SUMMARY OF CHANGES
1. The due date for receipt of proposals remains unchanged. Proposals are due no later than 2:00 pm, local time, on July 10, 2009.
2. Offerors must acknowledge receipt of this amendment. See Block No. 11 of Standard Form 30 for methods of acknowledging solicitation amendments.
3. The following changes have been made to the solicitation:
A. Technical Specification Section 01 11 01.00 28, Supplementary Requirements, Paragraph 1.22.5, Special Conditions: Modified paragraph to read, "Each complete installed winding for Main Units 1 through 4 and 7 through 12 shall have an extended warranty period of four (4) years after successful completion of tests and acceptance in accordance SECTION 48 13 16.00 26 GENERATOR REWIND, for each main unit."
B. Technical Specification Section 48 13 16.00 26 Generator Rewind, paragraph 2.13.1 Stator Core (Optional), General – last sentence modified to read, "The completion date for the stator core un-stacking and re-stacking utilizing Government-furnished spare stator laminations must be completed as stated in clause 52.211-10 Commencement, Prosecution, and Completion of Work."
C. Section 00700, Contract Clauses, FAR 52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK, is changed as shown below.

SECTION 00700 - CONTRACT CLAUSES
52.211-10 COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (APR 1984)
The Contractor shall be required to (a) commence work under this contract within 14 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than the dates listed below:
(1) The Contractor shall complete all work for the 10 main unit generator rewinds, 2 per year, by not later than 31 December 2014. All work for each two (2) main units, including all exercised optional items, except CLINs 1009, 2009, 3009, 4009 and 5009, shall be completed by the respective end date of each year listed below. The Contractor is required to demobilize at the end of each period noted below.
i. First work window: Main Units 2 and 7 will be available 1 July 2010 through 31 December 2010.
ii. Second work window: Main Units 1 and 4 will be available 1 July 2011 through 31 December 2011.
iii. Third work window: Main Units 3 and 8 will be available 1 July 2012 through 31 December 2012.
iv. Fourth work window: Main Units 9 and 10 will be available 1 July 2013 through 31 December 2013.
v. Fifth work window: Main Units 11 and 12 will be available 1 July 2014 through 31 December 2014.
(2) If optional items 1009, 2009, 3009, 4009, or 5009 to install Government-furnished Stator Core and Furnish Spare Core are exercised for a main unit during the work window included in (1) above, the new completion date for that main unit is no later than 210 calendar days after the date of the modification to exercise the option. The completion date for furnishing the spare core to the Government, f.o.b. destination, shall be prior to the start of the next construction work window of 1 July.
(3) The First Year of the bid schedule will commence within 10 calendar days after receipt of Notice to Proceed.
The Second Year period shall commence no earlier than 15 October 2010; the Third Year no earlier than 15 October 2011; the Fourth Year no earlier than 15 October 2012; the Fifth Year no earlier than 15 October 2013.
(4) The Contractor shall complete final submission of O&M manuals and all spare parts within 30 calendar days after completion of the first unit outage (first two (2) units). If any changes are required to the O&M manuals in subsequent years, they shall be re-submitted with the changed material incorporated. The Contractor shall complete final submission of working “as-built” contract drawings (see Section 01 11 01.00 28) and final approved versions of Contractor prepared drawings (see Section 01 33 00) by not later than 30 calendar days after completion of work in (1) above.
(5) The Contractor shall complete final cleanup and demobilization by not later than 15 calendar days after completion of work for each unit outage yearly (every two (2) units).

52.217-7 OPTION FOR INCREASED QUANTITY--SEPARATELY PRICED LINE ITEM (MAR 1989)
The Government may require the delivery of the numbered line item, identified in the Schedule as an option item, in the quantity and at the price stated in the Schedule. The Contracting Officer may exercise the option by written notice to the Contractor within 10 calendar days after the Government’s receipt of required inspections and/or reports. Completion of added items shall occur within the stated completion dates under clause 52.211-10, Commencement, Prosecution, and Completion of Work, except for optional CLINs 1009, 2009, 3009, 4009 and 5009. If these optional items are exercised for a main unit, the completion date for that main unit shall be no later than 210 calendar days after the award date of the modification to exercise the option."

52.246-17 WARRANTY OF SUPPLIES OF A NONCOMPLEX NATURE (JUN 2003) - ALTERNATE V(APR 1984)
(a) Definitions. As used in this clause--
Acceptance means the act of an authorized representative of the Government by which the Government assumes for itself, or as an agent of another, ownership of existing supplies, or approves specific services as partial or complete performance of the contract.
Correction means the elimination of a defect.
Supplies means the end item furnished by the Contractor and related services required under the contract. The word does not include "data."
(b) Contractor's obligations. (1) Notwithstanding inspection and acceptance by the Government of supplies furnished under this contract, or any condition of this contract concerning the conclusiveness thereof, the Contractor warrants that for four (4) years after the completion of the 72-hour Government operational acceptance test for each generator –
(i) All supplies furnished under this contract will be free from defects in design, material or workmanship and will conform with all requirements of this contract; and
(ii) The preservation, packaging, packing, and marking, and the preparation for, and method of, shipment of such supplies will conform with the requirements of this contract.
(2) When return, correction, or replacement is required, transportation charges and responsibility for the supplies while in transit shall be borne by the Contractor. However, the Contractor's liability for the transportation charges shall not exceed an amount equal to the cost of transportation by the usual commercial method of shipment between the place of delivery specified in this contract and the Contractor's plant, and return.
(3) Any supplies or parts thereof, corrected or furnished in replacement under this clause, shall also be subject to the terms of this clause to the same extent as supplies initially delivered. The warranty, with respect to supplies or parts thereof, shall be equal in duration to that in paragraph (b)(1) of this clause and shall run from the date of delivery of the corrected or replaced supplies.
(4) All implied warranties of merchantability and "fitness for a particular purpose" are excluded from any obligation contained in this contract.
(c) Remedies available to the Government. (1) The Contracting Officer shall give written notice to the Contractor of any breach of warranties in paragraph (b)(1) of this clause within 30 calendar days after discovery of the defect.
(2) Within a reasonable time after the notice, the Contracting Officer may either--
(i) Require, by written notice, the prompt correction or replacement of any supplies or parts thereof (including preservation, packaging, packing, and marking) that do not conform with the requirements of this contract within the meaning of paragraph (b)(1) of this clause; or
(ii) Retain such supplies and reduce the contract price by an amount equitable under the circumstances.
(3)(i) If the contract provides for inspection of supplies by sampling procedures, conformance of supplies or components subject to warranty action shall be determined by the applicable sampling procedures in the contract.
The Contracting Officer--
(A) May, for sampling purposes, group any supplies delivered under this contract;
(B) Shall require the size of the sample to be that required by sampling procedures specified in the contract for the quantity of supplies on which warranty action is proposed;
(C) May project warranty sampling results over supplies in the same shipment or other supplies contained in other shipments even though all of such supplies are not present at the point of reinspection; provided, that the supplies remaining are reasonably representative of the quantity on which warranty action is proposed; and
(D) Need not use the same lot size as on original inspection or reconstitute the original inspection lots.
(ii) Within a reasonable time after notice of any breach of the warranties specified in paragraph (b)(1) of this clause, the Contracting Officer may exercise one or more of the following options:
(A) Require an equitable adjustment in the contract price for any group of supplies.
(B) Screen the supplies grouped for warranty action under this clause at the Contractor's expense and return all nonconforming supplies to the Contractor for correction or replacement.
(C) Require the Contractor to screen the supplies at locations designated by the Government within the contiguous United States and to correct or replace all nonconforming supplies.
(D) Return the supplies grouped for warranty action under this clause to the Contractor (irrespective of the f.o.b.
point or the point of acceptance) for screening and correction or replacement.
(4)(i) The Contracting Officer may, by contract or otherwise, correct or replace the nonconforming supplies with similar supplies from another source and charge to the Contractor the cost occasioned to the Government thereby if the Contractor--
(A) Fails to make redelivery of the corrected or replaced supplies within the time established for their return; or
(B) Fails either to accept return of the nonconforming supplies or fails to make progress after their return to correct or replace them so as to endanger performance of the delivery schedule, and in either of these circumstances does not cure such failure within a period of 10 days (or such longer period as the Contracting Officer may authorize in writing) after receipt of notice from the Contracting Officer specifying such failure.
(ii) Instead of correction or replacement by the Government, the Contracting Officer may require an equitable adjustment of the contract price. In addition, if the Contractor fails to furnish timely disposition instructions, the Contracting Officer may dispose of the nonconforming supplies for the Contractor's account in a reasonable manner.
The Government is entitled to reimbursement from the Contractor, or from the proceeds of such disposal, for the reasonable expenses of the care and disposition of the nonconforming supplies, as well as for excess costs incurred or to be incurred.
(5) The rights and remedies of the Government provided in this clause are in addition to and do not limit any rights afforded to the Government by any other clause of this contract.
(6) The Contractor shall be liable for the reasonable costs of disassembly and/or reassembly of larger items when it is necessary to remove the supplies to be inspected and/or returned for correction or replacement.

SECTION 00800 - SPECIAL CONTRACT REQUIREMENTS
The following have been modified:
PERFORMANCE & PAYMENT BONDS
If the successful offeror, upon acceptance of its proposal by the Government within the period specified for acceptance, fails to execute all contractual documents or furnish executed performance and payment bonds within 21 calendar days after receipt of the contract award forms by the offeror, the Contracting Officer may terminate the contract for default.
100% performance and payment bonds are required for the performance period of the contract (the period stated in FAR Clause 52.211-10, Commencement, Prosecution, and Completion of Work) and the one-year construction warranty period (FAR 52.246-21, Alternate I, Warranty of Construction), in accordance with FAR Clause 52.228-15, Performance and Payment Bonds – Construction (NOV 2006).
No bonds are required for the extended warranty period of the complete installed windings covered under FAR Clause 52.246-17, Warranty of Supplies of a Noncomplex Nature (JUN 2003) – Alternate V (APR 1984).
The extended warranty period of these items will begin after completion of the 72-hour Government operational acceptance test.

SUPPLEMENTARY REQUIREMENTS
PART 1 GENERAL
The work covered by this section of the specifications consists of work common to more than one section of these TECHNICAL SPECIFICATIONS.
1.1 REFERENCES
The publications listed below form a part of this specification to the extent referenced. The publications are referred to in the text by the basic designation only.

1.2 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with SECTION 01 33 00 SUBMITTAL PROCEDURES:

1.3 WORK SCHEDULES
1.3.1 Contractor's Schedule
At the prework meeting, the Contractor shall bring a hardcopy of their initial project schedule in accordance with Clause 52-236-15 Schedule for Construction that meet the requirements of SECTION 01 32 01.00 28 Project Schedule. The Contractor shall discuss their planned work schedule that includes working hours, overtime work hours, shift hours, and the days worked.
1.3.2 Government's Schedule
The maintenance crews at the dam work from 6:30 a.m. to 5:00 p.m., Monday through Thursday. The administrative staff at the dam works Monday through Friday. Crews and staff do not work on weekends and Federal holidays. A powerhouse operator is at the site 24 hours a day, 7 days a week, including Federal holidays but is not available to assist the Contractor.
If the Contractor requires Government support or assistance outside of normal work hours, the Contractor must make a formal written request to the Contracting Officer at least one week prior to the request date. The Government will review this request, but there is no guarantee that Government support or assistance can be provided.
1.4 USE OF WALLA WALLA DISTRICT PARKS
Special consideration for the use of the Walla Walla District Camping Grounds will not be given to the Contractor if they plan on camping at these sites.
The Contractor's crew may not use parking lots near McNary Lock and Dam for RV parking.
1.5 SANITATION FACILITIES
The Government's restrooms on the Project will not be available for use by Contractor personnel. The Contractor shall furnish sanitation facilities in accordance with EM 385-1-1. All facilities shall be located outside the Powerhouse. The location of all facilities will be subject to Contracting Officer approval. The Contractor shall provide freeze protection during the months October through March to prevent any spillage.
1.6 REGULAR CLEANUP AND DEBRIS DISPOSAL
All debris resulting from the work regardless of size, such as packing cases, scrap lumber, metal grindings, and all other debris shall be collected and removed from the project site daily and disposed of in a legal manner. All costs for removing debris shall be incidental to the work, and no separate payment will be made therefore. The Government's trash cans, dumpsters, etc. shall not be used.
1.7 EQUIPMENT LIST
The Contractor shall furnish a complete list of all equipment to be used on the project, in duplicate, within 15 calendary days prior to each mobilization on site. The Contractor shall submit a revised list in the event of change of equipment. Lists shall include rented equipment as well as lease-purchase or sale-leaseback equipment. The initial list and the revised lists shall indicate dates equipment is assigned to or removed from the project and adequate identification or description of each item of equipment including manufacturer's name (abbreviated), model number, manufacturer's serial number, year of manufacture, and Contractor's assigned serial or record number.
1.8 TESTING OF EQUIPMENT
Before any machinery or mechanized equipment is put to use on the job, it shall be inspected and tested by a qualified person and determined to be in safe operating condition. Cranes or derricks shall be tested by the Contractor or a qualified testing agency in accordance with EM 385-1-1.
Equipment shall be large enough to safely handle proposed picks or tasks without exceeding the crane rating established by these tests.
1.9 DISPOSITION OF REMOVED EQUIPMENT
All existing equipment removed and not reinstalled shall become the property of the Contractor, removed from the Project site, and disposed of in a legal manner.
1.10 PROTECTION AND RESTORATION OF EXISTING FACILITIES
The Contractor shall take precautions to prevent damage to existing facilities while performing work under this contract. Upon completion of the work, all the existing facilities not included as a portion of the work shall be left in a condition better than or equal to the condition existing at time of contract award. Costs for maintenance, repair and restoration of any facilities shall be considered as incidental to and included in The Schedule prices.
The Contractor shall conduct a prework survey and a post-work survey of the Government facilities at the proposed work areas. The results of the surveys shall be documented by digital photographs and descriptive narrative reports. A color copy of the survey photographs and narrative reports shall be submitted to the Contracting Officer.
1.11 CARE OF DRAINS
Existing powerhouse floor drains shall not be used for disposal of any solid material or any liquids other than clear water. The Contractor shall demonstrate that the pipes and drains are unobstructed when so directed.
1.12 PROTECTION OF POWERHOUSE FLOORS
Care shall be taken to prevent damage to tile floors within the powerhouse. Minimum protection shall include continuous cover of three-layer, oil-impervious craft paper over traffic, storage and work areas. Place continuous layer of 3/4-inch-thick plywood on floor areas to receive equipment or stored items. Pipe trenches shall remain accessible even if covered. All designations relating to fire protection equipment that get covered shall be remarked after covering. Provide additional blocking and timbers when required. Also protect other surfaces of work.
Damage to floor, walls or equipment caused by Contractor's operation shall be repaired at no additional cost to Government. Repairs shall match surrounding area in color, texture, and surface finish and are subject to approval. Work in the powerhouse shall not start until floor protection meets the requirements of the contract. The floor protection shall be removed after each unit outage (two (2) units) and damaged or deteriorated plywood shall not be re-used.
1.13 AIR PURITY CONTROL IN THE POWERHOUSE
The Contractor shall take such measures as are necessary to effect maximum control, and prevent escape into the powerhouse, of all dust and fumes created by operations under this contract. To the maximum extent possible, all dust and dirt shall be removed by vacuum cleaning. At least 10 working days prior to commencement of work in the powerhouse, the Contractor shall submit for approval, in writing, his proposed air purity control program.
Air purity control program shall include the following:
a. Adequate isolation and ventilation of air arcing, welding, burning, and grinding operations.
b. Provision of exhaust ducts that shall discharge outside the powerhouse structure where mechanical ventilation is used.
c. Controlled operation of power driven tools.
d. Furnishing and removing of oiled sawdust or other dust preventatives in areas that cannot be properly rendered free from excessive dusting by vacuum cleaning or other methods.
e. Vacuum cleaning of spaces within the work areas where dust accumulates.
f. Air-, electrical-, or battery-driven equipment may be used inside the powerhouse.
g. Internal-combustion engine powered equipment will not be permitted to operate inside the powerhouse unless exhausted to the exterior except for short periods of time to unload materials and equipment.
Depending upon the Contractor's plant, equipment, and methods of operation, additional provisions for satisfactory air purity control will be required and shall be included in the proposed air purity-control program.
1.14 MAIN UNIT AVAILABILITY AND ACCESS
Unless otherwise notified by the Contracting Officer, Main Unit 2 and Main Unit 7 will be rewound first. The first two (2) units rewound shall be completed and accepted prior to the outage of the next two (2) units. The unit outages are specified in the Contract Clauses. The Contractor shall allow for 8 calendar days for the dewatering effort by the Government and 3 calendar days for the water up effort. The Contractor shall provide a minimum of 48 hours advance notice to the Government for availability of the main units. The Government will arrange for the unit outages. An attempt will be made to make the units available on the date the Contractor desires, and in accordance with the approved site schedule however, power demands and emergency maintenance requirements may limit unit availability. Should this occur, the Contractor will be notified. The first day of availability shall not be a weekend day. Scheduling of each main unit water up shall occur between Mondays through Thursdays.
1.14.1 Access To Scroll Case
Access to the scroll case shall be through the 3-foot square hatch located in the Generator Bay floor on El. 267. The Government's personnel hoists will be available for Contractor's use.
1.14.2 Test Equipment
Two (2) adjacent units will be made available for the efficiency tests described in SECTION 48 13 16.00 26 GENERATOR REWIND. One (1) unit is used to drive the test unit and the other unit is used to provide power to the exciters of the drive and test units. If an alternate power source is needed for the test, the Contractor shall provide it. The Contractor shall provide all necessary labor to perform the test.
1.15 PARTNERING
The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors by formally partnering this contract. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objectives are effective and efficient contract performance and intended to achieve completion within budget, on schedule, and in accordance with plans and specifications. This partnership would be bilateral and a neutral third party facilitator be used that is agreeable to both sides and participation will be totally voluntary. Any costs associated with effectuating this partnership will be agreed to by both parties and will be shared equally with no change in contract price. To implement this partnership initiative, the third party facilitator shall meet individual with the Contractor's on-site project manager and the Government's Resident Engineer to develop an understanding of project requirements and both sides concerns. Within 15 days after Notice to Proceed the initial partnering meeting with the Contractor's on-site Project Manager and the Government's Resident Engineer will attend a one or two-day partnership development seminar/team building workshop together with the Contractor's key on-site staff and key Government personnel led by the third party facilitator. Follow-up workshops of 1 or 2 days durations would be held periodically throughout the duration of the contract as agreed to by the Contractor, and the Government.
1.16 POST AWARD MEETINGS
1.16.1 Pre-Work Meeting
Approximately 10 days after receipt of Notice to Proceed, the Contractor shall attend a Pre-Work meeting at McNary Project. Senior Level members of the Contractor's staff involved with this contract shall participate in this meeting to discuss the overall contract requirements. The Contracting Officer Representative will lead this meeting and take the meeting minutes.
1.16.2 Pre-Construction Meeting
The Project Superintendent shall coordinate with the Contracting Officer and establish the date of the Pre-Construction Meeting. The meet will be held at the project site at least one (1) week prior to mobilizing to the job site. The Project Superintendent shall lead the Pre-Construction meeting discussing the Contractor's plan on executing the work at the project site, schedule, required clearances and timeframe for them, and plan for implementing safety and quality control. The Contracting Officer
Representative will have key members from the Project staff to discuss environmental and clearance issues. Key members of the Contractor staff shall attend this meeting including the Quality Control (QC) System Manager, Project Manager, Project Scheduler, Health and Safety Manager, and key members of major subcontracts.
The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 48 hours of the meeting to the Government's Contracting Officer Representative, Quality Assurance Representative, and Resident Engineer.
Anytime the Contractor demobilizes from the site and remobilizes at a later date, another Pre-Construction meeting shall be held and shall follow the requirements listed above.
1.17 WEEKLY PRODUCTION MEETINGS
During all onsite construction work the Project Superintendent shall lead a weekly production meeting using the attached agenda to brief the Contracting Officer Representative on the status of the project. All elements listed in the agenda shall be thoroughly discussed. For example, the Project Superintendent shall provide the Government a three (3) week "look-ahead" that describes all the planned construction activities, onsite and offsite, over the next three (3) weeks as outlined in SECTION 01 32 01.00 28 PROJECT SCHEDULE, paragraph Weekly Production Meetings.
These activities shall align to the overall construction schedule submitted under SECTION 01 32 01.00 28 PROJECT SCHEDULE, and if the three (3) week "look-ahead" differs from the construction schedule, the construction schedule shall be updated to refer these changes by the next scheduled update. Key members of the Contractor's staff shall attend this meeting, including the Quality Control manager, who is responsible for discussing QC aspects of the work as outlined under SECTION 01 45 04.00 28 CONTRACTOR QUALITY CONTROL. The Government reserves the right to require any person from the Contractor's staff, such as the Project Manager, Engineer, scheduler, etc., or key subcontractor personnel to attend this meeting, if the Government feels their participation is required.
The Project Superintendent shall be responsible for taking the meeting minutes and shall send them electronically within 24 hours of the meeting to the Government's Contracting Officer Representative, Quality Assurance Representative, Site Safety Manager, and Resident Engineer.
A Weekly Production Meeting template is included at the end of this SECTION.
1.18 MAINTAIN WORKING AS-BUILT CONTRACT DRAWINGS
The Contractor shall maintain a current and accurate record of the work as actually constructed in the form of working as-built drawings by marking as-built conditions on the contract drawings. All as-built drawings prepared by the Contractor for this contract shall conform dimensionally to Drawing No. WWD-40-33-01. As-built drawings shall incorporate all deviations from the design and modifications to the contract, however minor. Blue pencil shall be used to mark information added to the drawings and red pencil shall be used to mark information deleted from the drawings. Contract drawings shall be maintained on-site during construction.
The completeness and accuracy of the marked as-built drawings must be verified by Contracting Officer Representative personnel prior to submission of progress payment requests. The working as-built drawings shall be submitted to the Contracting Officer after all as-built conditions have been marked on the working as-built contract drawings.
1.19 PROJECT SUPERINTENDENT QUALIFICATIONS
The Project Superintendent shall be technically qualified to supervise the installation, preparation, and testing of stator bars and cores, rewinding stators, disassembly and reassembly of hydraulic turbine driven generators, and perform field tests shall be present at the work site at all times.
The representative shall report immediately in writing to the Contracting Officer any work not in accordance with the manufacturer's recommendation or any special conditions which may result in an unsatisfactory job. The Project Superintendent shall be employed by the Prime Contractor and shall be at the work site any time active work is underway. The Project Superintendent shall have supervised the disassembly, rewind, and reassembly of at least two (2) similar units of 50 MW or larger over the past ten years, and at least five (5) years experience working as a supervisor on similar projects. The Project Superintendent's qualifications shall be submitted in resume format to the Contracting Officer for approval.
1.20 KEY PERSONNEL SUBSTITUTION
If the Contractor plans on replacing any Key personnel (Project Superintendent, CQC System Manager, or CQC staff Members) they must have the approval of the Contracting Officer and the new personnel qualifications must meet or exceed the personnel they are replacing.
1.21 RED ZONE MEETING
Within one (1) month of completing the project or when the project is 80 percent completed, the Contractor’s Superintendent will set up and lead a Red Zone meeting. The Contractor’s Superintendent shall contact the Contracting Officer to Schedule this meeting. The Government’s representative will include the Contracting Officer, key personnel from the Project, Project Engineer, Quality Assurance Representative, and Resident Engineer. The key people from the Contractor shall be, at a minimum, the Project Superintendent, Quality Control System Manager, Scheduler, key subcontractors personnel, and Project Manager.
The purpose of this meeting is develop an overall schedule for all activities required by both the Government and Contractor and to complete the project through commissioning, reference SECTION 48 08 00.00 28 COMMISSIONING OF HYDRAULIC TURBINE GENERATOR UNITS. The Government will come prepared with all their activities, key dates, and durations for all work required by the Government to complete the project. The Contractor shall provide the same information for all of their activities. The Contractor’s scheduler shall input all of this information into the Contractor’s project schedule during the meeting.
This schedule will be updated weekly, or as needed, based on the information from the weekly production meetings for both the Government and Contractor activities.
1.22 WARRANTY MANAGEMENT
1.22.1 Warranty Management Plan
Develop a warranty management plan which contains information relevant to the clause Warranty of Construction in Section 00700. At least 30 days before the planned pre-warranty conference, submit the warranty management plan for Government approval. Include within the warranty management plan all required actions and documents to assure that the Government receives all warranties to which it is entitled. The plan shall be in narrative form and contain sufficient detail to render it suitable for use by future maintenance and repair personnel, whether tradesmen, or of engineering background, not necessarily familiar with this contract. The term "status" as indicated below must include due date and whether item has been submitted or was accomplished. Assemble approved information in a binder and turn over to the Government upon acceptance of the work. The construction warranty period will begin on the date of Main Unit acceptance and continue for the full product warranty period. Include within the warranty management plan, but not limited to, the following:
a. Roles and responsibilities of all personnel associated with the warranty process, including points of contact and telephone numbers within the organizations of the Contractors, subcontractors, manufacturers or suppliers involved.
b. Listing and status of delivery of all Certificates of Warranty for extended warranty items.
c. A list for each warranted equipment, item, feature of construction or system indicating:
(1) Name of item.
(2) Model and serial numbers.
(3) Location where installed.
(4) Name and phone numbers of manufacturers or suppliers.
(5) Names, addresses and telephone numbers of sources of spare parts.
(6) Warranties and terms of warranty. Include one-year overall warranty of construction. Items which have extended warranties must be indicated with separate warranty expiration dates.
(7) Cross-reference to warranty certificates as applicable.
(8) Starting point and duration of warranty period.
(9) Summary of maintenance procedures required to continue the warranty in force.
(10) Cross-reference to specific pertinent Operation and Maintenance manuals.
(11) Organization, names and phone numbers of persons to call for warranty service.
(12) Typical response time and repair time expected for various warranted equipment.
d. Procedure and status of tagging of all equipment covered by extended warranties.
e. Copies of instructions to be posted near selected pieces of equipment where operation is critical for warranty and/or safety reasons.
1.22.2 Pre-Warranty Conference
Prior to contract completion, and at a time designated by the Contracting Officer, meet with the Contracting Officer to develop a mutual understanding with respect to the requirements of this SECTION.
Communication procedures for Contractor notification of construction warranty defects, priorities with respect to the type of defect, reasonable time required for Contractor response, and other details deemed necessary by the Contracting Officer for the execution of the construction warranty will be established/reviewed at this meeting. In connection with these requirements and at the time of the Contractor's quality control completion inspection, furnish the name, telephone number and address of a licensed and bonded company which is authorized to initiate and pursue construction warranty work action on behalf of the Contractor. This point of contact shall be located within the local service area of the warranted construction, be continuously available, and be responsive to Government inquiry on warranty work action and status. This requirement does not relieve the Contractor of any of its responsibilities in connection with other portions of this provision.
1.22.3 Contractor's Response to Construction Warranty Service Requirements
Following oral or written notification by the Contracting Officer, respond to construction warranty service requirements in accordance with the " Construction Warranty Service Priority List" and the three (3) categories of priorities listed below. Submit a report on any warranty item that has been repaired during the warranty period. Include within the report the cause of the problem, date reported, corrective action taken, and when the repair was completed. If the Contractor does not perform the construction warranty within the timeframes specified, the Government will perform the work and backcharge the Contractor.
a. First Priority Code 1. Perform onsite inspection to evaluate situation, and determine course of action within 48 hours of notification, initiate work within 72 hours of notification and work continuously to completion or relief.
b. Second Priority Code 2. Perform onsite inspection to evaluate situation, and determine course of action within 7 days of notification, initiate work within 8 days of notification and work continuously to completion or relief.
c. Third Priority Code 3. All other work to be initiated within 3 work days of notification and work continuously to completion or relief.
d. The "Construction Warranty Service Priority List" is as follows:
(1) Code 1 - anything that affects power generation.
(2) Code 2 - anything that has a redundant system, i.e. sensors, gauges.
(3) Code 3 - all other work.
1.22.4 Warranty Information
At the time of installation, submit a complete list of all warranted items in Microsoft Excel (or equivalent) format. Each item shall contain the following information:

GENERATOR REWIND
PART 1 GENERAL
1.1 GENERAL
This SECTION covers the technical specifications for supplying ten (10) new stator windings, including the bars, circuit rings, blocking, winding materials, all accessories specified herein, and spare parts. Work includes removing the old windings from the stator of ten (10) main units, preparing the stators of ten (10) units for rewinding, and installing the new stator windings and accessories in these ten (10) units. It also covers inspecting, cleaning, testing, and painting the rotors of these ten
(10) units. In addition, the Contractor shall furnish and install new wires for the lighting inside the generator housing. At the option of the Government, work would include un-stacking one stator core, re-stacking it with Government-furnished stator laminations, and furnishing one new spare core. Windings provided are for Units 1-4 and 7-12 only.
