The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/, and then click on “Department of the Army CMRA” or the icon of the DoD organization that is receiving or benefitting from the contracted services.

Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. Contractors may direct questions to the help desk by clicking on “Send an email” which is located under the Help Resources ribbon on the right side of the login page of the applicable Service/Component’s CMR website.

6. SECURITY AND SAFETY.

6.1 IWATCH. IWATCH within the Army is a nation-wide modern version of a neighborhood watch program focused on the threat of terrorist activity. It is an antiterrorism awareness program that the contractor’s workforce, while on Army installations, must all be familiar with to promote and enhance reporting suspicious activity or behavior. The program has two elements: passive and active. The passive element is an individual’s situational awareness of his or her surroundings. The active element of iWATCH involves individuals taking action to report suspicious behavior or activities to law enforcement for more investigation. Contractor personnel, to include subcontractors, performing on or within an Army controlled facility, area or on an Army installation are required to brief and train their personnel on the iWatch program for that area, facility or installation. Training standards will be provided by the COR within five (5) calendar days of contract award. Contractor personnel shall be trained within five (5) days of award or within five (5) 5 days of a hiring action. Contractors are to report training to the COR within seven (7) days of contract award or a hiring action.

6.2 Anti-terrorism (AT) and Operational Security (OPSEC). See FAR Clause 52.242.5001.

6.3 Access to Army Installations - Personnel and Vehicles. See FAR Clause 52.242-5000.

ADDENDUM TO FAR 52.212-2

ADDENDUM TO FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS

A. BASIS OF AWARD

1. This source selection is conducted in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13.5 Simplified Procedures for Certain Commercial Items, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the Army Federal Acquisition Regulation Supplement (AFARS). The Government anticipates awarding a Firm Fixed Price (FFP) requirements type contract resulting from the solicitation and reserves the right to not award a contract at all depending on the quality of offers received and availability of funds.

2. Award will be made to a single offeror who is deemed responsible IAW FAR 9.104, whose offer conforms to the solicitation, meets the Government’s requirements and offers the best value to the Government from a lowest price technically acceptable (LPTA) standpoint. Appropriate consideration shall be given to two (2) evaluation factors: Technical Acceptability and Price.

3. The Government reserves the right to determine which offers show the required capability IAW the evaluation factors. The Government also reserves the right to eliminate from further consideration those offers which are considered unacceptable and not capable of being made acceptable without major rewrite or revision.

4. The Government intends to award without discussions. Therefore, the Vendor’s initial offer should contain the Offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. In the event discussions become necessary, the Contracting Officer may determine that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of offers to the greatest number that will permit an efficient competition among the most highly rated offers.

5. Trade-offs between cost/price and non-cost/price factors are not permitted. Unreasonably high, unbalanced, inaccurate or incomplete price offers may be the grounds for eliminating an offer from competition.

B. EVALUATION FACTORS

1. Factor I - Technical Acceptability. Quotes will be rated on an “Acceptable”, or “Unacceptable” basis. In order to be considered for award, a quote must have an “Acceptable” rating for each of the technical sub-factors and an overall “Acceptable” technical rating. Any “Unacceptable” rating on any of the sub-factors will result in an overall technical rating of “Unacceptable”.

2. The following sub-factors shall be used to determine technical acceptability. Non-submission of any of these elements shall render the offer technically unacceptable and shall not be considered for award. All of the sub-factors shall be clearly addressed in the quote. The two technical sub-factors are as follows:

a. Sub-Factor 1 Technical Capability

The quote will be evaluated to determine how well the Offeror's quote demonstrates an overall understanding of the requirements and demonstrate the ability to successfully complete the proposed tasks and technical requirements within the required frequency schedules.

To be determined acceptable, the contractor shall provide a staffing matrix that identifies adequate and qualified personnel to perform the requirement, to include hours assigned, labor categories (including management) and number of personnel in each labor category and total man-hours for each labor category.

Contractor shall provide a narrative explanation of how the proposed personnel will successfully complete the requirements in the PWS.

b. Sub-Factor 2 Relevant Work Experience

The quote will be evaluated to determine if the offeror has relevant work experience performed within the last three (3) years for same or similar work with regards to scope and magnitude performed. In order to be considered technically acceptable, the contractor shall have at least one relevant work experience as described above. Contractor shall complete the Work Experience Information per Attachment 1 for each work experience submitted. Include information on the types and models of UPS, generators and ATS for which preventive maintenance and repairs were performed.

3. Factor II - Price. Price will not be assigned an adjectival rating. The Government expects competitive quotes to be submitted for this procurement and will use competition to determine price reasonableness. However, the Government may utilize any or a combination of methods identified in FAR 13.106-3 to determine price reasonableness.

C. EVALUATION APPROACH

All offers shall be subject to evaluation by a team of Government evaluators. Each factor and sub-factor shall be evaluated using the following assessment approaches:

1. Technical Evaluation Approach. Quotes will be rated on an “Acceptable” or “Unacceptable” basis. All technical sub-factors will receive an “Acceptable” or “Unacceptable” rating.

Rating Description Acceptable Quote clearly meets the minimum requirements of the solicitation Unacceptable Quote does not clearly meet the minimum requirements of the solicitation

2. Price Evaluation Approach.

a. Total evaluated price shall be the basis for evaluating price for contract award decision purposes.

Total evaluated price shall be determined by adding the offered prices on the CLINs stated in the solicitation (base and option years). In the event the unit price(s) and extended price(s) are ambiguous, the Government shall use the indicated unit price(s) for evaluation and award purposes. Offerors shall submit prices for all CLINs and for all performance periods. Failure to submit a price for any CLIN/sub-CLIN shall result in the offer being considered unacceptable.

b. Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. As part of the price evaluation, the Government will evaluate the Option to Extend Services under FAR Clause 52.217-8 by adding one-half of the offeror’s final option period price to the offeror’s total price.
