SUMMARY OF CHANGES
SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT ONE (1)
For this Elk forage seedling planting and protection can you access the areas by road?
All forage units are accessible by road. However, remote roads are managed differently, as seen in the attached map, titled “2022 Planting Units” but shown as “04b_DWA…” within the attachments. The primary access road is accessible by low clearance vehicle. Administrative access would be allowed for elk forage seedling planting efforts.
These roads are accessible behind locked gates (USACE Wildlife Biologist will provide contractors with one key) but vary on management for motorized access. Some are accessible by high clearance vehicle (4x4 truck), whereas, other roads are only suitable for an OHV (UTV or ATV) ≤ 50-inches in width.
Also, it should be noted that windthrow is common, and a chainsaw should be carried in the event that a tree is down across the road. USACE NRM staff clears roads annually, so trees are typically handled by USACE staff. However, there is a potential for road clearing to be expected. These are typically zero-to-minimal, however microbursts can knock several trees across the road that will need to be cleared by planting contractors.
Contractors should only access Grandad area by the Silver Creek Road. The “other” primary road in is going to be inaccessible due to snow or… a new report of a slide is there. Logging will be active, so a CB radio will be necessary at times. A route can be provided for the contractors if necessary.
Is the condition of roads drivable with a 4x4 vehicle- truck with trailer?
Please refer to comment above, but the 2022 Planting Units map is best for reference.
Roads are in good-to-fair condition. Others, however, even if specified managed for high clearance vehicle. If this question pertains to possible out-year planting efforts, roads are similarly managed for various types of motorized access.
How close can the roads take you to every planting area?
All forage units are bordered by some administrative-only access motorized road, as specified above in the 2022 Planting Units map. However, no motorized access is allowed off the established roads. The roads transverse a larger boundary or footprint relative to a specific forage unit. It just provides motorized access to one entry point for the forage unit. Please refer to the map referred to above.
Can you use a ATV and will the ground and slope conditions allow?
ATVs are not permitted off the established road. The steep slope of established roads can make traveling hazardous in muddy or slick conditions.
Are there steep areas where if the ground conditions would permit the slope of terrain would not?
There are a lot of steep areas! Some elk forage units are “steeper” than others. I have included a detailed topographic map to help clarify or inform of the steepness of units. Dworshak can also provide a kml file of the units to be brought into Google Earth to check out steepness upon award.
How heavy in weigh is a 4"x 14" plug?
1-gallon containers weigh approximately 3-4 pounds, but variance could be expected depending on water containment and forage species. Individual plants may vary in size but will not exceed the 1-gallon containers.
Individual plants will come in either 1-gallon size (highly preferred and will be the majority of the plants to be planted) or may be 10-cubic inch plugs, depending on availability of preferred forage species available from the nursey.
And through the life of the contract will the plug change size in diameter and length?
Plug size can change dimensions specified.
Will snow be an issue for spring planting and if this is, than fall planting would be consider ed?
Delayed access could be an issue due to prolonged snow conditions. Typically, primary roads are accessible by mid- May. However, it is dependent on what Mother Nature throws at us. For this year, logging operations are supposed to be in full swing by 1 May, so they will plow the primary access road if snow conditions make travel difficult. If forage units are not accessible due to drifted or remaining snow, there are plenty of planned forage units that are already accessible. In summary, access and planting due to potential prolonged snow conditions should not be an issue for a spring 2023 planting.
Generally, fall plantings for browse species is preferred, but spring is being considered here to increase the scope and flexibility for potential contractors.
Is the ground coverage fairly grassy or brushy?
It is highly dependent on the forage unit, most are covered in varying degrees of herbaceous cover, includin thorned vines . Most forage units are not producing much browse, so generally, the existing condition of forage units are not covered in brushy areas.
For seedling protection, is it just the micro siting you considering for protection, not vexar tubes?
Contractors should not plan on providing seedling protection (fencing or tree tubes). Planting in suitable micro-sites (shade, etc.), particularly for “sensitive” species (e.g., redstem ceanothus vs a hardier species such as rose spp.), is expected for seedling protection.
In driving time what is the average travel time on an average to the planting areas?
Grandad Campground, the travel time to the 2023 planting areas are approximately 10- to 15-minutes. Grandad Campground is generally centralized, and the distance between that and the forage units can take longer times to navigate due to the safe travel speed of even the primary gravel access road.
Long Creek forage units are close to 15-minutes. Estimate that Benton Creek can take 45-minutes to access from Grandad Campground.
What is the soil for planting? Is it rocky or gravelly or organic Loam?
It is variable! In general, soil is loamy with various levels of ash and/or organic matter.
Some areas are rocky but planting should not generally occur here. If planting is “hard” in an area, the contractor has the ability to move elsewhere within the specified priority areas.
Extensive review of NRCS soil data using the NRCS Web Soil Survey application (click here to go to it yourself:
Web Soil Survey - Home (usda.gov)). I have included the soil output of a *BROAD* and rough determination
(roughly drawing polygon around the 2023 priority areas (Grandad and Robinson Creek forage units)) of the planting units. It is not my intent, however, to use these data for fine-scale soil data and planning relative to the actual forage units.
The Web Soil Survey is provided below for understanding the various types of soil there.
