1.3 Background

The Drift Yard is located approximately 3.5 miles northwest of Clark Fork, Idaho off of State Highway #

200. The debris booms to receive maintenance and repairs consist of sections of approximately 6400 linear feet of shear booms located in three different locations beginning at the mouth of the Clark Fork River and ending at the debris collection holding area further north. More detailed descriptions of the facility components can be found in Part 6. Boom structure designations are boom sites “A” (Upper and Lower), “B”, and “C” (Upper and Lower/Holding Facility) as shown in Part 7, Attachment 1: Overview of Facility.

The floating boom structures or, Shear Booms, consist of three to four floating logs of various lengths laid parallel to each other two to three feet apart. The Shear Booms are anchored to a group of three piles embedded into the river bottom, henceforth referred to as Dolphins. In addition to the floating shear booms, String Booms consist of single logs connected at either end with a chain and anchored to Dolphins. These booms float horizontally.

1.4 Objective

Complete repair, replacement and debris removal for the damaged sections of the boom system as specified in the PWS and Specifications. The goal is to prevent floatable debris from getting beyond the control point provided by the booms and causing navigation hazards in the lower river or lake.

1.5 Description of Services

The contractor shall perform the necessary services and construction to replace, repair and maintain the boom system as detailed in the following paragraphs:

1.5.1 General Inspections

Visual inspections shall be initiated as soon as possible, depending on weather and lake/river conditions and COR availability, to view and assess the condition of the elements contained in this SOW. The elements to be repaired or replaced will be noted and compiled in the Inspection Report described in Section 4.1.9 for approval by the COR.

1.5.2 General Repairs, Shear Face Planking—Upper A Boom Section

The repairs will consist of replacing up to five (5) missing, or damaged 2- by 12-inch shear face planking in Boom Section A, as directed by the COR. The exact areas will be marked on the booms by the Government prior to installation/replacement. All repairs will be completed in accordance to Reference Drawing DY 2007-1 in Part 7 Attachment 2, unless otherwise directed by the COR.

1.5.3 Dolphin Repairs

Please refer to Reference Drawing DY 2007-1 in Part 7 Attachment 2 and the Dolphin Detail drawing in Part 7 Attachment 3 for technical details of the scope described here.

Dolphin 11 (Base) Bracket Repair or Replacement: Dolphin 11 requires replacement of one cable retaining bracket on one of its piles. The dolphins and piles in question will be marked by the Government prior to the start of work.

Dolphin 13 (Base) Pile Removal, Replacement, and Repair: Dolphin 13 repairs require that all three (3) piles be removed and replaced with new 13-inch (minimum) steel pipe piles (material specifications subject to Government approval; see steel pile details in parts c) and d) of this paragraph

The three (3) existing damaged and/or loose piles must be removed and disposed of appropriately. Pile removal may be by pulling the entire pile or by cutting the piling within 12 inches of the river bottom. Proposed removal strategy should be communicated to the Government through pre-construction submittals and approved prior to commencement of work. The piles being removed are treated with creosote and disposal shall comply with federal and state regulations.

Three (3) steel pipe piles will be driven in place of the removed piles in accordance with Dolphin Detail drawing in Attachment 3, and bound together at the top with steel cable.

The existing sheer booms affected by the pile work shall be attached or reattached to the Dolphins in accordance to Reference Drawing DY 2007-1 in Attachment 2.

Steel Pile details: Furnish and install steel pilings and associated hardware to construct or repair dolphins as the PWS calls for. Steel piles shall be 13-inch (minimum) diameter with one-half inch wall thickness. Piles shall be 'domestic made' and meet the requirements of ASTM A-252, Grade #2. Construction will comply with the layout and details as indicated in Attachment 2. Locations of the dolphins are shown on the attached sketch, and will be marked prior to work by the Government.

Pile length: All piles furnished for the dolphin and boom work will be fifty (50) feet on length. Piles will be driven to the top elevations (cut-off) shown on the plans or refusal.

In some cases, penetration into the river bed will be greater than the 15-foot minimum required. In the event of refusal with penetration less than 15 feet, the pile will be pulled, repositioned, and re-driven to obtain the minimum 15 foot depth. If refusal occurs after 15-foot penetration has been reached, the pile will be cut off at the appropriate top elevation. All piles will be capped as indicated in Section 3.1.2.

1.5.4 Shear Boom Repairs

1. Shear Boom number 33 (Base), approximately 102 feet, shown in Attachment 1, must be replaced in a single 102-foot single section (depending on the actual length).

2. Optional Shear Boom numbers 27 (approximately 103 feet), 29 (approximately 95 feet), 30 (approximately 97 feet), and 34 (approximately 100 feet), shown in Attachment 1, must be completely replaced. All shear booms must be replaced as a single section as that described for shear boom 33 above, based on inspection and as directed by the COR.

3. Upper C Shear Boom walkways and connector components must be replaced as described in Section 3.3.6, as directed by the COR.

1.5.5 General Maintenance

All maintenance activities recommended or required will be described in the Inspection Report, which will be approved by the COR. All maintenance tasks will be conducted as directed by the COR. Maintenance of Upper A (Base), and Lower A, B, and Upper C (Options) shear boom sections will consist of cleaning all debris and vegetation from boom surfaces, including sticks, weeds, grass, moss, and other debris. A high pressure washing system may be used to accomplish this.

Any floating logs, trees, snags, or debris that are hung up on, in, or under the Lower A, B, and Upper C shear booms and boom pilings will be removed and placed on the shear face side (upstream) of the boom so that it will end up in the holding area. The goal is to prevent floatable debris from getting beyond the control point provided by the booms and causing navigation hazards in the lower river or lake.

1.5.6 Rehab Upper C Shear Booms and String Booms (Optional Tasks)

Once debris removal is accomplished, an inspection of all the components of the shear and string boom structures shall be performed, as detailed in Part 3, and worn or broken sections repaired described below as directed by the COR.

1. String Booms Replace three (3) of eight (8) pilings and seven (7) string boom logs as marked by the Government. Debris containment booms will be inspected to identify excessive wear that could cause boom line failures. Any broken or disconnected chains will be replaced as directed by the COR. Any boom ends that show excessive anchor point wear will be re-drilled for chain installation, and the chain replaced, as directed by the COR.

2. Shear Booms All loose or missing fasteners or connector components (i.e., spikes, and lag screws, or bolts) will be replaced, as directed by the COR. All missing spikes will be replaced using lag screws. Any loose boards or planking will be refastened. Any broken or disconnected chains will be replaced. Any boom ends that show excessive anchor point wear will be re-drilled for chain installation, and chain will be replaced. All chain and chain anchors will be replaced as directed by the COR.

1.6 Delivery Date

The Contract Completion Date shall be 30 Sept 2018 given the appropriate lake levels for construction.

If lake levels ever become an impediment to executing the work, the Contractor shall inform the Government immediately.

1.6.1 Contract Completion Date and Restrictions

Summer lake levels are expected to remain at, or near maximum levels (2062.5-foot elevation), through the Labor Day holiday, after which Lake drawdown will start.

1.7 Site Visit

Contractor is encouraged to visit the site prior to submitting quotation.

1.8 General Information

1.8.1 Quality Control

The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this Performance Work Statement (PWS). The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The contractor shall maintain and submit upon request records of daily activities.

1.8.2 Superintendent

Contractor shall provide a superintendent at Drift Yard whenever work is being performed.

Superintendent shall also serve as the project Quality Control Manager and the Site Safety and Health Officer (SSHO), provided that person is qualified and experienced to perform all duties.

1.8.3 Place of Performance

The work to be performed under this contract will be performed at The Drift Yard, located approximately 3.5 miles northwest of Clark Fork, Idaho off of State Highway # 200.

1.8.4 Access and Coordination

Access to work areas will be coordinated with Craig Brengle, Albeni Falls Project representative ((208) 437-3133, x225) at least five working days prior to the start of work.

1.8.5 Contractor Staging Area

The Drift Yard storage building located at the south end of the debris holding area near the boat ramp will be designated as the Contractor staging area. The Contractor will be issued keys to this building and be required to maintain it as a secured controlled environment at all times. The area just west of the Drift Yard storage building can be used for the contractor vehicle and equipment parking. The contractor’s use of the adjacent areas must not interfere with the access and use of the boat ramp by the public and others.

1.8.6 Post Award Conference/Periodic Progress Meetings

The Contractor agrees to attend any post award conference convened by the Contracting Officer Representative (COR) or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the

COR will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

1.8.7 Contracting Officer Representative

The Government Contracting Officer Representative (COR) will be identified at the award of the contract. The COR monitors all technical aspects of contract fulfillment/construction and assists in contract administration. The COR is authorized to perform the following functions:

assure that the Contractor performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Contractor concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications; monitor Contractor's performance and notify both the Contracting Officer and Contractor of any deficiencies; and provide site entry of Contractor personnel. The COR is not authorized to change any of the terms and conditions of the contract. If any of the terms and conditions of the contract must be changed, the Contractor must communicate directly with the Contracting Officer.

1.9 Safety

The U.S. Army Corps of Engineers Safety and Health Requirements Manual, EM 385-1-1 (revised 30 November 2014), shall be considered a part of this contract and will be enforced as such.

1.10 Environmental Protection and Best Management Practices and Mitigation

Work under this contract involves activities in and near the Clark Fork River, waters of the State of Idaho. The contractor shall take all appropriate measures to prevent environmental pollution and damage that might result from repair and maintenance operations under this contract. If equipment or power tools using petroleum fuels are to be utilized during the work, at least one petroleum ‘spill kit’ shall be located at the work site for the duration of the work. Any spillage of oils shall be cleaned up immediately, and, if significant in size, reported to the State of Idaho, Department of Environmental Quality (DEQ) and the COR DEQ requires that spills over 25 gallons, spills that cannot be cleaned up within 24 hours, and spills resulting in a “sheen” on surface waters of the State of Idaho be reported to the DEQ office in Coeur d’Alene within 24 hours of the spill event.

To minimize environmental impacts during construction and maintenance activities, the Best Management Practices (BMPs) that will be implemented are listed below.

a) All treated wood products would be certified for use in an aquatic environment consistent with Idaho Department of Environmental Quality (IDEQ) guidance (2008) and produced in compliance with the Best Management Practices (BMPs) for the Use of Treated Wood in Aquatic and Other Sensitive Environments ("BMP Manual") published by the "Supporting Organizations" (2011 or as updated).

b) Pressure-treated wood will not be brushed, cleaned, or cut over water bodies.

c) No solvents or chemicals will be utilized in, over, or near water bodies and will be minimized or avoided to the extent practicable in the execution of all tasks described in this work statement.

Planned mitigation measures must be submitted as part of the Environmental Protection Plan (¶4.1.7(b) Aquatic Noise Mitigation Plan).

Bull Trout, a Threatened Species, inhabit the Clark Fork River during all times of the year, and use the Project for foraging, migration, and overwintering activities. The river has also been designated as critical habitat for bull trout. During periods of warmer weather, this fish species will likely take up residence in the cooler waters of Lake Pend Oreille. The construction schedule, including pile driving and other over- and in-water activities, will be described in the Environmental Protection Plan and coordinated with Albeni Falls Dam Natural Resource Management before such activities are initiated to ensure sufficient time to determine and mitigate bull trout presence.

The general fish protection criteria are based on avoiding peak pressures greater than 206 dB or cumulative sound exposure levels above 187dB. The pile driving parameters that will be employed are listed below.

a) Hammer or vibratory pile-driving equipment is allowed when driving steel piling into the lakebed during in-water work. In-water pile driving requires the use of a bubble curtain and a 6-inch minimum thick wood, rubber or synthetic cushion block between the driving apparatus and the pile while driving the piles. Bubble curtains shall be maintained according to manufacturer’s specifications. All pile driving must be completed within the construction window for fish beginning 01 July and ending 15 September. In order to allow sufficient time for environmental coordination, requests for extension of the construction window for fish must be provided to the COR at least three weeks in advance and shall not be implemented without COR approval. No in-water activities may be conducted before 01 July to 15 September without prior COR approval.

6. Part 6: Clark Fork Drift Facility Features Overview

Facility Features

a) System Components

The major system components are identified below. Minor components include hardware to hold material together such as bolts, metal plates, bands and chains.

i. Shear Booms: Shear booms consist of three to four floating wooden logs of various lengths laid parallel to each other two to three feet apart. Boom sections vary in length but may be up to 230 feet long. Cross members consisting of dimensional lumber are in place to connect the floating logs. A floating “wing” log with cross braces diverges at an angle from the main boom on the downstream side. The wing log uses a cable connection back to the main boom to encase the piling system. The upstream edge of the boom is faced with dimensional lumber; this face provides a wall for drift to bump up against and deflect debris towards the holding area.

ii. Dolphins: A dolphin consists of three pilings that have been driven close together at varying angles and are banded or cabled at the top. These provide for the structural integrity of the system and keep the shear boom system in place. Pilings are primarily wood and steel but include some plastic.

iii. String Booms: String booms are single wooden logs connected at either end with a chain and float horizontally in the water, acting as floating barriers to the drift and debris captured by the system.

iv. Pilings: Pilings are individual pilings spaced at various distances. Materials include wood, steel or plastic.

b) System Structure

The system has been organized and numbered for easier identification. Starting on the upstream end of the facility, a series of four shear boom sets (Upper A, Lower A, B, Upper C) deflect debris towards the holding facility. The shear booms run a total length of approximately 6,450 linear feet.

The holding facility, which provides approximately 60 acres of storage, is primarily comprised of 2,100 linear feet of string booms (Lower C). In Lower C, two parallel booms float on opposite sides of a single line of individual pilings, creating additional protection in the event a single string boom fails. Shear booms and string booms are held in place by dolphins or single piles. Refer to Part 7 Attachment #1 for an aerial photo overview of the drift facility.
