PART 2 PRODUCTS
2.1 FENCE MATERIALS
The Contractor shall submit a fence assembly material list with all product components to ensure the products purchased meet this specification.
2.2 FENCE LAYOUT
During the design portion of the project and prior to the construction of the fence, the Contractor shall submit a fence layout plan and work with Contracting Officer's Representative to establish a configuration similar to the drawing C-101. The Contractor shall submit fence installation drawing after the agreed upon layout has been determined.
2.3 LINE POSTS
Line posts shall consist of galvanized steel pipe, ASTM A53/A53M, schedule 40, nominal 2.375 inches in diameter. The exposed top end of all steel pipe posts shall be capped with a standard galvanized cap either friction fit or riveted to the post.
2.4 CORNER, END AND PULL POSTS
Corner, end and pull posts shall consist of galvanized steel pipe, ASTM A53/A53M, schedule 40, nominal 2.875 inches in diameter. The exposed top end of all steel pipe posts shall be capped with a standard galvanized cap either friction fit or riveted to the post.
2.5 TOP, BOTTOM AND BRACE RAILS
For top, bottom and brace rails the Contractor shall refer to drawing C-502 to determine type and minimum outside dimensions. All rails shall consist of galvanized steel pipe and conform to ASTM A53/A53M. The exposed top end of all steel pipe posts shall be capped with a standard galvanized cap either friction fit or riveted to the post.
2.6 BARBED WIRE
Wire shall conform to ASTM A121, Class 3 coating. The barbed wire shall be galvanized barbed wire, two strand. The strands of wire shall be 12-1/2-gage standard strength wire or shall be 13-1/2-gage high-tensile strength wire having breaking strength equivalent to that of standard strength 12-1/2-gage wire.
2.6.1 Barbed wire
Barbed wire shall be four-point barbs (either round or half round) spaced at approximately 5 inch intervals. The barbs shall be 14-gage wire and shall be formed from wires of such length that the distance between the points of the barbs formed by each wire shall be 1 inch plus-or-minus 1/8 inch.
2.7 WIRE CLIPS
Clips used to connect wire to the line posts shall be of No. 12 gage galvanized wire manufactured for securing wire to the line posts.
2.8 CONCRETE
Concrete shall be made with suitably mixed and placed materials meeting the requirements of ASTM C94/C94M or ASTM C387/C387M and Specification 03 50 00.00 28.
PART 3 EXECUTION
3.1 NEW FENCE INSTALLATION
The Contractor shall conform to Department of Defense's Unified Facilities Criteria UFC 4-022-03 : Security Fences and Gates (dated 1 October 13) standard when installing fence to completely enclose the new Equipment Shed and existing Maintenance Yard.
During construction of the new fence, a security perimeter around the Maintenance Yard shall be maintained at all times to prevent unauthorized access to the Project.
3.2 FENCE CONCRETE FOOTINGS
Fence concrete footings shall be designed in accordance with ACI 318 , taking into account freeze-thaw cycles within the concrete mix design.
All new concrete shall have a minimum compressive strength of 4,000 psi at 28 days.
3.3 FENCE GROUNDING
Provide grounding for fences with a ground rod at each fixed gate post and at each corner post. Drive ground rods until the top is 12 inches below grade. Attach a No. 4 AWG copper conductor, by exothermic weld to the ground rods and extend underground to the immediate vicinity of fence post. Lace the conductor vertically into 12 inches of fence mesh and fasten by two approved bronze compression fittings, one to bond wire to post and the other to bond wire to fence. Each gate section must be bonded to its gatepost by a 1/8 by one inch flexible braided copper strap and ground post clamps. Clamps must be of the anti-electrolysis type.
3.4 CONCRETE SPOILS
All concrete spoils shall be hauled off site at the Contractor's expense.
3.5 GULLIES, DITCHES, AND ABRUPT DEPRESSIONS
In crossing gullies, ditches, and abrupt depressions, where the bottom line of the fence as normally constructed leaves an unfenced opening beneath the bottom fence wire strand exceeding 24 inches, a tie down, additional posts or additional posts with wire between line posts shall be provided across said opening with barbed wire, in a manner approved by the Contracting Officer to assure that at no point along the fence will there be side openings or bottom openings exceeding 24 inches in dimension.
3.6 EXISTING FENCE REMOVAL
3.6.1 Internal Fences of Equipment Shed
The Contractor shall remove existing fence and posts. The Contractor shall be responsible for design of the new fence line. Cut existing posts flush with the top of the footing. Fill the remaining pipe solid with concrete. Ensure that the remaining post is smooth and does not have sharp edges. Existing post footings shall remain in place. be removed and backfilled with well compacted gravel to ensure no settlement. Grade excavated holes to blend into the surrounding topography. Backfill material shall be clean gravel. Existing conduit attached to the fence will be demolished by the Government. No electrical work is required as part of this Contract.
