EDMS Questions and Answers
1. Is DLA looking for a contractor to purchase and manage the COTS tool (ENFOS) and environment? Or, are they looking to see if there are other COTS tools that provide similar capability?
a. ANSWER: DLA is seeking quotes from competent sources that can either provide ENFOS or a suitable substitute with similar capabilities in a subscription license. Perpetual licenses will be considered.
2. Who is the current incumbent? If there is a current incumbent, do they deploy and manage the ENFOS tool?
a. ANSWER: This is requirement is for software only. There is no “incumbent.”
3. SOW, Section 4.0, Table 1, Item 1 specifies that the COTS SaaS solutions should have ENFOS Core and ENFOS Environmental Data Management System Software as a Service (SaaS). Please also refer to the requirement right above the Table 1 – Bill of Materials as quoted, “Section 4.2 will describe the salient characteristics of Item 1”. So we can infer that DLA has already procured the ENFOS Core. What more is DLA expecting to procure in this RFQ above and beyond that?
a. ANSWER: DLA does not currently own ENFOS or any other software that satisfies this requirement. DLA intends to evaluate all responses for technical acceptability on the basis of the terms listed in the RFQ and the specifications identified in the SOW. This is not a request to purchase and deploy ENFOS. Rather, ENFOS was evaluated and specific features identified as the basis for acceptable level of performance in any competing solution.
