The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, is responsible to the Government. Mowing of all areas listed above will be considered one complete round of mowing. There will be a minimum of 8 rounds of mowing ordered per year and a not-to-exceed maximum of 14 rounds of mowing per year.
1.1. Description of Services/Introduction: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Park Mowing Services as defined in this Performance Work Statement except for those items specified as Government-furnished property and services. The Contractor shall perform to the standards in this contract. All acreages are estimated. Many areas consist of slopes, rocky terrain and heavily wooded areas, and may require an extensive amount of trimming and hand mowing where larger mowers cannot maneuver satisfactorily. Trimming shall include the removal of sprouts and heavily weeded growth. Prospective bidders are encouraged to visit and fully inspect all areas, accesses, locations, terrain, etc. prior to bidding. The Government shall not be held accountable for conditions at the site which were not taken into account by prospective bidders. 1.2. Background: Stockton Lake is a flood control reservoir located on the Sac River in southwest Missouri, tucked into the foothills of the scenic Ozark Mountain range. The lake spans three county boundaries:
Cedar, Dade, and Polk. It is approximately 50 miles northwest of the metropolitan area of Springfield, Missouri, and approximately 130 miles south of Kansas City, MO. A map of Stockton Lake can be found on the Internet at: https://usace.contentdm.oclc.org/utils/getfile/collection/p16021coll7/id/8141. Stockton Lake provides flood protection for downstream areas and is part of a network of Corps of Engineer Lakes that help control flooding in the Missouri and Mississippi River basins. Stockton Lake encompasses approximately 25,000 acres of surface water. Federal land surrounding Stockton Lake totals 36,047 acres, of which 16,572 acres are leased to the Missouri Department of Conservation (MDC) for management.
Land management practices used by the Corps of Engineers and MDC are engineered to preserve the land’s natural value, providing benefits to the nation in areas of flood damage reduction, recreation, fish and wildlife management, hydroelectric power, and water quality improvement. Eight parks around the lake are managed and maintained by the Corps of Engineers. These parks include roads, utility systems, campsites, beaches, boat ramps, picnic grounds, and playground areas. In addition to Corps-managed areas, the Corps also maintains active lease agreements with the Missouri Department of Natural Resources and private entities. The lessees provide a full range of marina services, restaurants, and camping to the public. Additional services contracted to the private sector include mowing, refuse collection, facility cleaning, and park attendant services. The Corps manages the contracts and conducts inspections to insure that the services are provided for visitors to the lake.

In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps. Mowing around occupied facilities such as campsites shall be accomplished with caution and at a safe distance. It may be necessary to postpone mowing in an occupied area until mowing operations can be completed safely and without endangering people. Mowing such areas at a later time will be considered a part of the mowing cycle, and no separate payment will be made. A major defect in this element would be evidence of failure to cut to a uniform height, windrows or piled clippings, uncut vegetation, rutting, or scalping in one or more locations within a mowing area totaling ½ acre in size or greater. (Critical Element)
5.2.1. Roadways: Roads are indicated by bright green lines on mowing maps. The Contractor shall mow
10 feet (+/- 1 foot) on either side of roads, from the road edge outward. Roadways encompass and include mowing and trimming right of way areas, park signs, fee vaults, traffic counters and other structures within the area specified above along either side of the roadway. If the common tree line is less than 10 feet from the road edge, Contractor shall mow up to the tree line. Steep road ditches (45 degrees or more) less than 10 feet from the edge of the road shall mowed/trimmed to the bottom of the ditch. In no case will the Contractor be required to mow beyond 10 feet unless the larger area is indicated to be mowed on the mowing maps. Contractor shall not be required to mow any woody vegetation within the ditch that is over one half inch in diameter. Areas along roadways can be rough, steep and rocky. Historically, mowing these areas with a tractor-pulled brush hog or batwing style mower has been successful. . A major defect in this element would be evidence of failure to cut to a uniform height, failure to mow the specified distance from the road edge outward, windrows or piled clippings, uncut vegetation, rutting, or scalping in one or more locations totaling 100 linear feet in length along a roadway within a mowing area. (Critical Element)
5.2.2. Sewage Lagoons/Lift Stations: Areas surrounding lagoons/lift stations shall be mowed two mower passes (approximately 10 feet) on the outside of the lagoon fence and mowed completely between the lagoon fence and the entrance roadway. Areas within lagoon fences shall be mowed and trimmed completely. The elevation of lagoons fluctuates. Inside slopes, including vegetation growing in standing water of the lagoon up to a distance of 5 feet inward from the water's edge, may require cutting and trimming of vegetation by hand, power trimmers, or sickle-bar mowers. Vegetation falling into the water during mowing and trimming operations, as well as any previously existing vegetation (floating up to 5 feet from water’s edge), shall be removed by raking, and shall be disposed of as directed by the Contracting Officer’s Representative. A major defect in this element would be failure to meet the standards listed above in one or more lagoons within a mowing area.
(Critical Element)
5.2.3. Highway Signs: There are approximately 12 Corps of Engineers signs located along highways near parks and bridges that shall be mowed under this contract. Quantities and locations are as follows: 2 “Stockton Lake” signs, one on each side of the Hwy 245 Bridge; 2 “Stockton Lake” and 2 “Mutton Creek” signs on Y Hwy near Mutton Creek; 2 “Ruark Bluff Park” sign and 3 park directional signs near Ruark Bluff Parks on H Highway; and 1 “Stockton Lake” sign west of the Hwy 215 Bridge. The Contractor shall mow a triangular area around each sign. The Contractor shall mow the entire triangular area shown in EXHIBIT 10 to the same standards described in paragraph 5.2 including trimming around all sign posts at sign locations. A major defect in this element would be failure to meet the standards described above at 2 or more highway sign locations. (Non-Critical Element)
5.3. Trimming: Trimming shall be performed during each mowing cycle within all mowing areas. This includes trimming around all trees, culverts, guardrails including vegetation within 3 feet of the backside of the guardrail, up against rock in rip rap areas, along sidewalks, structures/ buildings, boulders, lantern hangers, fire rings, electrical pedestals, sign posts, steep ditch lines, fence posts, along with trimming any other items within the mowing areas shown on the furnished park maps. This list of areas to be trimmed is not all inclusive. Areas must be trimmed uniformly, without scalping or leaving uneven edges. Care must be taken by the Contractor so as not to injure or damage any mature or young trees, shrubs or other freshly planted vegetation. Replacement of damaged vegetation shall be the Contractor’s responsibility at no extra cost to the Government. In areas that are too wet, too steep or inaccessible to mow with zero-turn mowers or other mowers, hand trimming shall be required. A major defect in this element would be failure to properly trim around any combination of five (5) or more objects or structures within a mowing area.
(Non-Critical Element)
5.4. Policing: The Contractor is responsible for policing all mowing areas prior to and after mowing and trimming is completed for trash, tree limbs and other debris. All trash or other discarded man-made items shall be deposited in the refuse receptacle(s) located in each park. All tree limbs shall be disposed of by depositing them into surrounding wooded areas. In the event that extremely large debris be encountered during mowing operations (limbs over 10 ft. in length and over 4” in diameter) the Contractor must notify the COR prior to the next mowing cycle so the Government can schedule removal of this debris so that continuous avoidance of this un-mowed section can be alleviated. At no time will it be acceptable for the Contractor or Contractor’s employees to mow over trash located within a mowing area or leave areas where branches or limbs were lying on the ground left un-mowed. A major defect in this element would be evidence of any combination of five (5) or more pieces of trash or limbs not being properly disposed of within a mowing area. (Non-Critical Element).
5.5. Cleanup: Prior to leaving each area, the Contractor shall remove all grass clippings and other debris created during mowing operations from all sidewalks, curbs, paved roads, paved parking areas, campsites, picnic sites, concrete slabs and other structures or shelters. Grass clippings may be spread uniformly in the adjacent grassy area, to a depth of no more than 1 inch. Contractor shall not leave mower tracks on sidewalks or other concrete features. A major defect in this requirement would be evidence of (2) sidewalks not being cleaned and/or (2) individual areas on paved roads, parking areas, concrete slabs, and other structures not being cleaned. (Non-Critical Element).
5.6. Timeliness: Once the notification to begin mowing has been delivered, the Contractor shall complete all required services (one complete round of mowing of all areas) within the maximum time period of 5 consecutive days. Time extensions for unusually wet weather conditions may be requested by the Contractor and evaluated by the Contracting Officer’s Representative on a case-by-case basis. A major defect in this requirement would be failure to complete mowing services within the required timeframes.
(Critical Element).
6. APPLICABLE PUBLICATIONS (Current Editions): The Contractor must abide by all applicable regulations, publications, manuals, and local policies and procedures including but not limited to:
6.1. EM-385-1-1 Current Safety and Health Requirements Manual
6.2. CFR 29 Park 1910 Occupational Safety and Health Standards
