QUESTIONS AND ANSWERS

1. Redstem Ceanothus - 20 cubic volume plug, what is the total stem to crown top height given the plug is 6 inches in length and 2.5 inches in width?

A. -It varies among years and among plants. A good average is 8”-12”.

2. Redstem Ceanothus - 60 cubic volume plug, what is the total stem to crown top height given the plug is 14 inches in length and 2.5 inches in width?

A. -We do not know as this will be the first time we’ve used them.

3. What percent Slope is the average for this year’s unit and what is the average for the subsequent 4 additional years? Basic soil type, how rocky, ground coverage – how much brush for this year’s unit and the subsequent years.

Percentage of coverage of unit is what I am asking and the specie of brush?

A. -With the short turn-around time we simply cannot give very detailed answers at this time. Most units will have both gentle and steep areas, on average most units are around 30-60% slope. The soil can be rocky in places, but we’ve never had planting year where excessive rocky soils prevented planting in any unit. We typically don’t plant where there is an abundance of brush. I would characterize most units that have brush as the brush being sparse. In general, in areas of brush (> 10%) within planting units the coverage would range between 10% - 30. The most common species are common ninebark, oceanspray and common snowberry. Other species include Rocky Mountain Maple, syringa, serviceberry and elderberry among others.

4. How much of these planting projects for the next five years could only be accessed by boat? How many of these units would require walk in. If walk in was required, what would be an average distance.

A. - All units are within our Grandad Elk Mitigation Area and all are accessible by motorized vehicle. We plan to conduct annual road maintenance to ensure that the access roads to the planting units are drivable at least by ATV. However, if serious road failures occur on secondary roads walking may be required. Most units are less than a mile from a primary road.

5. Is the contractor responsible daily for the transportation of the planting stock from the Corp. Or does the Corp bring the planting stock to the planting unit and back every day.

A. -Before planting starts the Corps will transport the plants to a centralized location near the planting units.

Generally within a mile of the planting units and in a cool damp location for plant care. The contractor is then responsible for care of the seedlings and to transport them to the planting units. The contractor may establish numerous staging areas for the seedlings as long as the locations allow for the care and protection of the seedlings.

6. Will the Corp have any compliance inspecting during any of the project planting. or, will the Corp will NOT do any compliance inspecting?

A. -As time permits the Corp’s Quality Assurance Representative will make periodic inspections and relay findings to the contractor. Typically that occurs on the first day of work and sometime during the work.

7. How accessible by road are all these schedule units for this five year planting project. Can you give a percentage?

A. -All the units are accessible by ATV. Most times a full sized vehicle can either get to within a mile of the site or drive all the way there if road conditions allow. If secondary roads are soft, full-sized vehicle travel over native surface roads will not be permitted. If the planting units are snow-free, but the roads are not, much longer distances of track machine or snow machines will be required, as much as 20 miles. It may be more beneficial for the contractor to plow sections of the primary road to get full-sized vehicles closer to the planting sites. Permissions must be obtained from road managers. Typically only permission would be given on paved and gravel roads only. Road work and full-sized vehicle travel over native surface roads when roads are soft will likely be prohibited on Corps and other roads.

8. What quantity of hydro gel is need for each plant? Can you be detailed as to quantities in terms of volume or weight needed?

A. -Hydro gel is to be applied as per the manufacturer’s recommendations. As this can vary among products the contractor is responsible to read the manufacturer’s recommendations and follow them.

9. What are the requirements for the Plantskydd for this project? Can you be detailed on the amount per plant needed or percent of coverage of the plant? Normally good coverage of the terminal bud.

A. -Even though the contract allows for the Corps to provide Plantskydd or equivalent, below is the pertinent product information on Plantskydd.Pre-mixed RTU liquid

• 1 quart / 1 litre spray Bottle—protects over 100 plants, 1 ft high

• 1.3 gallon / 5 litre Jug—protects 500-600 plants, 1 ft high.

The size of the seedlings will vary from 20 Cu In (year 1&2) to 60 Cu In (years 3-5), so obviously the amount of Plantskydd required will vary as well.

10. Will the units designated for each year be one unit or a multiple of units? If multiple units is there access by road or would this require walking?

A. -In the past, the number of units have varied from 1 unit to as many as 12. In 2018, there are 4 separate units, but they are all connected. So effectively it is just one large unit. All potential planting units are accessible by ATV or snow machine.

11. For the proposed planting projects over the next five years, would Elk River, Idaho or Orofino, Idaho be the closest to these project units?

A. -I believe that Elk River may be a bit closer, but that it’s a toss-up for the travel time. I would recommend Orofino due to better accommodations and better roads. It generally takes 2 hours to get to our elk mitigation area from Orofino.
