All the requirements specified in the solicitation are mandatory. By your quote submission, you are representing that your firm will perform all the requirements specified in the solicitation. It is not necessary or desirable to tell us so in your quote.

Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

a. Sub-Factor 1 – Contractor Experience

The Quoter shall submit a minimum of one (1) contract reference for which the Quoter was the prime contractor, subcontractor, or Joint Venture (JV) Partner. A maximum of three (3) contract submissions will be evaluated. The contract reference(s) must demonstrate experience with contracts of similar size and scope in support of highly specialized technical and operational related functions providing technical, operational, command control, and other specialized services for the Department of Defense (DoD). The Government will only consider contracts performed by the contractor not “Key Personnel”. The contract must be recent and relevant to the requirements outlined in the

PWS.

In order for the government to validate each contract reference, the Quoter shall include the Contract Number/Task Order Number, date of award, period of performance begin and end dates (base and all option periods), aggregate total dollar value, description of the work performed and how it relates to this requirement, and, at least one accurate point of contact for each contract reference (including current telephone numbers and email addresses). The Travel and Overtime/Surge CLINs will not be evaluated for award, therefore not included in the total price. The Quoter shall not provide a total price for these CLINs. If employed in the future the Travel CLIN will be used to reimburse actual costs incurred and will not include indirect costs or profit unless other specified in the CLIN Description. The Overtime/Surge CLIN rate shall be identified by the Quoter in the price quote.

c. The Government anticipates adequate price competition, however, if at any time during competition the Contracting Officer determines that adequate price competition no longer exists or that price reasonableness cannot be determined, quoter’s may be required to submit additional data other than certified cost or pricing data, as appropriate, for the Contracting Officer to determine the price fair and reasonable.

ADDENDUM TO 52.212-2

Addendum to 52.212 Evaluation – Commercial Items

A. BASIS FOR AWARD

1. This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with FAR 13 and FAR 15 as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS) and the Army Federal Acquisition Regulation Supplement (AFARS). The Government will select the quote with the lowest evaluated price determined fair and reasonable from among those meeting the acceptability standards for non-price factors.

2. FAR 52.219-18 Notification of Competition Limited to Eligible 8(a) Participants is applicable to this solicitation.

This acquisition is a total small business set-aside for competition amongst Certified 8(a) Concerns in accordance with FAR Subpart 19.8. Award will be made at fair market prices. The Government intends to award a single contract from this solicitation.

3. Responsibility. A contract may be awarded to the Quoter who is determined responsible in accordance with FAR Part 9, as supplemented, whose quote conforms to the solicitation requirements (to include stated terms, conditions, representations, certifications, and all other information required) and is judged, based on the evaluation factors and sub-factors to represent the lowest price technically acceptable quote.

4. Responsiveness. Quoters are required to meet all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or sub-factors.

Failure to comply with the terms and conditions of the solicitation may result in the Quoter being ineligible for award.

Quoters must clearly identify any exception to the solicitation terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

5. Quote Evaluation. While the Government will strive for maximum objectivity, the source selection process, by its nature, is subjective; and therefore, professional judgment is implicit throughout the entire process.

a. For the purposes of conducting evaluations, the Government will initially rank all proposals by the total price, to include all option period prices, as calculated in each Quoters completed CLIN Structure submitted with the Price volume. The Government evaluation team will then proceed with the simultaneous evaluation of the Price, Technical, and Past Performance volumes beginning with the lowest priced quote and proceeding with evaluations by ascending price, if necessary. If the lowest priced quote is determined fair and reasonable and has an acceptable rating for technical and past performance, evaluations may cease and award may be made to that Quoter as this represents the best value to the Government.

b. If the lowest priced quote is not rated “Acceptable” in technical and/or past performance, or is not determined fair and reasonable; the Government will move on to the next lowest priced quote and the Evaluation Team will evaluate that Quoter’s volumes simultaneously. If this quote is determined to be fair and reasonable, and has an acceptable rating for technical and past performance, evaluations may cease and award may be made to that Quoter without entering into discussions. However, the Government reserves the right to evaluate all quotes.

c. Noncompliance with the solicitation requirements may raise serious questions regarding your technical acceptability and/or pricing. Failure to include all information requested may adversely affect your evaluation. By submission of the quote, the Quoter agrees that all items proposed (if applicable e.g., Program Manager, subcontractors, etc.) will be utilized for the duration of the contract and any substitutions shall require prior Contracting Officer Approval.

6. The Government intends to award this requirement without discussions; however, the Government reserves the right to conduct discussions if the Contracting Officer later determines it is necessary. Additionally, the Government reserves the right to incorporate the quotation selected for contract award as an attachment of the resulting contract.

B. EVALUATION FACTORS AND SUBFACTORS

Volume I– Technical Sub-Factor 1: Contractor Experience Sub-Factor 2: Staffing Plan Sub-Factor 3: Security Classification

Volume II - Past Performance Volume III - Price

1. Volume I – Factor 1, Technical

The quotations will be evaluated utilizing the three (3) technical sub-factors listed below, as they apply to the PWS.

Each sub-factor within the technical factor will receive a rating of “Acceptable” or “Unacceptable” based on the criteria listed below. To be determined technically acceptable at the factor level, the offeror must be rated acceptable in each sub-factor. Failure to provide a fair, reasonable, and complete proposal may reflect a lack of capability to perform the work requirements and may result in a determination that the quotation is “Unacceptable”. Only those quotes determined to be technically “Acceptable,” either initially or as a result of discussions, will be considered for award.

Technical Ratings

Acceptable (A)

Quotation meets the requirements of the solicitation.

Unacceptable (U)

Quotation does not meet the requirements of the solicitation.

a. Sub-Factor 1 – Contractor Experience This sub-factor will determine whether the quoter demonstrated recent and relevant experience with contracts of similar size and scope in the support of highly specialized technical and operational related functions providing technical, operational, command control, and other specialized services for the Department of Defense (DoD).

Basis for Evaluation. An “Acceptable” quotation provided a minimum of one (1) contract reference for which the Quoter was the prime contractor, subcontractor, or Joint Venture (JV) Partner. At a minimum, the recent and relevant contract reference(s) demonstrated:

A minimum dollar value of $4,000,000 (Base and option values at time of contract award).

At least two (2) years of experience (minimum) working directly with the DoD providing

SAP/STO/ACCM Information Operations services.

At least five (5) years of experience (minimum) providing Information Operations services that involves the expertise, capability, and resources to effectively manage and oversee a sufficient, stable, and qualified workforce to provide required support of USSOUTHCOM’s Special Information Operations mission.

b. Sub-Factor 2- Staffing Plan This sub-factor will determine whether the Quoter provided a plan that demonstrates a thorough understanding of the roles and qualifications required to meet PWS requirements and necessary security clearance specifications according to the DD254, Department of Defense Contract Security Classification Specifications Document.

Basis of Evaluation. An “Acceptable” quotation describes the roles and responsibilities, to include position descriptions and qualifications for each support element in the PWS. The staffing plan outline a strategy that addresses coverage of Key Positions with trained, qualified and certified personnel. At a minimum, the quotation demonstrate:

A copy of the resumes, degrees and/or certifications was included in the quotation for all Key Personnel.

A transition plan submitted as part of its offer during the solicitation and keep the Government fully informed of the status throughout the transition period. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that impact the mission.

The plan illustrates a strategy to recruit, develop, train and retain personnel as needed throughout the life of the contract.

The quotation includes the following statement: “All Contractor personnel to be provided for the performance of services have met all requirements and are said to be trained, qualified, and/or certified in accordance with the PWS.”

c. Sub-Factor 3 – Security Classification

Basis of Evaluation. An “Acceptable” quotation provided an active U.S. Department of Defense (DoD) security facility clearance (Top Secret) required to access classified information.

2. Volume 2- Factor 2, Past Performance

The Past Performance evaluation will assess how well the Quoter performed on the prior contracts that meet the minimum past performance solicitation requirements. The assessment is based on the Quoters record of recent and relevant past performance information that pertain to the services outlined by the solicitation and results in a past performance rating of “Acceptable” or “Unacceptable” at the overall factor level. Quoters must receive a past performance rating of “Acceptable” to be eligible for award.

Past Performance Ratings

Acceptable (A) Based on the Quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the Quoter’s performance record is unknown. (See note below)

Unacceptable (U)

Based on the Quoter’s performance record, the Government does not have a reasonable expectation that the Quoter will be able to successfully perform the required effort.

NOTE: In the case of a Quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “Acceptable”.

NOTE: Other Sources of Past Performance Information. In addition to the PPI provided by the Quoter, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/subsidiary/affiliate) identified in the quotation, inquiries of owner representative(s), and any other known sources not provided by the Quoter.

Basis of Evaluation. The Government will evaluate performance information to determine its Recency. Recent PPI is a contract(s) that was awarded within the last five (5) years. Contract references that do not meet this criteria are Not Recent and will not be evaluated for Relevancy. Relevant PPI is a contract that has a scope and magnitude that closely relates to the scope and magnitude of the effort described in this solicitation and has a minimum dollar value of $4,000,000 (Base and option values at time of contract award). Contract references that do not meet these criteria are Not Relevant and will not be evaluated for “Satisfactory” past performance.

The Government may consider the offerors past and present performance on a contract-to-contract basis or in aggregate. When assessed in aggregate, the contracts must have been performed concurrently (in whole or in part) and the work (in aggregate) more accurately reflects a relevant rating whereas individual efforts render a rating less than relevant.

A Quoter has “Acceptable” past performance if it has not received a performance rating less than Satisfactory on a Recent and Relevant PPI submitted or otherwise obtained by the Government.
