About this file
This document contains a bid inquiry report and related federal contract opportunity. The bid inquiry report summarizes 22 questions and answers regarding a Two-Step Invitation for Bid (IFB) process for exterior infrastructure and security improvements at a federal facility. The IFB seeks design-bid-build construction services including building a concrete masonry unit building, two vehicle access control points, security fencing, and other site work. The period of performance is 720 calendar days. Offerors must have an approved Facility Site Clearance at time of offer, award, and performance. The contract will be a firm-fixed-price awarded after a two-step process evaluating technical proposals and prices. Step One of the solicitation was planned for September 13, 2019 with Step Two provided later via amendment only to acceptable offerors. The North American Industry Classification System code is 236220 and the project magnitude is between $10-25 million. The agency is the U.S. Army Corps of Engineers, Baltimore District.
RFI responses are compiled from Round 1 and Round 2. The latest questions and responses are at the bottom.

Can you please reconsider the minimum completion value of $10 million for the relevant projects. My firm has completed several successful Vehicle Access Control Point projects for secure clients in the $5 to $10 million range, and one significant VACP for the DLA for $19 million. I believe our experience would be of value to you, however we are unable to submit if the minimum project value remains at $10 million.
On: Sep 19 2019.
Government Response. . The Government has considered the request to reconsider the minimum standards for projects to be considered relevant. Please see Amendment 1 to the solicitation. On: Oct 09

The solicitation states "This contract requires the firm to possess, at the time of the offer, at the time of award and duration of the contract, an active SECRET Facility Site Clearance". Please clarify is we need Secret Facility Site Clearance to submit the bid?
We are interested in bidding this job, will the current contracting initiate this secret security clearance, as we are aware that only contracting can initiate this process.
On: Sep 20 2019.
Government Response. . Yes, a firm bidding this work must possess an active SECRET Facility Site Clearance at time of bid, i.e. with STEP 1 bid submission. The USACE Contracting activity will not initiate the process as firms must possess at time of bid. On: Oct 09 2019

There is not enough information in the Phase 1 solicitation to provide a schedule as required in this section. The Section 01 00 00 – General Requirements do not provide the level of detail needed to develop a CMP schedule.

The narrative should address the assumptions and techniques to be used in this project and the various engineering disciplines involved (e.g., civil, electrical, geotechnical, environmental etc.), and any special items to be accomplished (i.e., LEED, Energy Savings, Life Safety, etc.). In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this IFB. Factor 1 has specific relevant criteria to be met regarding ACPs and to provide 3 projects within the last 7 years means you had to be constructing these projects almost concurrently to meet the RFP requirement. This does not allow us to provide our best relevant projects. We request the time frame for completed projects be extended from 7 years to 10 years.

Comment Classification: UNCLASSIFIED (U)
The RFP only provides a general scope of work for the project in Section 01 00 00 – General Requirements. This information does not provide any detailed project scope information to be able to accurately respond to Factor 2 items such as (1) Maintaining Security of the Site since no site plan is provided, (2) Material Delivery since no general requirement restrictions or site plan is provided, (3) Approach to Phased Construction to Keep the Existing ACP's Operational since no information is provided regarding the existing ACP and where the new ACP is going, (4) Provide Proposed Project Duration since we do not have the construction documents, and (5) Pre-Award Project Schedule since we do not have the construction documents to create the activities and durations from. These items are typically found in Step 2 of the solicitation. Please consider removing or providing the construction documents necessary to respond.

Factor 2 requires a discussion on phasing as well as requires a pre-award project schedule. These items are usually reserved for a Step 2 submission, especially if a contract specification is unavailable at the Step 1 stage. Is a specification available at this time? Or would the government consider removing these requirements from the Step 1 solicitation and placing them in the Step 2 response requirements? If a specification is available, would the government consider extending the proposal due date beyond the 14th of October in order to afford offerors closer to the usual 30 days from receipt of all contract document to the proposal due date?
