The purpose of this document is to provide general guidelines for signs displayed at project sites for projects funded under the Bipartisan Infrastructure Law, also known as the Infrastructure Investment and Jobs Act.
The first part of this document pertains to signs for projects funded under the Bipartisan Infrastructure Law that are not installed in the highway right-of-way. For highway signage guidance that is MUTCD compliant please see pages 10 and 11
For all other signs please start here.
This document provides information about the Building A Better American logo mark as well as how logos, marks and seals of state, cities and counties on can be incorporated into signage. Variations and Usage
There is one approved mark associated with the Building A Better America logo.
To preserve the integrity of the Building A Better America logo mark, make sure to apply them correctly. Altering, distorting, or recreating the ‘marks’ in any way weakens the power of the image and what it represents.
Layout and design of signs and communication materials will vary, so care must be taken when applying the logo mark.
The colors, graphics and fonts used should conform to graphic standards.

MEMORANDUM FOR COMMANDERS, MAJOR SUBORDINATE COMMANDS,
CHIEFS, AND OPERATIONS DIVISIONS
SUBJECT: Signage for Bipartisan Infrastructure Law (BIL)
1. REFERENCE. Controller Alert and Executive Order 14052
2. TERMINOLOGY. All references to “BIL projects” in this memorandum are understood to be equivalent with “Infrastructure Investment and Jobs Act (IIJA)”, the Bipartisan Infrastructure Law (BIL) or “Building a Better America”.
3. PURPOSE. Ensure official “Building a Better America” emblem is displayed at BIL projects.
4. POLICY IMPLEMENTATION. The following are key takeaways from the Controller Alert and Executive Order 14052.
a. Operations Project Managers (OPMs) during execution of BIL/IIJA projects will ensure that the requirements for signage displayed by contractors and/or USACE projects will include the “Building a Better America” emblem on the construction/project signs. LINK TO EMBLEM INFORMATION: https://www.whitehouse.gov/wp-content/uploads/2022/08/Building-A-Better-America-Brand-Guide.pdf
b. Operations personnel during the mobilization phase and/or construction phase will ensure the contract details include the “Building a Better America” emblem on required construction site signage. For Operations and Maintenance contracts, if the original contract excluded or omitted this requirement, OPMs may purchase signs locally through USACE sign shops or through UNICOR that meet the attached standard.
c. Operations personnel will ensure the construction sign with the “Building a Better
America” emblem remains visible to the public if in a location assessable to the public and in good and professional condition.
d. In coordination with Contracting Office, OPMs should verify current contract requirements for awarded projects and should coordinate with the Contracting Officer on projects yet to be awarded to include requirements and specification in contract clauses.

e. See the enclosure for an example of the Corps Construction Identification sign.
This sign type provides the project name, District, contractor and engineer firm if applicable. Sign specification, logo and design have been sent to UNICOR. If procured locally, care should be taken to accurately maintain the scalable format and to use proper font type and colors.
f. Signs will be adequately sized for public visibility and placed in a safe location in sight of active work.
5. Please direct any questions on sign design and procurement to Mr. Keith Hyde, National Sign Program Manager, at (208) 954-7120 or Keith.B.Hyde@usace.army.mil.
