C.3.1.5 New Firebreak Creation involves clearing a 20’ wide path of all woody and herbaceous vegetation. Trees greater than 4” DBH and less than 18” DBH shall be sheared or cut down and removed to the designated tree pile locations. All trees less than 4” DBH and shrubs may be removed by a forestry mulcher or rotary mower with chips/shreds left where they were mulched/mowed. Chips and shreds shall not exceed 6” or longer. It is permissible to cut with chainsaw all woody plants and remove to the designated tree pile locations. The cut shall be horizontal and not angled.
A tree shear, brush mower, forestry mulcher or chainsaw may be used.
All stumps larger than 1” at the base shall be no higher than 3” from the ground and shall be treated within 1 hour of cutting/girdling, except oak trees according to pesticide label within 1 hour. The Contractor may select the chemical formulation to be used in order to obtain complete control of target vegetation. Proposed formulations must conform to pesticide label and submitted to the COR for approval prior to application.
Products must also be on the Rock Island District’s list of Pre-Approved Pesticides.
The firebreak path must be able to be mowed by a tractor with a rotary brush mower (only small debris remaining with maneuverable corners). The outside of the new firebreak will be flagged with red flagging.
C.3.1.6 Pruning Operations requires the Contractor to provide pruning services throughout the year as specified by task order. This service is to occur along, firebreaks/field edges, remote roads, and field entrances, in natural resource managed areas.
Fire Breaks, field edges, remote roads, and field entrances shall have all branches removed at branch ridge or branch fork (except main stem) whose tips hang lower than 12’ above the ground and extend within the maintained feature. Large savanna structured oak trees with low limbs will be excluded from pruning work.
These trees will be marked with blue paint or orange flagging.
Each task order will require the Contractor to clean the grounds and dispose of all tree debris outside of the maintained area and placed on USACE managed lands.
The contractor shall use proper pruning methods. The Contractor shall cut outside of the branch collar ridge.
Pruning operations will be performed in accordance with US Forest Brochure, How to Prune Trees, available at http://na.fs.fed.us/spfo/pubs/howtos/ht_prune/htprune-rev-2012-screen.pdf Pruning operations must comply with Corps of Engineers Safety and Health Requirements Manual EM 385-1-1Sec 31, revised 30 November 2014, or current copy.
Pruning cuts must be made with clean, sharp, non-powered hand tools, or small chain saw, to minimize damage to the trees. Pruning shall be done to prevent dieback from occurring. Remove all dead, diseased, injured or weak branches.
Restitution for damages will be withheld for any trees that are irreversibly damaged due to improper pruning.
Damages will be assessed in accordance with the Ornamental Tree and Shrub Evaluation Method.
No pruning of oak trees will be permitted from April 1 to October 31 unless specifically ordered.
C.3.1.7 Spot Spraying of Herbaceous Material involves spraying unwanted herbaceous plants (e.g. reed canary grass, Serecia lespedeza, thistles). Task orders will indicate target species. Do not overspray surrounding vegetation. Do not spray any oak regrowth. Make special note to avoid spray drift on native prairie grasses and forbs. Spraying shall only be conducted by certified pesticide applicators that are proficient in identifying target species and will not inadvertently harm native, rare, or otherwise conservative plant species. The Contractor should also employ sufficient methods that ensure target plant species are eradicated per the acceptable percentage (95%) set forth within the Quality Assurance Surveillance Plan.
The Contractor may select the chemical formulation to be used in order to obtain complete control of target vegetation. Proposed formulations must conform to pesticide label and submitted to the COR for approval.
Products must also be on the Rock Island District’s list of Pre-Approved Pesticides.

C.3.1.13 Field Cultipacking involves the contractor operating a cultipacker to further refine the soil for seed bed preparation. The contractor shall have or be able to obtain adequately sized equipment for the task. The cultipacker should break up any remaining clods and provide a smooth soil structure for the seed bed.
C.3.1.14 Broadcast Seeding involves the contractor seeding food plots or prairie reconstruction sites. The designated work area may contain native shrubs or trees that will remain in the field. The reserved trees and/or shrubs will be marked with blue paint or orange flagging.
The Contractor will be responsible for seeding at the proper rates with seed mixes provide by the
U.S. Army Corps of Engineers (USACE). The contractor shall ensure good seed-to-soil contact. The equipment used shall be tested prior to seeding the site to insure an accurate seeding rate. The equipment shall also be calibrated to seed the site in two (2) passes to insure even seed dispersal and distribution. The contractor shall incorporate the seed into the soil by using a drag or rake until seed disappears. There should be no more than 20% seed on surface. The contractor will then follow up with a culitpacker or lawn roller.
C.3.1.15 Cool Season Grass and Legume Seeding with Drill involves the contractor seeding food plots and other field sites with cool season grasses and legumes. The contractor will be responsible for seeding at the proper rates with seed mixes provide by the USACE.
The Contractor shall ensure good seed-to-soil contact and seed is planted at a proper depth. The equipment used shall be tested prior to seeding the site to insure an accurate seeding rate. The equipment shall also be calibrated to seed the site in two
(2) passes to insure even seed dispersal and distribution. The contractor shall place seed the appropriately sized and calibrated seed box to insure proper seed flow and distribution on the site.
C.3.1.16 Native Grass Drill Seeding involves the contractor seeding prairie reconstruction sites with native forbs and grasses. The designated work area may contain reserved native shrubs or trees that will remain on the reconstructed site. The reserved trees and/or shrubs will be marked with blue paint or orange flagging. The contractor will be responsible for seeding at the proper rates with seed mixes provide by the USACE. The Contractor shall ensure good seed-to-soil contact and seed is planted at a proper depth. The equipment used shall be tested prior to seeding the site to insure an accurate seeding rate. The equipment shall also be calibrated to seed the site in two (2) passes to insure even seed dispersal and distribution. The contractor shall place each seed species in the appropriately sized and calibrated seed box to insure proper seed flow and distribution on the site. The contractor shall also plant half the seed at a right angle to the first seeding pass to minimize bare spots.
C.3.1.17 The Contractor is required to complete the Daily Application Record Sheet, CEMVR Form 55-E, Aug 2000, report for each time any chemical
W912EK17R0029
is used. The report will be submitted to the Saylorville Lake Project Office within one (1) week after application.
C.3.1.18 Access. Occasionally access to some fields requires crossing private property from neighbors. Saylorville Lake will make these arrangements with neighbors. If a neighbor declines to permit access across their property and the field cannot be worked, then the proportionate amount of cost for the omitted field would be deducted from the invoice and payment.

QUALITY ASSURANCE SURVEILLANCE PLAN
Purpose: This Quality Assurance Surveillance Plan (QASP) is a Government developed and applied document used to make sure that systematic quality assurance methods are used in the administration of the Performance Based Service Contract (PBSC) standards included in this contract. The intent is to ensure that the contractor performs in accordance with performance metrics set forth in the contract documents, that the Government receives the quality of services called for in the contract, and that the Government only pays for the acceptable level of services received.
1. Critical performance processes and requirements. Critical to the performance of the contract, the contractor shall provide all personnel equipment, tools, materials, supervision, transportation, other items and services necessary to perform as defined in this Statement of Work (SOW). The contractor shall provide accurate transaction processing to ensure that material accountability comply with safety and security requirements, in accordance with this SOW. Additionally, the contractor shall be accountable for all auditable documents, establish/maintain effective quality, and perform required tasks within prescribed timeframes. The performance process is the timely, accurate, and thorough completion of all contract requirements.
2. Performance Standards
a. Schedule. The dates for services and the actual accomplishment of the services in accordance with the schedule will be assessed against original dates of services and milestones established for the contract.
b. Service. The services required to be performed will be assessed against the SOW detailed in the contract, for the required content, quality, timeliness, and accuracy.
c. Past Performance. In addition to schedule and services, and cost aspects of performance discussed above, pursuant to FAR 42.15, the Government will assess the contractor’s record of conforming to contract requirements and to standards of good workmanship, the contractor’s adherence to contract schedules including the administrative aspects of performance, the contractor’s history of reasonable and cooperative behavior and commitment to customer satisfaction, and the contractor’s business-like concern for the interest of the customer.
3. Surveillance methods. The primary methods of surveillance used to monitor performance of this contract will include, but not be limited to: random or planned sampling, periodic inspection, Contractor Self Reporting, and validated customer complaints.
a. Random/Scheduled Monitoring. Random and/or scheduled monitoring will be conducted if and when deemed necessary by the COR to ensure compliance with the terms of the contract. Using the attached matrix the COR will determine whether the contractor is in compliance with the terms of the contract.
b. Contractor Self-Reporting. The contractor shall provide as needed status reports that document significant problems/issues and potential resolutions.
c. Customer Feedback. Customer feedback will be obtained from valid customer complaints.
