My firm has completed several successful Vehicle Access Control Point projects for secure clients in the $5 to $10 million range, and one significant VACP for the DLA for $19 million. I believe our experience would be of value to you, however we are unable to submit if the minimum project value remains at $10 million.

We are interested in bidding this job, will the current contracting initiate this secret security clearance, as we are aware that only contracting can initiate this process.

1. Section 4.1.1 General of the RFP on page 11 states "The narrative must be a comprehensive, start-to-finish discussion of the significant features of this work that is the subject of this IFB. The narrative should address the assumptions and techniques to be used in this project and the various engineering disciplines involved (e.g., civil, electrical, geotechnical, environmental etc.), and any special items to be accomplished (i.e., LEED, Energy Savings, Life Safety, etc.). In no case shall words like "we will comply with the requirements of the contract," or equivalent statements, be acceptable to meet the requirements of this IFB. Failure to comply with these instructions may result

Section 4.1.3 Evaluation Criteria: 4.1.3.2 of the RFP on page 12 states "FACTOR 2 - CONSTRUCTION APPROACH: The Offeror's narrative will meet the minimum requirements of this solicitation if it demonstrates an acceptable approach to the project as defined in the plans and specs, takes all factors into account, and addresses the elements identified in paragraph 4.1.2.2. If the minimum requirements are met, the Offeror will receive an "Acceptable" rating;" however, the RFP documents did not include plans or specs. Please provide further documentation to support the requirements needed to respond to Factor 2 accurately.

Factor 1 has specific relevant criteria to be met regarding ACPs and to provide 3 projects within the last 7 years means you had to be constructing these projects almost concurrently to meet the RFP requirement. This does not allow us to provide our best relevant projects. We request the time frame for completed projects be extended from 7 years to 10 years.

The RFP only provides a general scope of work for the project in Section 01 00 00 – General Requirements. This information does not provide any detailed project scope information to be able to accurately respond to Factor 2 items such as (1) Maintaining Security of the Site since no site plan is provided, (2) Material Delivery since no general requirement restrictions or site plan is provided, (3) Approach to Phased Construction to Keep the Existing ACP's Operational since no information is provided regarding the existing ACP and where the new ACP is going, (4) Provide Proposed Project Duration since we do not have the construction documents, and (5) Pre-Award Project Schedule since we do not have the construction documents to create the activities and durations from. These items are typically found in Step 2 of the solicitation. Please consider removing or providing the construction documents necessary to respond.

Factor 2 requires a discussion on phasing as well as requires a pre-award project schedule. These items are usually reserved for a Step 2 submission, especially if a contract specification is unavailable at the Step 1 stage. Is a specification available at this time? Or would the government consider removing these requirements from the Step 1 solicitation and placing them in the Step 2 response requirements? If a specification is available, would the government consider extending the proposal due date beyond the 14th of October in order to afford offerors closer to the usual 30 days from receipt of all contract document to the proposal due date?
