1. (U) Purpose: To define access requirements and procedures for individuals that want to visit RIA that lack a non-DoD approved and Federal Identification verification (PIV) card.

2. (U) Applicability: All visitors and individuals visiting Rock Island Arsenal (RIA) who lack DoD and Federal PIV cards.

3. (U) General: Individuals requiring access to RIA who lack DoD approved and Federal PIV cards must successfully be screened, vetted, and issued a Rock Island Arsenal Visitor Pass or credential before unescorted access to RIA is allowed. Visits are categorized as either Official Business or Unofficial Business. Official Business deals with any visits where the visitor must visit a Command, Government Agency, or Tenant facility to attend meetings or provide a service. Unofficial Business visits do not directly support a Government or tenant mission and are primarily recreational in nature.

4. (U) Unescorted access – Visitors and individuals lacking DoD and Federal PIV Cards, must complete the process outlined in paragraph 4 before unescorted access is allowed. All minors under 18 must be escorted by a screened and cleared visitor or trusted traveler escort.

Sponsored events that require unescorted access which are declared Special Events by the Garrison Commander are managed in accordance with the procedures outlined in Annex E.

5. (U) Escorted access – Visitors may visit RIA without being screened, vetted, if they are escorted by an individual who possesses a DoD approved credential identified in Annex A under the Trusted Traveler process outlined in Annex D. Each escorted visitor must present an identification card outlined in paragraph 3 below before entry is allowed.

6. (U) Identification cards required – One of the following identification cards are required to begin the screening, vetting and credentialing process at RIA. All identification cards must have a photograph of the individual requesting access.

a. (U) State issued driver’s license

b. (U) State issued identification card

c. (U) United States Passport

d. (U) Foreign Passport

7. (U) Screening, Vetting, and Credentialing Process –

a. (U) Screening consists of ensuring the individual has a valid need for unescorted access into Rock Island Arsenal and that the credential they provide is authentic and matches the individual requesting access. The process to validate the need for unescorted access is:

(1) (U) Official Business – A Command, Government Agency, or Tenant point of contact must notify the visitor center at usarmy.ria.imcom.mbx.usag-access- request@mail.mil of an Official Visitor at least three business days in advance of the visit. If notice is not provided in advance, the visitor will be delayed until contact can be made by Visitor Center personnel with the Command, Government Agency, or tenant point of contact to validate the need for access. If contact cannot be made, the visit request will be denied based on the Visitor Center’s inability to validate the need for access.

(2) (U) Unofficial Business – Unofficial visits will only be authorized during the visitor hours of sunrise to sunset; unless official business, visits to families living on Rock Island Arsenal, or sponsored events are scheduled after these hours.

a. (U) Individual Visitors/Non-sponsored visits. Individuals requiring unescorted access to visit historic or recreational facilities will report to the Visitor Center at the Moline Gate or the Moline Gate if the Visitor Center is closed. Each visitor will be required to complete the vetting process outlined in paragraph 2b below. Visitors are encouraged to pre-register in advance of their visits as outlined in paragraph 8 below.

b. (U) Sponsored Event Visits. Sponsored events are scheduled visits consisting of large groups less than 150 individuals or individuals requiring unescorted access to visit historic, recreational sites, or events sponsored at RIA. These events require vetting and credentialing. The sponsors of these visits or events shall notify the DPTMS 120 days in advance of the visit and provide the date, time, location, and anticipated number of visitors.

The sponsor will also submit a spreadsheet (Enclosure 2, Annex B) of all visitors requiring vetting at least 14 days in advance to the Visitor Center as noted in paragraph 8 below. If notice is not provided in advance, the visitor will be delayed until contact can be made with the event sponsor point of contact to validate the need for access. If contact cannot be made, the visit request will be denied based on the Visitor Center’s inability to validate the need for access. After hours visits to family quarters will require a call to a Service or Family member in quarters to validate the visit request unless they have notified the Visitor Center in advance of the after-hours visit.

b. (U) Vetting Process: All individuals requiring unescorted access to RIA that lack authorized DoD or Federal credentials must be favorably vetted prior to entry. Upon verification of identity through the screening process, the individual will be vetted through one or more of the following law enforcement databases: The National Crime Information Center (NCIC), the NCIC-Interstate Identification Index (III) and the Terrorist Watch List. If derogatory criminal information is discovered during the vetting process, a designated fitness determination officer will conduct an installation access fitness determination. Only Government officials designated in writing by the Garrison Commander will perform installation access fitness determinations. Visitors will be denied access to the installation if any of the following derogatory information is discovered in the individual’s criminal history:

(1) (U) The NCIC-III contains criminal arrest information about the individual that causes the Senior Commander to determine that the individual presents a potential threat to the good order, discipline and/or health and safety on the installation.

(2) (U) The installation is unable to verify the individual’s claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in an attempt to gain access.

(3) (U) The individual has a current arrest want or warrant in NCIC, regardless of the offense or violation. Individuals found with active wants or warrants will be turned over to law enforcement authorities for further action.

(4) (U) The individual is currently barred from entry or access to a Federal installation or facility.

(5) (U) The individual has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography, trafficking in humans, drug possession with intent to sell or drug distribution.

(6) (U) The individual has a U.S. conviction for espionage, sabotage, treason, terrorism or murder.

(7) (U) The individual is a registered sex offender.

(8) (U) The individual has a felony conviction within the past 10 years, regardless of the offense or violation.

(9) (U) The individual has been convicted of a felony firearms or explosives violation.

(10) (U) The individual has engaged in acts or activities designed to overthrow the U.S. Government by force.

(11) (U) The individual is identified in the Terrorism Screening Database (TSDB) as known to be or suspected of being a terrorist or belonging to an organization with known links to terrorism or support of terrorist activity.

If a fitness determination officer is not available to render a decision based on an unfavorable background check, a review and determination will be made within 2 business days after an NCIC-III check is completed.

c. (U) Visitors denied access may file an appeal through the Army Sustainment Command Staff Judge Advocate’s Office for final decision by the Senior Commander or their designee. If the individual is denied access, they may reapply one year after the denial date. The Access Denial Waiver process is outlined in Annex F.

d. (U) Credentialing. Upon successful completion of the screening and vetting process, Visitor Center personnel will issue a short term (30 days or less) or long term (30 - 360 day) local credential that must be presented in conjunction with a driver’s license, state issued identification card, or passport for entry into RIA. Upon completion of Official or Unofficial business, credentials must be returned to the Rock Island Arsenal, USAG-RIA Directorate of Emergency Services (DES).

(1) (U) Official Business – Credentials will be turned in as follows:

(a) (U) Contractors. Contracting Officer Representatives (COR) will collect all credentials at the end of the contract’s period of performance, or if a contractor employee leaves before the contract expires. The COR is responsible for turning these into the Visitor Center.

(b) (U) Non-contractor Official Business Visitors – will deposit their credential in the pass return boxes located at the Visitor Center or at the Moline and Rock Island Gate locations.

(2) (U) Unofficial Business – All unofficial business visitors will deposit their credential in the pass return boxes located at the Visitor Center or at the Moline and Rock Island Gate locations.

e. (U) NCIC-III checks will be conducted and credentials will be reissued annually if continued access is required. A government agency point of contact or COR will validate the recurring need for access for any contractor or visitor that conducts official business on RIA.

8. (U) Preregistration Process.

a. (U) General.

(1) (U) All visitors, Commands, Government Agencies, Tenants, and COR’s should preregister their Official and Unofficial visitors before a visit occurs. Preregistration allows for the NCIC-III check to be conducted before the individual visits RIA, reducing the wait time necessary to complete the check.

(2) (U) Visit requests must be submitted at least three business (3) days in advance of the visit to guarantee that an NCIC-III check is completed before the visit.

(3) (U) Large events sponsored by MWR or other organizations must submit their requests at least 21 days in advance of the event.

b. Process

(1) (U) All visitors must complete a Visitor Access Request Form which is available at the Visitor Center or at the Rock Island Arsenal Webpage at http://www.usagria.army.mil/AccessRequests. The Visitor Access Form can also be found in Enclosure 1 to Annex B.

(2) (U) The visitor must completely fill out the form and either email, fax, or bring the completed form in person to the Visitor Center. If brought on the day of visit, a lengthier delay will occur as the NCIC-III records check will not have been completed in advance.

(3) (U) The visitor must provide an identification card as identified in paragraph 3 above and have a valid need for entry.

(4) (U) Once the vetting and screening process is completed, the individual will be provided their pass or credential to allow access to RIA.
