Solicitation Questions and Answers (Q&A) #1

1. I can't seem to find what the dimensions on these concrete pads where the card readers go. If you could help me with this it would be greatly appreciated.

Paragraph 3.3 in the SOW states the size of the equipment pad.

2. Is the automated fee machine on its own stand-alone 110/220V @20A circuit?

Yes, the automated fee machine has its own circuit. Section 1.1 and 3.1 addresses this.

3. Are we reusing the conduit from the existing light pole to the fee machine pad? It is indicated not being new.

New circuit shall be installed for both the fee machine and yard light which includes conduit. Section

1.1 states “Install a new electrical circuit and incidental equipment and materials necessary for the existing yard light (120v) at each specified boat ramp.” Also, Section 3.1 states “All electrical lines shall be installed in PVC conduit.” – note the existing cable to the light pole is direct bury.

4. If the fee machines do not need to intercept the existing power supply, then can the pad be moved as to not disturb the existing conduit/electrical circuit?

A general layout map is provided. After award, the contractor can purpose a new layout, but it will require approval. Section 3.1 states “The general path from the power source to the existing yard light poles and to the location for the new equipment pad as reflected in the attached maps shall be followed unless otherwise approved by the COR.”

5. Is concrete testing required at each location since there will be less than a yard of concrete at each location?

Pads shall be minimum 3000 psi concrete, 4-6% air entrainment and have a 3-4” slump. Light broom finish applied; pads shall have a slight slope to drain. No onsite testing required. Concrete tickets/mix data shall be provided.

6. The experience questionnaire has up to 3 projects. Is this the required number of projects to be submitted or can we submit more or less than 3?

No more than 3.

7. Will you consider projects that are going on now but due to be completed this year?

Ongoing projects can be considered, include the POC for reference.

8. How old does a project need to be to be considered?

5 years

9. What is the magnitude contract amount for the sample projects?

Projects of similar magnitude. This is at the contractor’s discretion.

10. Should we submit a separate Past Performance Questionnaire (PPQ) for each contract? How many should we submit?

Submit a separate PPQ for each contract. As many as possible, but no more than 3.

11. Will trenching be acceptable in Gravel areas?

Trenching is acceptable in gravel areas. Standard backfill, compaction efforts are required to ensure no settling. Replace with new gravel surface, consolidate, and grade.

12. Please provide the applicable definition of “tree line”.

Tree line is any area in which the installation of the electrical lines will require tree removal if the boring method is not used. Removal of trees will not be allowed; no exceptions will be granted due to restrictions in place to ensure protection of a protected bat species.

13. It appears this project may be complete outside the grass planting season. Please provide clarity on the planting requirement for outside planting season and or waiver requirements.

The seeding dates specified are not within the period of performance of this contract, dates have been removed. Planting will not be acceptable when ground is muddy, frozen, snow covered or in unsatisfactory condition for seeding.

14. After placement of conduit and wiring, who will be responsible for the physical security of the wire protruding out of the conduits at each site prior to final hookup.

Once the work is installed and that portion is accepted, the Government will assume responsibility.

15. Will the Government consider direct burial cable in lieu of placing in conduit?

Conduit is required.

16. The SOW calls for as-builts in CAD with 3 hard copies. Is there an existing CAD format and drawing available for the sites or will generation of new CAD drawings be required.

No CAD files are available or required. As-Builts shall be in redline format.

17. Can the period of performance be extended from 60 to at least 90 days to allow for adequate time for submittal process, material procurement and execution. The current global environment has made it challenging to procure materials and this added time, possibly more, might be necessary.

The period of performance is such to ensure work is completed prior to the arrival of the fee machines.
