EARTHWORK

PART 1 GENERAL

This specification contains the requirements for constructing the surface in the channel and the trenching to install electrical conduits across the Project Road and adjacent to the division structure as indicated in the design drawings.

Construction of the surface in the channel includes: clearing and removing sediment deposits, vegetation, and debris from the bottom and slopes of the channel to the lines and grades indicated in the plans, removing all sediment and debris from the concrete bay floors and the stilling basin of the division structure, and removing trees and vegetation from near the power pole as required to access and construct the final surface. It is possible that removal of the vegetation in the channel will require overexcavating the lines and grades indicated. If such is the case, the overexcavation depth shall be limited to a maximum of 6 inches, and up to 2 cubic yards of washed streambed fill materials may need to be imported, placed, and compacted to meet the final lines and grades.

Construction of the electrical trench across the Project Road includes:

removing existing asphalt pavement, excavating the trench, placement and compaction of bedding, backfilling with controlled density fill, sawcutting asphalt, placing, finishing, and protecting concrete pavement.

Public access must be maintained across the division structure along the Project Road during construction.

1.1 DEFINITIONS

1.1.1 Unstable Material

Unstable materials are too wet to properly support equipment or personnel.

1.1.2 Woody Vegetation

Woody vegetation, commonly called trees, shrubs and bushes, is any plant that uses wood as its structural tissue. These are typically perennial plants whose stems and larger roots are reinforced with wood produced adjacent to the vascular tissues. The main stem, larger branches, and roots of these plants are usually covered by a layer of thickened bark.

1.1.3 General Vegetation

General vegetation, is all vegetation excluding woody vegetation, including root matter.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals having an "I" designation are for information only. Designation following the "G" or "I" designation identifies the office that will review the submittal for the Government. Submit in accordance with SECTION

2.1 TRENCH MATERIALS

2.1.1 Bedding Material

Bedding Material shall meet the requirements for Gravel Backfill for Pipe Zone Bedding per Section 9-03.12(3) of WSDOT M41-10 or the manufacturer's recommended gradation. The Gradation requirements are as follows:

2.1.2 Controlled Density Fill

Controlled density fill (CDF) shall be a flowable concrete product. The material shall be designed for a 28-day compressive strength of at least 200 psi, and not more than 300 psi. The material shall be permanently colored with a liquid or powdered pigment added to the concrete mix. The mix shall include at least 3-lbs of red pigment per cubic yard of concrete product.

2.1.3 Buried Warning and Identification Tape

Provide acid and alkali-resistant, polyethylene plastic warning tape manufactured specifically for warning and identification of buried utility lines shall be placed along the entire length of the buried electrical line. The product shall meet the following requirements:

Requirements for Warning Tape

Minimum Width: 2 inch Minimum Strength lengthwise: 1500 psi Minimum Strength crosswise: 1250 psi

Maximum elongation: 350 percent

The tape shall be red, with full-height, bold black letters printed continuously along its length. The warning and identification shall read, "CAUTION, BURIED ELECTRIC LINE BELOW" or similar. Colors and printing shall be permanent and be unaffected by moisture or soil conditions.

2.1.4 Random Fill

Random fill shall consist of spoils cut from the excavation in the channel where all vegetation, and soil particles larger than 3 inches in diameter have been removed.

PART 3 EXECUTION

3.1 CHANNEL SURFACE CONSTRUCTION

3.1.1 Excavation Work Plan

Submit a detailed plan showing how the clearing, excavation, and grading of the channel is planned to be accomplished. The plan shall include the type and size of equipment, and show, in detail, how the excavation will be accomplished and methods for removing material from the site. No equipment shall be allowed in any flowing stream channel.

SECTION 31 00 00.12 28 - Page 4

3.1.2 Clearing

Clearing shall consist of the removal and disposal of all woody vegetation, general vegetation, and miscellaneous debris within the excavation limits indicated. Miscellaneous debris may include items deposited during past flooding events. No work is to be performed outside of the earthwork construction limits indicated, unless otherwise specified. The Contractor shall immediately notify the Contracting Officer of any unusual findings during clearing and excavation operations. All woody vegetation, general vegetation and miscellaneous debris cleared from the work site shall become the property of the Contractor, be removed from site and disposed of in a legal manner.

3.1.3 Removal Of Trees And Brush Near The Power Pole

Woody vegetation, including roughly six trees with trunks up to 6 inches in diameter, located near the power pole may need to be removed to access the slope. If these trees need to be removed, coordinate with Pacific Power prior to work. Cut them flush to the surface, and clear roots from within the excavation limits indicated. Dispose of felled trees offsite in a legal manner.

3.1.4 General Excavation

Excavation, regardless of material encountered, within the excavation limits shall be performed to the lines and grades indicated. Overexcavate only in locations necessary to satisfy clearing requirements, and no more than 6 inches in any location. All areas within the excavation limits and areas outside of the excavation limits disturbed by the Contractor's operations shall be uniformly smooth-graded. The finished surface shall be reasonably smooth and free from irregular surface changes. The degree of finish shall be that ordinarily obtainable from blade-grader operations.

3.1.4.1 Drainage

The Contractor shall provide for the collection and disposal of surface and subsurface water encountered during construction as per section 02 24 30.10 28.

3.1.5 Disposal Of Excavated Material

The Contractor shall dispose of excavated and unstable material off site in a legal manner.

3.1.6 Fill Placement

Place washed streambed fill within the excavation limits indicated when necessary to meet the lines and grades indicated in lifts not exceeding 12 inches in thickness. The finished surface shall be reasonably smooth and free from irregular surface changes greater than 4 inches.

3.1.6.1 Compaction

Use a ho-pack in combination with an excavator bucket and/or other suitable equipment to compact each lift of washed streambed fill with a vibratory compactor of sufficient size and weight to set the washed streambed fill into place.

SECTION 31 00 00.12 28 - Page 5

3.1 TRENCHING

3.1.1 Trenching Work Plan

Submit a detailed plan showing how the saw cutting, trenching, backfilling, and placing of controlled density fill and asphalt is planned to be accomplished. The plan shall include the type and size of equipment, and show, in detail, how the all aspects of the work will be accomplished and methods for removing material from the site. This plan shall also include methods to locate existing utilities and ensure they are not disturbed.

3.1.2 Field Locate Existing Utilities

Prior to digging, the contractor shall field locate all utilities in the area of the trenching work. These utilities shall be clearly marked and care shall be taken to avoid hitting any existing utilities. Any existing utilities that are damaged or broken during trenching work shall be properly fixed to code by the contractor at no additional cost to the Government.

3.1.3 Excavation Limits

Excavate the trench only to the extents necessary to construct the trench as indicated. Do not over excavate.

3.1.4 Bedding Material Placement And Compaction

Place bedding material in lifts not exceeding 3 inches in thickness, compact each lift with a minimum of three passes with hand compaction equipment. Do not place more than 5 inches of bedding material above the electrical conduits.

3.1.5 Controlled Density Fill (CDF) Placement

Place the CDF to the lines and grades indicated. All of the CDF is to be placed prior to placing any concrete pavement.

3.1.6 Sawcut Existing Asphalt Pavement

The existing asphalt pavement shall be sawcut after placement of the CDF and prior to the placement of the concrete pavement to provide a straight, vertical surface for the concrete pavement to form against. Ensure the sawcut edge remains clean and undamaged from whan it is cut until seven days after the concrete has been placed.
