Limitation of Site Visit Slides
◼ These slides should not be replied upon for contractual requirements;
the contract requirements are stipulate in the Request for Proposal issued by the US Army Corps of Engineers – Baltimore District.
◼ These slides have been provided for information only to aid contractor’s understanding during the proposal process.
• Due to the number of documents under Air Force and/or regulatory review, phases/milestone for many sites are fluid and may not be captured entirely within the site visit slides (i.e. documents that are not final)
• Contractor should reference the Government Furnished Information (GFI) for most updated information
Final documents can be found in the Administrative Record https://ar.afcec-cloud.af.mil/
Pre-Final documents, including some internal to Air Force, have been provided via Share Point through the US Army Corps of Engineers – Baltimore District.
◼ Questions can be asked during the site visit.
◼ Responses during the site visit should be considered informal and not official; formal question should be submitted through the Request for
Information process included in the RFP.
Definitions / Terms
◼ Site Closeout (SC) – Signifies when the Government has completed all active management and monitoring at an environmental cleanup site. No additional environmental cleanup funds will be expended at the site and the Government has obtained regulatory concurrence
◼ For practical purposes, SC occurs when cleanup goals have been achieved that allow unrestricted use of the property (i.e., no further Long
Term Management (LTM), including institutional controls, is required) and that all site decommissioning (ex. monitoring wells, treatment system infrastructure) has been completed
Caution Examples:
➢ Regulatory closure may not equal SC
➢ No Further Action (NFA) and/or No Further Remedial Action Planned
(NFRAP) may not equal unrestricted use
➢ Simple requirements such as signage or five-year reviews required to ensure protectiveness (even if no monitoring is required) is equivalent to
LTM – therefore when these are required, the site is at RC vs. SC
Definitions / Terms (cont’d)
◼ Response Complete (RC) –The milestone marking the achievement of all remedial action objectives of the final Decision Document (DD) and the termination of all Remedial Action Operations (RA-O)
◼ Remedy in Place (RIP) – When a final remedial action, approved by the
Government has been installed (or active remediation initiated at the site) has been verified to be operating properly and successfully
Caution examples:
➢ A site in Monitored Natural Attenuation (MNA) that has not achieved specific target cleanup levels would be in RIP. Once target cleanup levels are reached and monitoring is required to ensure protectiveness is maintained (i.e., verification of no rebound), the site would be at RC
➢ Submittal of as-builts for a constructed remedial system does not satisfy the performance standard of achieving RIP; verification that the remedy is also operating properly and successfully is required to meet the RIP performance objective
Definitions / Terms (cont’d)
Performance indicators, decision criteria, and performance models – associated terms with optimizing remedial efficiency, assessing how the remedial technology (and its response) is progressing and demonstrating when the remedial objective has been reached
Caution examples:
➢Metrics for percentage of time operational provide limited value without also considering effectiveness of the system toward achieving the objectives during that operational period
➢Meeting minutes or field reports that document activities without demonstrating achievement of remedial goals or objectives do not establish appropriate metrics for performance payment
➢Statements like “we will actively work with the regulators” do not convey what is being accomplished or how that will alleviate the issue
➢Optimized Exit Strategy (OES) based on status quo without providing supporting rationale offers limited value without first indicating why the current remedial operation(s) at the site represent the lowest cost possible under the existing site conditions

In March 1992 recovery and treatment was selected for groundwater at this area. The selected remedial alternative for soil was excavation and on site recycling. Contaminated soil in the area of the two former fire fighting pits was excavated and recycled on-site into asphalt. PAC injections at well EZ to accelerate GW
Cleanup conducted in 2021. RACR under review.

LAKEHURST Site LF029
Site History:
The original base landfill occupies 21 acres in the northeastern corner of Lakehurst. It was operated from the 1920's until
1960 and contains primarily typical household waste and construction debris. VOCs were detected in area groundwater above standards. In March 1992, recovery and treatment was selected for groundwater at this area. A source removal effort was conducted at Site 29 in 1993 which resulted in removal of
417 buried drums and approximately 1,100 cubic yards of contaminated soil. Based on the effectiveness of the source removal effort no further action was the selected alternative for soil. GW RGs are met for 4 consecutive sampling events.
RACR under review. Revised Draft ESD submitted to regulators 1/23/19, waiting on response from regulators.
Performance Objective:
• SC within four years

This site consists of a former base landfill, No. 2 fuel oil underground tanks, three above-ground tanks containing boiler fuel and a dry-cleaning facility. In March 1992 , recovery and treatment was selected for groundwater at this area. The "no action“ alternative was the selected remedial action for soil at this site.
Building 266, a former dry-cleaning facility was demolished in
April 2009. Soil contaminated with PCE located under the building was excavated in 2010. AS/SVE system expanded in 2017/2018. PAC injections at well MWAB-7 for GW. Revised

Site History:
Site 32 consists of the launching ends of five recovery systems test tracks and ancillary facilities. During fueling of the jet sleds, and during draining operations, fuel would flow into catch basins and ultimately into dry wells.
The Area H groundwater treatment system was installed and became operational in 1992. Contaminated soils between the tracks and at the former tank location were removed at the site pursuant to a ROD signed on
September 27, 1993. Confirmation sampling of the soil verified the removal of all contamination above action levels. LNAPL removal and PSS began in March 2019. P&T system offline.
