SCOPE OF WORK

Scope of Work

Requirements Description:

The exhibit display recreation is envisioned as a floor-mounted, interactive, single 70 inch, ultra-high definition touchscreen map depicting the Des Moines River watershed. It would include all features of the current display with additional functionality for a richer interactive experience for the visitor. Water-related themes will be interpreted around the map, so that visitors would experience interpretation of water issues while referring to a representation of the real-world space in which those issues are taking place. The geographic scope of the map will include the area from the 6th Avenue Bridge on the south to Fraser on the north. The exhibit shall not be dependent on the use of personnel for their effectiveness. Rather, they should use a self-explanatory, visitor-actuated means of presentation. Exhibit shall be constructed based on current electrical, structural, and mechanical parameters of the facility and shall feature ease of maintenance with necessary repairs accomplished by field personnel or expertise that is locally available. The design shall avoid use of one-of-a-kind audio-visual components and shall instead specify off-the-shelf equipment. All exhibit components shall have easy access for the maintenance of light bulbs, wiring, and exhibit updating.

The contractor shall furnish all necessary personnel, materials, equipment and related services necessary to provide planning, design, production, testing, installation, and personnel training for the interactive display. The contractor shall be able to provide future technical support and service to the display if needed within 24 hours. The final display design shall be presented to the USACE POC for approval. It is assumed that display design will include retention, modification and/or elimination of the existing display. All work to be performed under this contract shall be in accordance with industry standards unless otherwise specified.

Site Visit:

Site visits shall be coordinated through Emma Nelson via phone call at (515) 276-4656 X 6517 or via email at Emma.M.Nelson@usace.army.mil.

Pre-Work Conference:

The successful offeror shall make arrangements with the USACE POC for an on-site pre-work conference. This conference shall require the Contractor to meet with project participants to review the project requirements, observe site conditions, and determine objectives. The meeting will assure both the USACE POC and Contractor have a mutual understanding of the work to be performed.

Work Plan/Schedule:

At the pre-work conference, the contractor shall present to the USACE POC a work plan with quality control measures demonstrating how the Contractor will meet the terms of the contract.

This plan shall also include a work schedule identifying completion dates for each phase of the plan. All work shall be completed within 120 days of contract award date.

Off-site fabrication is encouraged. For on-site fabrication and installation, work should be done between the hours of 8:00am- 4:00pm. Other arrangements may be approved by the USACE POC. While on-site, workers shall be accompanied by a park ranger for security purposes.

Instruction & Training:

The contractor shall provide written instructions for procedures and routines to be followed for display maintenance and/or periodic repair. The contractor shall train government personnel and visitor center staff in the proper maintenance and operation of display elements installed under this contract. This training will take place on site at the Saylorville Lake Visitor Center after final inspection and approval of the display.

Display Text:

The contractor is responsible for writing and/or editing of all text and/or scripts for all audio-visual programs. The Contractor will be responsible for ensuring correct spelling and grammar of all text/scripts. Grammatical errors shall be corrected at the Contractor's expense. Audio-visual scripts should include notations for the visuals, music, sound effects, lighting, recordings, slides, and videos that accompany the programs.

Consideration for Visitors with Disabilities:

The display shall be universally accessible to persons with disabilities, i.e. audio and video productions shall be captioned and it shall be physically accessible. The display shall comply with Americans with Disabilities Act requirements.

Contractor’s Standard Warranties:

The display and all its elements must be fully warranted after installation for a minimum of one year whereby the contractor agrees to immediately correct any defective item or malfunction (except normal maintenance items such as light bulbs) without cost to the government. Standard industry warranties shall apply to all electronic components.

Sustainability:

The contractor shall only provide products that earn the ENERGY STAR label and meet ENERGY STAR specifications for energy efficiency. The contractor is encouraged to visit http://www.energystar.gov for complete product specification and updated lists of qualifying products.

The display shall have a “sleep mode” in which it powers on when a visitor approaches the display area. This will allow for more energy efficiency and prolong the life of the display.

Safety:

The display and all its elements must strive to eliminate potential injury hazards, such as sharp corners, exposed wires, etc. All work shall be performed in accordance with safety and health requirements set forth in the Corps of Engineers Safety and Health Requirements manual, EM 385-1-1, 2014 version. The manual can be found at https://www.publications.usace.army.mil/USACE-Publications/Engineer-Manuals/. Any equipment or materials found not in conformity with the safety manual shall be immediately removed from government property at contractor expense.

Quality Control/Quality Assurance:

Quality Control (Contractor’s Responsibility). The Contractor shall develop a Quality Control Plan designed to demonstrate how the Contractor will meet the needs of the Project. The Quality Control Plan shall document how the Contractor will identify and correct performance shortfalls.

Complete records of all inspection work performed by the Contractor must be maintained and made available to the Government during contract performance. The Quality Control Plan will be included in the Work Plan presented to the USACE POC at the pre-work conference.

Quality Assurance Surveileance Plan (QASP) (Government’s Responsibility). A Quality Assurance Plan will be used during the life of the contract to ensure that the Contractor is providing the product required by this contract in an acceptable manner. The Government develops the QASP, and the USACE POC administers the plan.

Inspections. The Government reserves the right to inspect and test all items called for by the contract, to the extent practicable at all times and places during the term of the contract. The Government will perform inspections and tests in a manner that will not unduly delay the work.
