OFFERER’S QUESTIONS AND GOVERNMENT REPLY
(Questions that may be of general interest to all Offerors and/or the Government and that are not readily answered by the proceeding changes will appear below. These questions may have been paraphrased or altered to represent several questions regarding the same subject and/or simply revised to clarify and simplify the question(s). Questions and answers are issued to the Offerors for information only.)
Question 1. In regards to the payment schedule for this job. Will the contractor be submitting monthly invoices using the AIA format? Or will there be monthly progress payments made to contractor?
Answer. Monthly progress payments using ENG Form 93.
Question 2. What allowance amount should be used for the (2) 55” flat screens – selected by contracting officer on drawing A301?
Answer. $2,500
Question 3. Is there work required to be done to the existing steel curtain wall frames prior to the installation of the new ballistic glass on drawing A-201?
Answer. Mullion covers will need to be removed to install new glazing panels. See detail 2/AD-101, existing framing to be inspected for adequacy following removal of mullion cover. Any costs to replace framing would be per Bid Option #1.
Question 4. Is there a specific protection plan that needs to be followed to protect the pavers outside of the temporary construction fence on drawing A-001?
Answer. No, we don’t prescribe the methods to protect pavers.
Question 5. Is a 24 hour armed security company required to be hired by the general contractor during construction?
Answer. No
Question 6. Will the NYPD be required to be involved and hired by the general contractor during construction?
Answer. No
Question 7. Are temporary exterior lights required during construction?
Answer. No
Question 8. Are union workers required?
Answer. No, but must comply with the Davis-Bacon Wage Rates
Question 9. Is a temporary alarm and security system required during construction? Is the general contractor able to provide their own surveillance system?
Answer. Temporary alarm and security system are not required during construction. Yes, the general contractor should provide their own surveillance system.
Question 10. Can an 8’x 20’ storage container be placed within the temporary construction fence?
Answer. No
Question 11. Is a full time superintendent/quality control manager/site and safety officer required to be onsite at all times by the general contractor?
Answer: Yes
Question 12. Can you clarify if galvanized steel is to be used? In spec. section 05 50 13 (Misc. Metal Fabrications) page 6 and paragraph 2.2 (Fabrication Finishes), it states that galvanizing/galvanize is N/A.
Then in spec. section 09 90 00 (Paints and Coatings) page 18 and paragraph 3.5.3 mentions galvanized surfaces. Please clarify.
Answer: There will be galvanized steel sections used, primarily on the roof.
Question 13. Regarding the sign work, will the LED Tech (Mfg Rep) be hired by Owner or do we need to hire them to supervise the sign removal and install? Can we remove the frame from the Building with LED module and transport as is, or do we have to remove the LED module from steel frame and then remove the frame from the wall?
Answer: The Contractor will be required to disconnect, remove, store, reinstall and reconnect existing LED screen. Contractor will coordinate this work with the manufacturer.
Question 14. The cipher lock question was not answered correctly. We asked about the cipher locks on the South Side of the building shown on drawing A201. The spec section you refer to is for Door #1 entry door at North Side of the Building. As per our previous RFI, please clarify whether the quantity is wrong and it should be 5-electric locks total, or provide a cipher lock spec for the swing out panels.
Answer. Quantities are four (4) cipher locks per 3/A-201 (South Elevation) and one (1) electric lock on door #01 (North Elevation). See hardware specifications.
Question 15. Since the Building is located on NYC Property, has the AE filed the project with NYC DOB and are we to obtain NYC DOB Permits for the project? If so, please advise exactly what NYC DOB Permits we are to obtain and any Permit fees we are to include in our Bid Price. Also are we to get Permits from TA for Access Door Work above their Train Station, and Permits from DOT for work out side the Building such as storage shed and the Barrier that closes off a Bike Lane, etc? If so please state what fees we are to include in our Bid Price.
Answer. This is a Federal project and will not be filed with DOB. It is considered a temporary kiosk, not a building. Contractor will be required to coordinate all work with DOT and MTA. Refer to FAR Clause 52.236-7 Permits and Responsibilities.
Question 16. Since you have no current vendors for Fire Alarm, BMS, CCTV, and Modular Work Stations, getting prices for this work is very difficult if not impossible based on the information provided in the contract documents. We again request that you provide us with more information for each of these systems, or an Allowance Amount to use for each item, so that all bidders will be pricing apples to apples for these systems.
Answers: See drawings FA-001 for Fire Alarm system requirements and FA-D101, FA-101 for Fire Alarm locations.
See drawings FA-001 for Magnetic Door Contact (BMS) and FA-101 for Magnetic Door Contact location.
On drawing FA-001 replace the title “FIRE ALARM GENERAL NOTES” with “FIRE AND INTRUSION ALARM GENERAL NOTES” and replace the title “FIRE ALARM SYMBOLS” with
“FIRE AND INTRUSION ALARM SYMBOLS”
On drawing FA-101 replace the title “FIRE ALARM LAYOUT” with “FIRE AND INTRUSION
ALARM LAYOUT”
See drawing E-302 for CCTV diagrams.
The existing workstations will be replace in kind as per Bid Option #2. See specs section 00 90 00.
