The organization is structured to ensure continuity and continued involvement of the members. Proposal prices must be entered for all items of the Proposal Schedule. The Government intends to select, without discussions, the responsible offeror for the contract award, whose proposal conforms to this solicitation and is determined to be the lowest priced, technically acceptable proposal (LPTA).
Award will be made on the basis of the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. The non-cost factors are Past Experience and Technical Approach. Each technical factor will receive one of two ratings: Acceptable or Unacceptable. Offerors receiving one Unacceptable rating will be deemed overall Unacceptable and will not be considered for award. Offerors must receive Acceptable on both technical factors to be considered for award. Price will be evaluated by the Price Evaluation Team (PET).
