QUESTIONS AND ANSWERS
Number Questions Answers
1. What is the size of the unknown cylinders? Lecture bottles (1pound)
2. The statement of work on page 4 of the solicitation identifies 1 lecture bottle unknown while the separate price sheet under CLIN 1 identifies 15 unknown cylinders with no size listed. How many unknowns are currently onsite that need removal?
There are 15 unknown cylinders.
Please refer to the revised Statement of Work and Bid Schedule.
3. Please provide photographs of any unknown cylinders or damaged cylinders
Photo are attached.
4. Please clarify the difference between CLIN 0001 and 0002 on the Bid Schedule. Are the CLIN 0001 cylinders the ones that need removal by Oct 31 and CLIN 0002 at some other later date? Why have you split the cylinders out into two CLINs on the Bid Schedule?
All cylinders that will be awarded (base and options (funded)) will have to be disposed of by 31 October 2016. The reason for Base and Option is based on funding. We will dispose of as many cylinders we can afford.
The Base CLINs will definitely be awarded under this solicitation.
The options cylinders will be purchased as funds are available.
5. Will all the cylinders covered by the solicitation be required to be removed as a 1 time event
See Question 4.
REVISED STATMENT OF WORK 9/12/
Statement of Work Transportation and Disposal of Gas Cylinders
Army Research Lab (ARL) Adelphi, Maryland
Revised: 12 September 2016 **Notes the change
Introduction: USACE was tasked by the ARL to inventory and aid in the HAZMAT CLEANOUT and disposal of excess gas cylinders and hazardous waste kept onsite. The cylinders have been collected in one central location and stored in Building 105 waiting for Permitted Transportation, Storage and Disposal Facility (TSDF.)
Background: Army Research Laboratory (ARL) is a tenant of the US Army Garrison Adelphi Laboratory Center (GALC). ARL houses leading researchers in industry and academia, and provides support to the active Army to ensure that programs produce advanced technologies that support Soldiers in the field today - and in the future. Because their mission involves laboratory work, there are wastes generated that require disposal per established environmental regulations.
General Requirements: USACE Baltimore District has requirement to collect, transport and dispose of gas cylinders.
a. Assure Gas Cylinder Removal from the site occurs as soon as possible due to storage violations recorded by the Fire Marshall.
b. Inventory performed by Technical Team in order to evaluate the extent of cylinder inventory for removal.
c. Coordination with USACE for the consolidation of all unwanted cylinders at ARL, Adelphi, Maryland.
d. Transport Cylinders in properly placarded vehicles (if necessary) to a licensed TSDF.
e. Return copy of fully executed shipping papers/manifests and a copy of final disposal documentation (if necessary) to USACE.
Period of Performance: The period of performance for this acquisition will commence upon Award and extend to 31 October 2016.
Site Security. As for site security, this is a closed installation. Personnel will require two forms of ID to enter the installation. A representative from the Corps, GALC, and the contractor should be onsite whenever work is performed.
Access and General Protection/Security Policy and Procedures. All contractor and all associated sub-contractors employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative).
The contractor shall also provide all information required for background checks or background investigation and to meet installation/facility access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DoD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Conduction (FPCON) at any installation or facility change, the Government may require changes in contractor security matters or processes.
Location of Work. The gas cylinders will be located in storage building 105 within ARL Facilities. A USACE Baltimore District employee and the Facility Hazardous Waste Manager will be present to provide access to all cylinders requiring disposal.
