SOLICITATION INFORMATION
All offerors must carefully review the delivery requirement in the request for quote or solicitation. When submitting an offer, please ensure that you can meet the delivery schedule.
On time delivery is very critical. Therefore, offerors must adhere to the delivery requirements indicated in any resultant award. Failure to comply with the contractual delivery schedule, may result in termination of the order or require consideration if the government elects to extend delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., should be considered at the time you are submitting your offer/bid.
They are not acceptable excuses for failing to meet the delivery after award.
Ensuring that you can provide quality products that conform to the contract is just as important as meeting the required delivery schedule. Delivery of non-conforming products results in delivery delays and increased costs to the Government.
Please note that if you receive this award, your performance under this contract (including timeliness of deliveries and the quality of supplies/services delivered) will be monitored and recorded by this contracting office. This information may be used to determine a record of past performance for future contract awards. Contractors/offerors that are concerned about their record of past performance may contact this office if they wish to view and discuss their records.
REQUIRED SAM REGISTRATION: Prior to submitting an offer, vendors must be actively registered in the System for Award Management (SAM) website. Registration instructions may be obtained, and online registration may be accomplished, at www.sam.gov.
SCHEDULE OF PRICES (CLINS): Offeror’s must quote on all items and entire quantities contained in the base period and all options to be considered for award. Offers received not complying with this requirement will be considered non-responsive and will be rejected.
DOCUMENTS TO RETURN: In order to be considered responsive, offerors shall complete and return all of the following to the Contract Specialist, Carissa McKinley at carissa.j.mckinley@usace.army.mil:
・ Solicitation Cover Sheet, including taxpayer ID number, CAGE code, point of contact, phone number and email address.
・ First page of solicitation, including offeror’s complete mailing address, telephone number, offeror’s name, title, and signature.
・ Schedule of Prices (CLINs)
・ Technical Specifications (see 52.212-2 Evaluation – Commercial items)
Offerors must complete all fill-ins and assure all return pages are received by the due date and time shown on page one of the solicitation.
Offers may be mailed at the address indicated below. Please mark the envelope with the Solicitation Number (W912EK17R0032) and Project Title.

An imposition of a civil penalty does not prevent the Government from seeking any other remedy that may be applicable.
(2) Contractors may rely without liability on the representation made by their subcontractors in the certification and disclosure form.
(f) Cost allowability. Nothing in this clause makes allowable or reasonable any costs which would otherwise be unallowable or unreasonable. Conversely, costs made specifically unallowable by the requirements in this clause will not be made allowable under any other provision.
