Work shall consist of installation of trench drains for drainage in front of new overhead doors.

4. Performance Period: Contractor shall proceed with all efficiency upon receipt of the Design Notice to Proceed (NTP) and complete the requirements of this task order within the performance period.

Task Order award shall constitute the Design Notice to Proceed (NTP). Contracting Officer shall issue notice to commence construction upon Government approval of the design for conformance with contract requirements and acceptance of all necessary pre-construction submittals including payment and performance bonds:

a) Post award site visit shall be scheduled within 7 calendar days of issuance of Design NTP.

b) Payment and performance bonds within 10 days of task order award.

c) Deliverables as outlined in Submittals.

d) Total performance period 340 calendar days (consisting of 120 calendar days from Task Order Award (Design NTP) to Construction NTP, and 220 calendar days from Construction NTP until completion).

5. Contractor Requirements:

The Contractor shall keep the adjacent traffic ways clear of debris. A lay down area shall be identified by the USACE Contracting Officer’s Representative (COR). A dig permit will be required from the NAS Jacksonville Public Works Department if holes or trenches are to be excavated. The Contractor shall obtain this permit and coordinate all permitting activities with the USACE COR.

7. Applicable Division 01 Sections and Paragraphs for this Task Order: Sections not listed below are not a requirement of this task order.

Section 01 08 00 DESCRIPTION/SPECS/WORK STATEMENT

This SOW requires a Historic Architect. The Historic Architect shall have a professional degree in architecture or a State license to practice architecture, plus one of the following 1) a minimum of one year of graduate study in architectural preservation, American architectural history, preservation planning, or closely related field; or 2) a minimum of one year of full-time professional experience on historic preservation projects. Such graduate study or experience shall include detailed investigations of historic structures, preparation of historic structures research reports, and preparation of plans and specifications for preservation projects. The historic architect shall also meet the Secretary of the Interior Standards for Historic Architecture. The Contractor will coordinate and provide design submittals to the Florida State Historic Preservation Office. All work performed will be consistent with the USACE consultation with the Florida State Historic Preservation Officer (SHPO). The contractor will meet all conditions and requirements specified by the SHPO in the letter dated 29 September 2015, DHR Project File No.: 2015-4651 (Appendix F).

Section 01 30 00 ADMINISTRATIVE PROCEDURES

The Contractor shall develop a design and construction schedule. The project schedule shall include all significant events: design submittals, initial design conference, pre-construction conference, permit applications submittal and estimated receipt, demolition and construction activities and all close-out requirements.

Section 01 33 00 SUBMITTAL PROCEDURES

The Contractor shall prepare written minutes of all design review meetings, preconstruction meetings, site visits, etc. and provide them to the Government within two (2) working days. In each submission, the Contractor shall incorporate all material specified and all revisions according to comments made by the Government. In addition to submittal procedures required by the base contract, the ProjNet DrChecks on-line database system shall be utilized for each fourteen day Government review to enter and track all comments, designer responses, and final closeout of each review phase.

In addition to submittal procedures required by the base contract, the Contractor shall provide all submittal documents electronically as Adobe Acrobat (*.pdf), or similar alternate format if approved by the Contracting Officer, on Compact Disk digital storage media.

Additionally, submittals shall be clearly titled, combined into one zip file and uploaded to the following AMRDEC site: https://safe.amrdec.army.mil/safe/ with a corresponding email identifying the file name and time/date of upload. The Contractor shall provide a written submittal letter to the Contracting Officer listing the documents submitted with each review.

Contractor shall develop a design to accomplish work as outlined in the Description of

Work. Design submittals shall be delivered for Government review in accordance with Division 01 Specification Section 01 33 16 DESIGN AFTER AWARD, and Tables 1-1 and 1-2.

Submittal Distribution: By the No Later Than duration date shown in Table 1-1, provide the number of copies of submittal items to each point of contact indicated in Table 1-2.

Except for final certified drawings, which shall clearly state in bold lettering “FINAL CONSTRUCTION DOCUMENTS”, all drawings and specifications submitted shall clearly state in bold lettering “NOT FOR CONSTRUCTION”

DD Form 1354 Transfer of Real Property is NOT Required.

Section 01 33 16 Design After Award

Design must consider applicability of current editions of International Building Code (IBC) and National Fire Protection Associations (NFPA) 70 National Electric Code (NEC). In all circumstances, the most stringent requirement of applicable design code shall apply.

The design shall be performed by a registered professional engineer. All completed design documents shall be signed, dated, and sealed by the Designer of Record.

For DoD facilities including Navy, Army, Air Force, Marine Corps and DoD Agencies, UFC 1-200-01 sets the current International Building Code, as modified by Chapters 2 and 3 of the UFC 1-200-01, as the building code for the Department of Defense. Where UFC 1-200-01, Chapter 2, Section 2-13 lists UFC 3-400-01 to replace IBC Chapter 13 for Energy Efficiency, the Contractor shall instead utilize UFC 1-200-02 High Performance and Sustainable Building Requirements to replace IBC Chapter 13 for Energy Efficiency. For Existing Buildings, utilize IBC Chapter 34 and the International Existing Building Code, except as modified in UFC 1-200-01, Section 2-34.

Design and Construction shall conform, as a minimum, to the following criteria and standards:

Contractor shall comply with all Regulations of the Commander, Naval Air Station Jacksonville and the Commander, Naval Station Mayport. Prior to any site visit, the Contractor shall provide a completed SECNAV5512/1 Access Request Form, provided in Appendix D.

1.3 Encounters with Contamination

Buildings 171 and 175 at NAS Jacksonville have Category II non-friable asbestos-containing material (ACM) that were identified within the exterior stucco walls and expansion joints, respectively.

1.4 Construction Schedule Restraints

Coordination, notifications, reports, and information contacts shall be made to the USACE Contracting Officer’s Representative for further coordination. The Contractor shall not contact DLA disposition representatives directly, except as coordinated in advance with the USACE Contracting Officer’s Representative.

Appendix E to this task order statement of work includes a report on the targeted inspection and sampling of suspect asbestos-containing materials identifying the locations and descriptions of the ACM at Buildings 171 and 175.

Large articles shall be removed from the worksite as they are disconnected or demolished. Rubbish and debris shall be removed from the site on a daily basis or retained in containers.

Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS

FAR 52.236–13 Accident Prevention: (c) If this contract is for construction or dismantling, demolition or removal of improvements with any Department of Defense agency or component, the Contractor shall comply with all pertinent provisions of the latest version of U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385–1–1, in effect on the date of the solicitation.

Section 01 45 04 CONTRACTOR QUALITY CONTROL (CQC)

Quality Control System (QCS) required

CQC Manager: Minimum five (5) years quality control related work with at least three

(3) years experience on similar type projects. Superintendent may not perform duties of CQC Manager. SSHO may not perform duties of CQC Manager.

Superintendent: Minimum 10 years construction related work with at least 5 years experience supervising similar type projects. Superintendent may perform duties of

SSHO.

Section 01 50 02 TEMPORARY CONSTRUCTION FACILITIES

Project Sign is not required.

Section 01 57 20 ENVIRONMENTAL PROTECTION

The Contractor shall provide all submittals, notifications, coordination, and reports to the USACE Contracting Officer’s Representative for further coordination. The Contractor shall not contact DLA organization personnel directly except as coordinated in advance with the USACE Contracting Officer’s Representative. Many of these resources require close coordination and submittal of materials to the Florida SHPO.

These submittals are required to ensure protection of significant cultural resources.

9. Interface with Government Personnel: Points of contact (POC) are provided for the purposes of gathering technical information necessary to fulfill contractual requirements for design and construction. Only the Contracting Officer’s Representative (COR) is authorized to make interpretations of technical requirements. Access to and from the site will be coordinated with the USACE Construction POC.

10. Liquidated Damages: If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $183 for each calendar day of delay until the work is completed or accepted. Refer to FAR 52.211-12.

11. Site Visit/Meeting: Prior to the submission of any offers, the contractor may conduct a site visit to become familiar with the project requirements. See Clause 52.236-27 SITE VISIT (CONSTRUCTION) in Section 00100.

12. Warranty: Construction Warranty - The Contractor shall provide a minimum of one (1) year construction warranty on all materials and workmanship from the date of the Government's acceptance of the work in addition to the manufacturer's standard warranties.

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of "identifiers" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than "SU" or "UAVG" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the "SU" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to reflect a weighted average of the current negotiated/CBA rate of the union locals from which the rate is based.

WAGE DETERMINATION APPEALS PROCESS

1.) Has there been an initial decision in the matter? This can be:

* an existing published wage determination

* a survey underlying a wage determination

* a Wage and Hour Division letter setting forth a position on a wage determination matter

* a conformance (additional classification and rate) ruling

On survey related matters, initial contact, including requests for summaries of surveys, should be with the Wage and Hour Regional Office for the area in which the survey was conducted because those Regional Offices have responsibility for the Davis-Bacon survey program. If the response from this initial contact is not satisfactory, then the process described in 2.)

and 3.) should be followed.

AMEC Environment & Infrastructure, Inc. (AMEC) is pleased to submit this report of targeted survey findings relative to suspect asbestos-containing materials, as well as, visual observations of other hazardous/regulated building materials potentially impacted by the planned Sustainment, Restoration, and Modernization (SRM) Repair Design Project at DLA Distribution Jacksonville (DDJF). This report presents relevant background information, details the scope of the targeted inspection and sampling of suspect asbestos-containing materials, as well as, targeted visual observations for hazardous/regulated building materials, and presents related findings.

1.0 BACKGROUND

AMEC was tasked by the US Corps of Engineers-Charleston District (USACE) to perform targeted inspection and sampling of suspect Asbestos-Containing Materials (ACM) necessary to identify ACM potentially impacted by the planned SRM Repair Project at DLA Distribution Jacksonville. Further, AMEC was tasked to visually identify other hazardous/regulated building materials potentially impacted by the planned SRM Repair Project at DLA Distribution Jacksonville. The intent of AMEC’s identification of ACM and other hazardous/regulated building materials potentially impacted by the planned SRM Repair Project is to support the contractor’s compliance with applicable Federal, State and local regulations, as well as, Naval Air Station Jacksonville requirements and DLA policy during the project.

2.0 TARGETED ASBESTOS SAMPLING

AMEC performed targeted inspection and sampling of suspect asbestos-containing materials potentially impacted by the planned SRM Repair Project within DDJF-occupied buildings at Naval Air Station Jacksonville. The field efforts were performed by AMEC’s Asbestos Inspector Mr. Josh Januzelli under the direction of Mr. Russell E. Stauffer, a Florida Licensed Asbestos Consultant (LAC). Mr. Januzelli is a U.S. Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) accredited Building Inspector. Field efforts were performed from 04 June through 05 June 2014 and 21 October 2014. Samples of suspect ACM collected during the targeted asbestos survey were analyzed in AMEC’s Polarized Light Microscopy (PLM) laboratory in Atlanta, Georgia. AMEC’s PLM laboratory in Atlanta, Georgia is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) to perform PLM analyses. Copies of applicable Asbestos Inspector and Laboratory accreditations are included in Attachment A of this report.

AMEC performed a targeted inspection and sampling of suspect asbestos-containing materials (building materials, surfaces, components, etc.) likely to be impacted by the planned SRM Repair Project. The targeted inspection and sampling of suspect asbestos-containing materials was limited to suspect ACM in the immediate vicinity of the planned SRM Repair Project, which were anticipated to be impacted by the work. The scope of AMEC’s targeted inspection and sampling does not fulfil the “thorough inspection” requirement for areas, surfaces, and components beyond the scope of the SRM Repair Project. Additonal asbestos evaluations will be necessary in areas not included in the scope of this survey prior to building demolition.

The targeted inspection and sampling of suspect asbestos-containing materials meets the asbestos sampling and reporting requirements of the United States Occupational Safety and Health Administration (OSHA) Asbestos Construction Standard 29 CFR 1926.1101, as well as, corresponding requirements in the Environmental Protection Agency’s (EPA) Asbestos National Emissions Standard for Hazardous Air Pollutants (NESHAP) Regulations (40 CFR Part 61, Subpart M) related to the disturbance of suspect ACM during the planned SRM Repair Project. Though AMEC endeavored to identify all ACM impacted by the planned SRM Repair Project, AMEC did not use destructive access, or dissemble equipment or system components in an attempt to locate concealed suspect asbestos-containing materials.

AMEC’s Asbestos Building Inspector performed a walk-through of accessible areas to locate and inventory materials suspected to contain asbestos (suspect materials) that were anticipated to be impacted by the planned SRM Repair Project. OSHA and NESHAP regulations allow accredited Asbestos Building Inspectors the discretion to visually determine that certain materials (e.g., fiberglass, rubber, metal, silicone, etc.) are not suspected to contain asbestos.

As such, AMEC did not inventory, sample, or otherwise assess materials determined to be non-suspect by our Asbestos Building Inspector. Non-suspect ACM observed within the project areas include, but are not limited to, masonry block/bricks, mortar, metal, fiberglass insulations, as well as silicone and rubber caulks and sealants. OSHA and NESHAP regulations also allow the presumption / assumption that suspect materials known to historically contain asbestos (e.g., 9 inch x 9 inch floor tiles and adhesive, ‘air-cell’ type pipe insulations, materials labeled as asbestos-containing, etc.) are ACM rather than incurring the expense of sample analysis to confirm asbestos content.

AMEC performed sampling and analyses of suspect asbestos-containing material consistent with regulatory sampling protocol requirements necessary to confirm or rebut the presumption of ACM. The sampling was performed in accordance with the sampling requirements of the AHERA regulation [40 CFR 763.86] for each homogeneous material.

A total of 84 bulk samples of suspect ACM were collected for analyses.

The bulk samples were delivered to AMEC’s NVLAP accredited laboratory in Atlanta, Georgia for analysis by Polarized Light Microscopy (PLM) coupled with dispersion staining (EPA Method 600/R-93/116). A summary of the suspect ACM impacted by the planned SRM Repair Project at DLA Distribution Jacksonville is provided in Attachment B1 of this report. Photographs of Identified ACM are provided in Attachment B2 of this report. The laboratory results of the PLM analyses of suspect ACM are provided in Attachment C of this report. ACM located during the survey are summarized in Table 1.0 – Summary of Located ACM below.

3.0 ASBESTOS-RELATED FINDINGS

The targeted inspection and sampling of suspect asbestos-containing materials identified applications of ACM in three buildings that is potentially impacted by the planned SRM repairs at DDJF. In the absence of removing the identified ACM in accordance with OSHA, NESHAPs, and State of Florida requirements prior to impact and/or disturbance by work associated with the SRM Repair Project, the planned SRM repairs at DDJF should either be modified to prevent disturbance of the identified ACM, or modified to include special asbestos-related considerations. If the ACM is removed, ACM removal should be performed under controlled conditions by a qualified asbestos abatement contractor licensed by the Florida Department of Business & Professional Regulation (DBPR). If the planned SRM repairs are modified to include special asbestos-related considerations, the asbestos abatement related work should be performed under controlled conditions by a qualified asbestos abatement contractor licensed by the DBPR.

The following identified applications of ACM that is potentially impacted by the planned SRM repairs at DDJF were located during the targeted inspection and sampling of suspect asbestos-containing materials:

3.1 Stucco – White – Exterior – Wall:

The asbestos-containing stucco assembly associated with the facility DDJF-00171 was observed to be damaged. Although damaged, the stucco material was assessed to be non-friable at the time of the assessment. As such the asbestos-containing stucco is currently categorized as a Category II non-friable asbestos-containing material by EPA NESHAP.

The assessment of the asbestos-containing stucco attributed the primary cause of damage to be weathering and/or water intrusion causing deterioration to the stucco system. Due to the exposed nature of the stucco, the elements which created the current damage and deterioration will result in continued failure if the stucco is not either properly repaired, or fully removed and replaced.

AMEC provides the following alternative response actions for the asbestos-containing stucco:

1. Remove and Repair Damaged Stucco: Remove damaged and deteriorated stucco on the façade of the facility to the extent where the remaining portion of the asbestos-containing stucco is fully intact and undamaged. Following removal the damaged and deteriorated portions of the asbestos-containing stucco, a replacement non asbestos-containing stucco suitable to repair the remaining historic fabric should be installed to replace the damaged and deteriorated portions of the asbestos-

USACE W912HP-11-D-0006 Task Order 0001 Revision 0 containing abestos containing stucco that were removed. The remaining asbestos-containing stucco should be placed under an Asbestos Operations and Maintenance Program to effectively manage the ACM in an un-damaged condition until the stucco is removed from the facility.

2. Remove and Replace Stucco Throughout Building: Remove the asbestos-containing stucco from the facility in its entirety and replace with a non asbestos-containing stucco suitable to replace the historic fabric.

Disturbance of asbestos-containing stucco during removal and repair will render the material friable. As such, the asbestos-containing stucco would be categorized and should be treated as RACM. The removal of the stucco should be performed to comply with requirements set forth in OSHA Asbestos Construction Standard related to Class I asbestos work (29 CFR 1926.1101(g)(4)).

Approximately 2,800 square feet of this material will require removal prior to the planned repair/replacement activities of the SRM repairs Remove Loose and Damaged Stucco/Repaint and Patch Stucco (AR10) located at Building DDJF-00171. It is estimated that approximately 30,000 square feet of asbestos-containing stucco is present on the exterior of the facility that in accordance with current Federal regulation will require removal prior to the demolition of the facility.

3.2 Expansion Joint Insulation – Black – Exterior – Floor/Wall:

This material is currently categorized as a Category II non-friable asbestos-containing material by EPA NESHAP. This material should be removed prior to disturbance. If this material is made friable during the planned repair/replacement process, the material should be considered and treated as Regulated Asbestos- Containing Material (RACM). Approximately 200 linear feet of this material will require removal prior to the planned repair/replacement activities of SRM repair Rout and Seal Cracks (ST1) & an additional 60 linear feet with SRM repair Repair Slab and Replace Sealant at Expansion Joints (ST2) located at Building DDJF-00175.

The removal should be performed to comply with requirements set forth in 29 CFR 1926.1101(g)(7) related to Class II asbestos work.

3.3 Window Caulk – Grey – Exterior:

The material is currently categorized as a Category II non-friable asbestos-containing material by EPA NESHAP. This material should be removed prior to disturbance. If this material is made friable during the removal/repair process, the material should be considered and treated as Regulated Asbestos-Containing Materials (RACM). Based on the current scope of work this material is not anticipated to be impacted by the work of the SRM Repair Project but is listed in this report to document its presence. The contractor should exercise care not to disturb these materials.

Approximately 750 linear feet of this material was observed on the east and west exterior elevations of the north bay on Building DDJF-00109. All asbestos-containing window caulk that is present on the exterior of the facility will, in accordance with current Federal regulation, require removal prior to the demolition of the facility.

3.4 Stucco – White – Exterior – Wall:

The asbestos-containing stucco assembly associated with the Building DDJF-00109 was observed to be damaged. Although damaged, the stucco material was assessed to be non-friable at the time of the assessment. As such the asbestos-containing stucco is currently categorized as a Category II non-friable asbestos-containing material by EPA NESHAP. Disturbance of asbestos-containing stucco during removal

As such, the asbestos-containing stucco would be categorized and should be treated as RACM. Based on the current scope of work this material is not anticipated to be impacted by the work of the SRM Repair Project but is listed in this report to document its presence.

Approximately 1,500 linear feet of this material was observed to be damaged on the exterior elevations of the north bay on Building DDJF-00109. It is estimated that approximately 7,400 square feet of asbestos-containing stucco is present on the exterior of the north bay of the facility and that in accordance with current Federal regulation will require removal prior to the demolition of the facility.

No asbestos was detected in the samples of the remaining suspect asbestos-containing materials anticipated to be impacted by the planned repair/replacement activities.

Although AMEC’s targeted asbestos sampling efforts attempted to locate ACM present within the areas impacted by the planned SRM Repair Project, it is possible that concealed suspect ACM may be present. The OSHA Construction Standard and the EPA-NESHAP require contractors have a “competent person” on site to identify and properly address unreported suspect asbestos that is discovered during renovation activities such as those anticipated during the SRM Repair Project.

This report is not intended to replace a design for asbestos abatement or to be used as a sole source for obtaining bids for asbestos abatement. All quantities reported are Rough Order of Magnitude (ROM) estimates performed by AMEC;

it is the contractor’s responsibility to confirm the actual quantities of materials requiring removal to facilitate the performance of the SRM…
