1. SPECIFICATIONS: Narrative Changes
a. Section 01 30 00
Replace the existing paragraph with the following:
1.13.1 Working Hours
Working hours for this project will be limited to Monday through Friday, 7:30 a.m. to 4:30 p.m., except as follows: Work will not be permitted on weekends and Federal holidays. In unusual circumstances, such as when utility turn-off is required for an extended period of time, authorization for weekend or holiday work may be requested from the Contracting Officer;
these instances must be coordinated well in advance, in writing. Short duration work which will disrupt normal operations or traffic flow must be scheduled at least 14 working days in advance with the Contracting officer and may require schedule changes to ensure that safety is maintained.

EM 385-1-1 shall take precedent over any other work hour duration requirements.
b. Section 03 31 01.00
Replace the existing paragraph with the following:
2.1.2.3 Quality
Fine aggregates shall conform to the aggregate quality requirements of ASTM C 33, except as modified herein. Coarse aggregates shall conform to the aggregate quality requirements of ASTM C 33/33M, Class 5S, except as modified herein. Aggregate particles shall be sound and durable and free from objectionable coatings. Coarse aggregate shall not contain more than 0.5 percent by weight of white tripolitic chert that has a specific gravity, saturated surface dry, of less that 2.40.
Tripolitic chert is the white porous siliceous from of weather chert found in nodules and beds within some limestone sources. The total amount of all types of chert shall not exceed 3 percent by weight. To keep chert from exceeding these specified maximum limits, it may be necessary to employ selective quarrying to utilize the lesser cherty portions of the limestone deposit and to remove cherty particles by processing, loading and handpicking from the quarried material before and during final processing into finished aggregate sizes. Aggregates shall have a specific gravity, saturated surface dry of not less than 2.60, and an absorption of not more than 2.0 percent, as determined by ASTM C127 and ASTM C128. The aggregates shall be tested in accordance with ASTM C1260 and shall have an expansion of less than 0.1 percent at 16 days.

Add the following paragraphs
2.1.2.6 Aggregate Expansion
Provide fine and coarse aggregates with expansions less than 0.08 percent at 28 days after casting when testing in accordance with ASTM C1260. Aggregates shall be tested individually and in combination which matches the Contractor's proposed mix design proportioning. All test results of the separate and combined aggregate testing shall have a measured expansion less than 0.08 percent after 28 days of immersion in a 1N NaOH solution. Should the test data indicate an expansion of 0.08 percent or greater, reject the aggregate(s) or perform additional testing using ASTM C1567 and using the proposed mix design. In this case, include the mix design low alkali portland cement and one of the following supplementary cementitious materials:
a. Utilize the Contractor's proposed low alkali Portland cement, Class F fly ash, and silica fume in combination with each aggregate and the combined aggregate. Determine the proportions of cementitious materials that will meet all the requirements of these specifications and that will lower the expansion to less than 0.08 percent after 28 days of immersion in a 1N NaOH solution.
Mixture proportioning shall be based on the highest percentage of fly ash, and/or silica fume required to mitigate ASR-reactivity. Regardless, use of fly ash is limited to a maximum of 35 percent of the total cementitious materials. If the testing demonstrates that fly ash in a proportion greater than 35 percent is required, then replace the fly ash or use GGBFslag cement.
b. Utilize the Contractor's proposed low alkali Portland cement, ground granulated blast furnace (GGBF) slag, and silica fume in combination with each aggregate and the combined aggregate.
Determine the proportions of cementitious materials that will meet all the requirements of these specifications and that will lower the expansion to less than 0.08 percent after 28 days of immersion in a 1N NaOH solution. Mixture proportioning shall be based on the highest percentage of (GGBF) slag and silica fume required to mitigate ASR-reactivity. Regardless, use of (GGBF) slag is limited to a maximum of 60 percent of the total cementitious materials. If the testing demonstrates that (GGBF) slag in a proportion greater than 60 percent is required, then a combination of fly ash and GGBFslag cement may be required.
c. If the above does not lower the expansion to less than 0.08 percent after 28 days of immersion in a 1N NaOH solution, the Contractor shall evaluate an alternate combination of cement, fly ash, GGBFslag, and silica fume to identify an alternate combination of cementitious materials effective in controlling the alkali-aggregate reactivity. Submit certified laboratory test reports for the fine aggregate, coarse aggregate, and the combined aggregate. The results of testing shall be submitted to the Contracting Officer for evaluation and acceptance. Use of Lithium admixtures is specifically prohibited.
c. Section 33 40 00
Replace the existing paragraph with the following:
2.1.1 Concrete Pipe

Manufactured in accordance with and conforming to ASTM C76, Class IV and pipe wall Class C.
2.3 RESILIENT CONNECTORS
Delete Paragraph
Replace the existing paragraph with the following:
3.5.3 Determination of Density
Testing is the responsibility of the Contractor and performed at no additional cost to the Government. Testing shall be performed by an approved commercial testing laboratory or by the Contractor subject to approval. Tests shall be performed in sufficient number to ensure that specified density is being obtained. Laboratory tests for moisture-density relations shall be made in accordance with ASTM D1557 except that mechanical tampers may be used provided the results are correlated with those obtained with the specified hand tamper. Field density tests shall be determined in accordance with ASTM D2167 or ASTM D6938. When ASTM D6938 is used, the calibration curves shall be checked and adjusted, if necessary, using the sand cone method as described in paragraph Calibration of the referenced publications. ASTM D6938 results in a wet unit weight of soil and ASTM D6938 shall be used to determine the moisture content of the soil. The calibration curves furnished with the moisture gauges shall be checked along with density calibration checks as described in ASTM D6938. Test results shall be furnished the Contracting Officer. The calibration checks of both the density and moisture gauges shall be made at the beginning of a job on each different type of material encountered and at intervals as directed.

b. Material Testing
(1) Moisture Density Relationships (cohesive) and Min/Max Index Density (cohesionless). The moisture-density relations for each different classification of cohesive material utilized shall be determined in accordance with ASTM D 698. Prior to placing any fill material containing cohesive material, a minimum of 1 (5) five-point compaction tests shall be performed on representative samples of the material to be used as fill.
Minimum and Maximum Index Density of each different classification of cohesionless material utilized shall be determined in accordance with ASTM D 4253 and ASTM D 4254. During fill placement a minimum of one additional moisture-density or Min/Max Index Density test shall be performed for every 2500 cubic yard placed. Additional tests will be required each time a new material is encountered. The moisture-density curves and index density information will be compiled to form a family of curves which will be utilized to estimate optimum properties to be used with field density test.
