Washington Aqueduct Dalecarlia Treatment Plant Powder Activated Carbon
Responses to RFI 20 – April -2017
# Offeror Question Government Response
Carbon other than AWWA B600 and NSF
61. AWWA B600 carbon has 500 Iodine
Number. If we submit a sample for MIB/Geosmin removal performance testing and determination of performance factor, we would submit a higher Iodine number carbon. Do you have any specifications from the current supplier for the PAC? What minimum Iodine Number carbon should we submit?
There are no specifications from current suppliers available at this time. The minimum Iodine Number for Carbon should be submitted in accordance with what is stated in the Scope of Work as well as any standards that may be applicable.
I wanted to know if a supplier is able to submit bids on more than one grade of product. Are we able to bid on more than one grade? If so, we will submit a sample of each grade we plan to offer in our proposal to the laboratory.
The Government will not restrict the number of samples submitted in response to this solicitation by any Offeror. However, the Offeror’s proposal shall reflect only one product, regardless to the number of samples and/or variation of chemical submitted for performance testing.
I was looking over the powdered activated carbon RFP and was wondering if you could tell me who the current supplier is and at what unit price the plant buys the carbon at?
The Government will not provide unit prices for any Contractor or potential Offeror. The current
Contractor for this is KAP TECHNOCHEM USA, INC.
The bid documents initially outline 150 Dry Ton/yr. However, on page 14 in the
Introduction is says 750 dry tons. What is the correct annual volume required? In addition, do you have purchase history that could be provided?
The annual quantity for this chemical is what is started in the Scope of Work. The period of performance for this contract will be for one (1) base year and four (4) option years. Therefore, the total quantity for the life of the contract could be
750 dry tons if all options are exercised.
