The following have been modified:

TECHNICAL SPECIFICATIONS

TECHNICAL SPECIFICATIONS

LOWER MONUMENTAL LOCK AND DAM

MAIN UNIT TURBINE BLADE SEALS

INTENT

The following specifications pertain to the purchase of five (5) sets of floating seals for Lower Monumental Main Units 1-3 and Main Units 4-6 Kaplan turbine blades. All of the Main Unit turbines at Lower Monumental are 6-bladed vertical axis Kaplan turbines which means that six (6) seals will be required to completed one “set”.

SCOPE

The successful bidder shall be required to manufacture and deliver the Kaplan blade seals and all accessories to Lower Monumental Lock and Dam by the date shown in Section “Shipment and Delivery”. The contractor shall also provide submittals, drawings, and other documentation as stated in the specifications.

BLADE SEALS FOR MAIN UNITS 1-3

The contractor shall furnish three (3) sets of molded floating lip seals which will be installed by the Government in Main Units 1, 2, or 3 at Lower Monumental. Each set shall contain all of the parts needed to replace all of the seals on one (1) 6-bladed Kaplan turbine runner. The seals shall be James Walker model “Solosele KB Hydro OSJ”, or an approved equal product. If the contractor wishes to provide an “approved equal” product, the contractor shall be responsible for submitting all product data sheets and other documentation necessary to prove that the product meets all of the specifications. The design shall incorporate a molded floating lip seal specially designed for Kaplan turbines to assure a long-term leak-free sealing action. The turbine blade seals shall be designed to completely seal out cold water and seal in turbine oil. The seals shall be designed to fit within the existing packing box dimensions as shown on drawings SK-12136, 43891, 43896, and 43901. The seals shall be an engineer approved equal of standard, commercially available manufactured product which has been sold for at least ten years. The seals shall include a split to allow for field installation and provisions for on-site joining during installation.

BLADE SEALS FOR MAIN UNITS 4-6

The contractor shall furnish two (2) sets of molded floating lip seals which will be installed by the Government in Main Units 4, 5, or 6 at Lower Monumental. The seals shall be designed to fit within the existing packing box dimensions as shown on drawings 6150-JD-4, 4296-JD-1, 6529-AO-1, and 6532-R-2. The seals shall be an engineer approved equal of standard, commercially available manufactured product which has been sold for at least ten years. The seals shall include a split to allow for field installation and provisions for on-site joining during installation.

MATERIAL PROPERTIES

All of the blade seals shall be made from nitrile rubber (NBR) with the following physical properties:

1) The seal material shall be nitrile (NBR) with a fabric reinforced base. The NBR compound shall be made from acrylonitrile/butadiene based synthetic rubber with nominally 36% ACN, reinforced with carbon black and incorporating a Sulphur based cure system.

2) Hardness: 80 IRHD

3) Tensile strength: 17 MPa

4) Elongation at break: 400%

5) Compression Set: 15% after 24 hours @ 100 deg. C

6) Fluid Immersion Testing in Oil (70 hours @ 100 deg. C):

a. Change in hardness: +5 / -10 IRHD

b. Change in tensile strength: +5 / -15 %

c. Change in elongation at break: +0 / -15 %

d. Change in volume: +11 / -2 %

FIELD-JOINING KIT

The contractor shall provide a joining kit with each set of seals which includes all tools, materials, and supplies necessary to successfully join all six seals in the field without removing turbine blades. The joining kits shall also be commercially available and normally sold as an accessory to the specified type of seal.

SEAL SPACERS

The contractor shall provide a set of spacers for each blade seal in each set to allow the seals to be adjusted to optimum locations in the existing packing box areas. The spacers shall also be commercially available and normally sold as an accessory to the specified type of seal.

DOCUMENTATION

The contractor shall provide drawings and installation procedures for the seals provided. All drawings and installation procedures shall be provided by the contractor at the time of shipment of the seals. The drawings and installation procedures shall be provided in Adobe Portable Document Format (PDF) and delivered on a CD or DVD for data transfer to government computers.

PAST EXPERIENCE REQUIREMENTS AND MANUFACTURING ACCREDITATIONS

1.1 The Contractor shall have a minimum of 10 years’ worth of manufacturing experience with Kaplan turbine blade floating lip seals of the same style specified in this specification. Proof of this experience shall be provided by the contractor prior to contract award.

1.2 Provide a list of a minimum of 3 different installation examples of similar floating Kaplan blade lip seals supplied within the past 5 years. This list shall be provided by the contractor prior to contract award.

1.3 The manufacturer of the products shall be accredited in the following standards. The contractor shall be required to submit proof of manufacturer accreditation prior to contract award.

1.3.1 ISO 9001 – Quality Management

AS BUILT DRAWINGS

The drawings shall include material, dimension, specifications, vendor name and phone number, and a drawing number that can be referenced to order identical blade packing at a later date. The drawing shall be provided as PDF digital format so it can be added to the existing drawing database. If available, the CADD version of the drawing shall also be provided.

WARRANTY

All products shall be covered by a minimum one-year warranty on all parts, labor and workmanship from factory defects.

SHIPMENT AND DELIVERY

All items shall be delivered FOB to Lower Monumental Lock and Dam within 10 weeks of contract award. The Contractor shall be responsible for packing and shipping the seals in a manner that will ensure undamaged and complete arrival to Lower Monumental.
