3.4 PERFORMANCE OF WORK
3.4.1 Bid Items for Spall Repairs
**All aspects of performance shall be the same for all Spall Repair Bid Options.
Base Bid Item: Repair All Spalls that are 3 Inches and Deeper.
Option Bid Item A: Repair All Spalls that are a minimum of 2 Inches yet less than 3 Inches in Depth.
Option Bid Item B: Repair All Spalls that are a minimum of 1 Inch yet less than
2 Inches in Depth.
It is the contractor’s responsibility to acquire and deliver potable water for cleaning activities, concrete mix, and all other activities requiring the use of fresh water. The use of lake water and government purchased water will not be approved or permitted for any activities related to this contract.
The spalled areas shall be cleaned using pressurized water such as a pressure washer without causing damage to the structure outside of the area to be repaired by the contractor. The use of chemicals will not be permitted for cleaning use.
The identified spall shall be chipped back to sound concrete, approved anchoring method shall be installed, and the surfaces shall be prepared in accordance with Manufacturers
Recommendations and Contracting Officer’s Approval.
All spall sites will need to have all loose spalled material or damaged concrete removed and dried before application of any fill material. The removed debris shall be considered construction waste and will be collected by the contractor and disposed of in a waste disposal facility with proof of disposal submitted to the Contracting Officer’s
Representative.
Unless approved by the Contracting Officer’s Representative, use only hand tools or power-driven chipping hammers (15 lb. class maximum) to remove concrete.
If more than ½ the perimeter of any mild reinforcement is exposed or if the exposed bar exhibits significant corrosion, remove the concrete from around the entire bar. Provide ¾ inch clearance or 1 times the largest sized aggregate in the repair material, whichever is greater, between the steel and surrounding concrete to permit adequate flow of the repair material.
The exposed rebar in the spall sites will require an encapsulated agent coat to ensure all rust is handled. Before application of agent, wire brush will be used to remove known rust.
The patch perimeters shall be saw-cut to eliminate feathered edges and to ensure that the repair material will be applied in depths no less than the manufacturer’s recommended minimum depth or ½ inch, whichever is the deepest.
Handheld grinders or saws may be used to square the patch perimeters. When practical, undercut the patch perimeter at an approximate angle of 15 to 20 degrees from perpendicular so that the profile will help hold the patch material in place.
The Contractor shall roughen the substrate to ensure that there will be a mechanical bond between the patch material and the parent concrete. Areas to be patched shall be prepared, contaminants removed, cleaned and placed per manufactures recommendation. Bonding agents shall be used where required by the manufacturer.
The spall sites will need to be filled with either concrete, epoxy, or another appropriate sealing material. Shallow repairs (< 1 ½ inches) or deep narrow holes shall be repaired with an epoxy type material Large deep repairs (> 1 ½ inches) shall be repaired with multiple dowels, welded wire mesh and a high strength cement based patch material (6000 p.s.i.).
Samples of sealing/filling material shall be obtained by the contractor and submitted to the
COR for approval.
When no mild reinforcement is exposed, install anchors at no more than 12 inches on center each way with a minimum of one anchor per site spaced evenly into the existing spall site to ensure that the patch material will have an anchor. In spall locations that require welded wire fabric, the fabric will be tied to all anchors 2 inches below the finished top. All sites must be inspected by USACE prior to drilling, epoxy, and placement of patch material.
The anchors must consist of one the following: stainless steel, galvanized, or zinc-painted expansion anchors. All locations where installing expansion anchors drill and clean the holes as required by the anchor manufacturer. Do not use a drill bit that has a larger diameter than that required. Embed the anchor the minimum amount required by the manufacturer. In order to function as intended, the head of the anchor must protrude into the repair material.
Where anchors are installed, ensure that there will be a minimum cover of ½ inch for stainless steel and 1 inch form non-stainless steel after the patch material is applied.
All construction joints shall be consistent with the original engineered design of the structure and the contractor shall be responsible for addressing this aspect of performance either through forming before applying the repair material or cutting after the concrete patch has fully cured.
Defects in the repairs such as cracking (in all forms) or gaps between patch and existing concrete will not be accepted.
3.4.2 Bid Items for Grinding Repairs
Option Bid Item C: Grind and Seal Repair on Bridge.
The Contractor shall establish all necessary traffic control to establish a safe work environment for workers and public safety in accordance with MUTCD. All traffic control measures (including temporary road closures) must be approved by the Contracting Officer’s
Representative and the County Engineer. The contractor shall be responsible for notifying the local emergency manager and local dispatchers.
The Contractor shall use a diamond wheel horizontal grinder with a dust collector to resurface a previously repaired area to establish a smooth and level edge across the expansion joint. The vertical offset shall not exceed plus or minus 1/10 of an inch form level measuring from the existing slab across the expansion joint.
After the edge has been grinded smooth and level, the Contractor shall apply Master Protect
440HZ concrete sealer (or equivalent as approved by the Contracting Officer). The
Contracting Officer’s Representative shall be onsite for measurement of vertical offset prior to acceptance of work.
3.5 DISPOSAL
Disposal of all construction wastes must be disposed of outside of government property and performed in accordance with Kansas Department of Health and Environment guidelines. Proof of waste disposal must be submitted to the Contracting Officer’s Representative prior to acceptance of work.
Due to invasive species such as Zebra Mussels, all equipment used in the water must be properly cleaned upon completion of work in accordance with Kansas Department of Health and Environment requirements at no additional cost to the Federal Government.
3.6 TESTING
All materials and equipment will be inspected upon arrival by the Contracting Officer’s
Representative for compliance and daily by the Contractor which shall be recorded in the contractor’s daily reports.
The repaired concrete shall be inspected by the Contracting Officer’s Representative prior to acceptance of work.
3.7 WARRANTY
Contractor will guarantee that all completed work will be free of any defects and poor workmanship for a period of 1 year. All defects and poor workmanship found will be corrected with no extra charge to the government.
