Site visit Tuesday, 5/12/2020 @ 9:00 a.m. The meet up location will be the large parking area at the stop sign where State Highway 11 dead ends at County Road 247/Browns Rock Rd in Headquarters, Idaho (approx. cords: 46.630109, -115.810740). There is some minimal cell reception in the area (no AT&T). We will meet at 9:00 a.m., and it is about another hour drive to the site.

There will be only one site visit offered. PERFORMANCE WORK STATEMENT

DWORSHAK ELK EXCLOSURE (TEMPORARY FENCING) INSTALLATION

Part 1 – General Information

1.1 General: This is a non-personal services contract to provide installation of temporary fencing on U.S. Army Corps of Engineers (COE) lands in the Grandad Elk Mitigation Area near Dworshak Dam and Reservoir. The Government will not exercise any supervision or control over Contractor employees. Contractor employees shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.2 Objective: The objective of this contract is to install temporary fencing (Elk Exclosure) designed to exclude elk from a select area of habitat in the Grandad Elk Mitigation Area to protect forage plants from ungulate herbivory.

1.3 Background (For Information Only):

1.3.1 Dworshak Dam and Reservoir (Dworshak Project) has several congressionally authorized purposes, one of which is to develop and sustain fish and wildlife habitat. In addition, it has a federal mandate to provide elk habitat (Design Memorandum 15 “The Plan for Development of Rocky Mountain Elk Habitat”). The implementation of this plan resulted in the acquisition and development of the Grandad Elk Mitigation Area, a 6,900 acre block of land designed to meet specific winter elk habitat objectives.

1.3.2 Approximately 3,000 acres of the 6,900-acre Grandad Elk Mitigation Area was clear-cut and burned in the 1970s to promote the production of winter browse for elk. Although the efforts in the ’70s were generally successful, today some of the clear-cut and burn units have very little elk winter forage and are thought to have inadequate seed source of these plants in the ground. Both of these conditions are primarily the result of elk herbivory. Although the ’70s burns provided ample winter forage early on, years of continued elk herbivory have prevented winter forage from maturing, and harsh winters have killed many of the existing plants. Without maturing, these plants are kept from producing seed.

1.3.3 The Elk Exclosure will allow stunted plants to mature and produce seed. After several years, the fencing will be removed by the Government. The plants will have provided a new seed source to the landscape, and the mature, more vigorous plants will also be able to provide food for the elk without compromising plant survival.

1.4 Scope: The Contractor shall be required to transport fencing materials and install approximately 4,150 lineal feet of fencing, designed to exclude ungulates in moderately steep, vegetated terrain. See Part 4 – Specific Tasks, for further details.

1.5 Period of Performance:

1.5.1 General. The performance period of this contract is award through September 30, 2020; however, it is the Government’s intent to have this work performed as soon as practicable after contract award, given road access and area conditions, and the Contractor is expected to accommodate conditions.

1.5.2 Coordination. Prior to commencing any work activities at the work site, the Contractor shall attend a pre-work meeting with the Contracting Officer’s Representative (COR) and the Project Technical Point of Contact (TPOC). The purpose of this meeting will be to provide technical clarifications, discuss the Contractor’s work plan, and develop the Activity Hazards Analysis (AHA). The Contractor shall coordinate their work schedule with the COR or TPOC.

1.6 Place of Performance:

1.6.1 General. The fencing materials will be delivered to the Long Creek Work Center (LCWC), within the Grandad Mitigation Area by the government. The installation site (Benton Creek M unit) is approximately nine road miles from the LCWC (8.75 miles of gravel and .25 miles of native surface roads). The Contractor will transport the materials from the LCWC to the installation site and install the materials in accordance with the following specifications. The Grandad Elk Mitigation Area, including the LCWC and the installation site, are depicted in Attachment 1 - Maps. The location is remote (approximate coordinates 46.822344, -115.877607). It is approximately 55 road miles (the Contractor should expect at least one hour and 45 minute drive time) from downtown Orofino.

1.6.2 Site Condition. The fence line can be accessed on the lower side by a full-sized vehicle, which occurs on the southwestern segment of the proposed fence-line. An 8-foot right of way (ROW) has been bladed around the remaining segments of the proposed fence-line. An ATV or UTV can be driven around the entire proposed fence-line. The area is moderately steep and occurs as an opening within a forested landscape. The area being fenced is an old clear-cut and burn area. The primary vegetation occurring within the area being fenced is grass with a few small shrubs.

1.7 Pre-screen candidates using E-Verify Program: The Contractor must pre-screen Candidates using the E-verify Program (http://www.uscis.gov/e-verify) website to meet the established employment eligibility requirements.

The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to enrollment to ensure the correct information is entered into the E-verify system. An initial list of verified/eligible Candidates must be provided to the COR no later than 30 business days after the initial contract award, or prior to start of work on the ground, whichever is earlier.

1.8 Safety: All work at the site shall be performed in accordance with applicable Occupational Safety and Health Act (OSHA) Standards and the U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM-385-1-1, 2014 edition. The manual is available online at:

Some, but not all, required safety submittals are described in the following paragraphs:

1.8.1 Accident Prevention Plan (APP). The Contractor shall prepare an APP in accordance with EM 385-1-1, Appendix A. The APP shall include plans for emergency communications and transportation from the location.

1.8.2 Activity Hazards Analysis (AHA). The Contractor shall prepare an AHA to address potential hazards that may be present during the performance of the work. The plan shall identify the sequence of work, the specific hazards anticipated during each phase of work, and control measures to be implemented to eliminate the hazard or reduce the risk to an acceptable level, and shall include training required and equipment to be used. Work shall not proceed until the AHA has been reviewed and accepted by the Government.

1.8.3 Accident Reporting. The Contractor shall immediately notify the COR/TPOC, by the quickest means available, of any accident, which does or may result in injuries to the Contractor’s employees or visitors to the work area, damage to the Contractor’s property if the loss exceeds $1,000, and/or damage to Government property, regardless of amount.

1.9 Quality of Work:

1.9.1 Quality Control. The Contractor is responsible for quality control throughout the performance of the contract to ensure work is performed in accordance with, and meeting the standards of, this Performance Work Statement. A written Quality Control Plan will not be required initially but may be required if significant defects are found during periodic inspections.

1.9.2 Quality Assurance. The Government will evaluate the Contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government must do to ensure that the Contractor has performed in accordance with the performance standards.

It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s).

1.9.3 Warranty. The temporary fence installation shall be covered by a minimum one-year warranty on all labor and workmanship.

Part 2 – Government Furnished Materials

The Government will provide the materials required for completing the fence. The fencing materials have not yet been acquired. However, barring any issues the below list presents the materials the government plans to acquire and make available for pickup at the Long Creek Work Center within the Grandad Mitigation Area. The Contractor will deliver all fencing materials to the worksite.

Part 3 – Contractor Furnished Materials

3.1 General: The Contractor shall provide all labor, transportation, equipment, and supervision, as well as any materials not listed in Part 2 above to transport materials and install the temporary fencing (such as screws for wood post work and materials for finishing gates) and in accordance with all applicable safety requirements.

3.2 Sanitation: The work is located at a remote site, which has no electricity or sanitation facilities. The Government will not provide temporary sanitation facilities for the Contractor’s crews at the site.

Part 4 – Specific Tasks

4.1 Transporting Materials: All Government-provided fencing materials shall be safely transported from the LCWC to the installation site in such a manner as to not damage the materials or the road.

4.2 Fencing: The finished fence shall be 7½ feet high to prevent ungulates (elk and deer) from entering the exclosure area. To achieve this height, the Contractor shall leave a 6-inch gap opening at the bottom and overlap two 48-inch wide welded wire fencing by 12 inches at the center of the fence. Fencing material shall be stretched taut and securely attached to wooden posts using a minimum of ten 1½-inch galvanized fence staples, and attached to in-line metal posts using a minimum five standard fence clips. Three hog rings per 10 fence segment will be used to secure the bottom fencing to the upper fencing.

4.3 Posts – All/General: All posts set in the ground shall be placed/driven into the ground approximately 30 inches deep and shall be plumb. All wooden posts set in the ground, unless mechanically driven, shall have the backfilled soil tamped down in 6-inch lifts to strengthen posts.

4.4 Wooden Posts: Corner, gate, and stretch posts, and their supporting posts and braces, shall be constructed with wooden posts. The site map in Attachment 1 indicates the intended fence line and estimated locations of corners, in-line stretch braces, and gate braces. The Contractor shall notch all round wooden posts to allow for a flat attaching surface for all horizontal cross braces. All post assemblies shall have wire cross bracing. Double loops of 9-gauge wire will be installed as a figure-8 between corner posts and twisted taut (similarly as depicted in Attachment 2, Figure 3).

4.4.1 Corner Post Assemblies. Approximately three corner braces shall be installed, each with three posts and two horizontal braces (similarly as depicted in Attachment 2, Figure 1). Each post shall be set approximately 10 feet apart to accommodate a 10-foot cross brace.

4.4.2 In-line Stretch Post Assemblies. Approximately 41 in-line stretch braces shall be installed, each with two posts and one horizontal brace (similarly as depicted in Attachment 2, Figure 2); Fencing shall be overlapped and attached to the far support post. Each post shall be set approximately 10 feet apart to accommodate a 10-foot cross brace. Stretch braces are estimated at 100-foot intervals; additional stretch braces may be required at changes in grade.

4.4.3 Gate Post Assemblies. Two in-line gates shall be installed, each approximately 10 feet wide. Exact location of the gates will be determined by the COR or TPOC after contract award.

One side of the gate shall be the end post of either a corner post or an in-line stretch post.

The other side shall be a stand-alone gate post assembly consisting of two posts and one horizontal brace in the direction of tension (as depicted in Attachment 2, Figure 2).

One end of the fencing shall be attached directly to a wooden post (swing post).

The other end shall be wired to the opposite gate post (lock post), so that the gate is taut when closed.

The finished gate fencing must act as one unit; that is, the overlap of top and bottom sections of fencing must be lashed together securely, and the edge of the “free” end of the fence secured straight for easy attachment/detachment from lock post.

4.5 Metal “T” Posts: In-line posts shall utilize 10-foot metal studded “T” posts, placed at approximately 10-foot intervals.
