W912CM-16-T-0005 Housing Services - Location & Relocation Questions & Answers 1

February 11, 2016

Q1: Reference PWS Paragraph 1.4.16, Phase-In Period.

The PWS states a Phase-In period of 15 calendar days (from 15 through 30 April 2016). This time is very limited for some phase-in processes. For example: procurement and registration of vehicles, and/or conclusion of employee contracts. We kindly request that the phase-in period is increased up to 6 – 8 weeks. The rationale to this request is that some processes related to phase-in are subject to legal norms and a contractor would not be able to influence their duration.

Government Response: The phase-in period remains 15 days from 15 through 30 April 2016.

Q2: Reference RFQ Instructions for the Submission of Quotes.

Subfactor A – Experience requires offerors to demonstrate relevant experience from the past three (3) years. This requirement severely limits the competition. We respectfully request that the requirement for “recent” projects is extended to the past six (6) years.

Government Response: Subfactor A – Experience will be increased to five (5) years.

Amendment 0001 will incorporate this change.
