1. SCOPE OF WORK
1.1 GENERAL
1.1.1 The work to be performed under the terms of this Delivery Order consists of furnishing all materials, labor, plant, tools, transportation, equipment, testing services, quality control and incidentals required to replace/relocate B506’s electrical distribution system, including backup generators, ATS and associated gear/equipment in Bldg 504,with new equipment.
1.1.2 The final product provided by the Contractor shall conform to government-accepted commercial/industrial quality standards in regards to fit, finish, form and function as detailed in each DO’s Statement of Work (SOW), and industry standards as typically referenced to and utilized by the trades industries that is complete, finished and ready for use by the Government.
1.1.3 The Contractor shall be responsible for identifying the necessary logistical, architectural, structural, mechanical and electrical work elements required to perform this project as described herein.
1.1.4 All plan information such as floor plan layouts, dimensions, structural, mechanical and electrical data, and location of underground utilities provided by the Government for existing and new construction are based on available as-built documentation, field observation, and equipment selected as design basis by the Government. This information is to be considered approximate and shall be field verified by the Contractor.
1.1.5 The Contractor’s minimum design effort and construction work elements must fully comply with the Government’s design requirements as well as all governing codes. See Section 1.3.2 below.

The above publications are incorporated by reference as mandatory compliance requirements to this SOW. When a UFC specifically states that it shall take precedence; or where requirements of the referenced codes or standards are modified by a UFC, the UFC shall take precedence.
1.2 SPECIAL REQUIREMENTS
1.2.1 Government Responsibility
1.2.1.1 The Government will clear the construction area of
all government materials and personnel to provide a reasonable buffer prior to the start of construction.
Remaining portions of the facility will remain occupied throughout construction.
1.2.2 Minimum Design Requirements - Electrical
1.2.2.1 Contractor shall provide “minimum design” documents
in accordance with COE Contract Summary of Work.
1.2.2.2 Unless otherwise directed by the Contracting Officer, the Contractor shall not begin construction activities until the completed “minimum design” documents have been reviewed and approved by the Government.
1.2.2.3 Minimum design documents shall utilize the following:
1.2.2.3.1 All electrical design, demolition and new
installation work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.

1.2.2.3.2 The Contractor shall be responsible to restore
electrical service to all equipment, devices and circuits that are to remain if such items are affected by demolition.
1.2.2.3.3 When electrically driven equipment furnished
under this contract materially differs from the design, the contractor shall make the necessary adjustments to the conductors, disconnect devices, circuit breakers, fuses, controllers, overload protection, etc. to accommodate the equipment actually installed.
1.2.2.3.4 Provide Fault Current Analysis and Arc Flash
labeling for all new electrical equipment installed under this contract.
1.2.3 Secured Area(s)
Project is not located in a secured area; however, badges (including temporary badges and DLA access badges) shall be displayed at all times.
1.2.4 Working Hours
Standard and Non-Standard work hours have been identified for this project. The Contractor shall submit outage requests for approval in accordance with Tinker Spec 00 70 00. Complete outages shall be scheduled on weekends. Work may be required on Federal Holidays.
1.2.5 Safety, FOD & Quality Control
No FOD Awareness and Prevention Training is required for this project.
1.2.6 EPA Comprehensive Procurement Guide (CPG)
There are no EPA-designated CPG products specified for use in this project.
1.2.7 Environmental/Bio-Environmental
The formal Generator Submittals must include Engine Emissions and a Non-Resettable Hours Meter for Environmental Evaluation and approval.

1.2.8 Phasing
The contractor shall submit a construction schedule for approval by the Contracting Officer prior to the start of construction.
This schedule shall demonstrate minimum impact to the normal building operations and/or backup generator availability.
1.3 EXISTING CONDITIONS
1.3.1 ASBESTOS CONTAINING MATERIALS (ACM)
1. Asbestos is not expected to be encountered within the project.
2. DB Contractor will be required to notify the Contracting
Officer immediately if Asbestos is encountered.
1.3.2 LEAD-BASED PAINT
1. Lead-based paint is not expected to be encountered within the project.
2. DB Contractor will be required to notify the Contracting Officer immediately if lead-based paint is encountered.
1.3.3 HEAVY METAL DUST
1. DB Contractor shall wipe down all items being removed and/or demo from the shop. Proper PPE will be required. DB Contractor will provide the drums and dispose of all media and rags.
2. DB Contractor will be required to notify the Contracting Officer immediately if heavy metal dust is encountered.
1.3.4 POINTS OF CONTACT
1. The 76 Safety Office (405-736-2767 or 405-734-0093) shall be notified immediately of any damage to government property or injury to Air Force or contractor personnel caused by the contractor. The notification/coordination of this contact shall be through the Contracting Officer (unless emergency).
2. Information regarding fire prevention, welding and cutting, or fire protection systems shall be obtained from and coordinated with the Base Fire Department (405-734-7964). The notification/coordination of this contact shall be through the Contracting Officer (unless emergency).
3. Information regarding health and personnel protective equipment shall be obtained from and coordinated with the Base BioEnvironmental Office (405-734-3719). The
01 10 00 - 7 notification/coordination of this contact shall be through the Contracting Officer (unless emergency).
4. Base traffic regulations shall be observed by all DB Contractor personnel. Information regarding such regulations shall be obtained from and coordinated with the Security Forces Squadron (405-734-3768).
The notification/coordination of this contact shall be through the Contracting Officer (unless emergency).
5. The DB Contractor must contact 76 MXW/SE, Kevin McCoy, for list of hazards associated with any confined space entry.
1.4 DESIGN/ENGINEERING SERVICES BY CONTRACTOR
1.4.1 The Government has provided a 15% level scope of work. The
Contractor is required to complete the design to a 100% level.
1.4.2 All work under this contract shall comply with the most current Local, Air Force and United States (US) regulations to include any subsequent updates as they occur. The latest edition of building codes, regulations, standards, and technical specifications shall be followed for all designs, construction, and materials under this contract. The following master list of Technical References represents a listing of Federal Regulations and other Design Criteria which may become an integral part of project SOW execution. This listing is not all-inclusive nor in priority order and may be further specified within each individual TO based on the project requirements. The majority of the documents listed below may be obtained via the internet or the Government Printing Office. The Contractor shall be responsible to ensure each project complies with most current editions of each of the following:

http://www.wbdg.org (01-24-2007): Per the Whole Building Design Guide description, “…The Executive Order requires agencies to reduce greenhouse gases through a reduction in energy intensity of 3% a year or 30% by the end of fiscal year 2015 (compares with 2% per year and 20% overall from Energy Policy Act [EPAct] 2005). Federal agencies must ensure that at least half of renewable energy comes from new renewable sources… and agencies must reduce water consumption by 2% annually through fiscal year 2015.

1.4.2.10 In addition, Tinker AFB wants to be on the “tip of
the spear” with respect to the utilization of energy efficient technology. The Contractor shall also include compliance with ETL 10-18, UFC 3-530-01 (change 1) and the AFMC A7P Energy Memo, dated 6 Aug 10.
1.4.2.11 The Contractor’s design effort shall include a 35%, 60%, 90%, 100% and Final. The 60%, 90% and 100% shall be submitted in electronic format in which a 30 day Government review shall be required. The 100% is mainly a back check to ensure all comments have been incorporated. After the 100% is approved by the Government, the Contractor shall submit in both electronic and hard copy format, the final stamped/sealed package. A conference with Government personnel will be allowed to discuss any revisions needed as a result of the site visit.

1.4.3 The design submittals shall consist of drawings, UFGS
specifications and a design analysis (DA). The design analysis shall consist of but not be limited to providing design solutions showing manufacturer’s or technical drawings/ schematics for fabrication and assembly of structural elements; form, fit and attachment details for installation of materials/equipment; and design calculations to include breaker coordination, short circuit analysis, and arc flash labeling.
Professional design drawings for the required disciplines.
Drawings shall be done in accordance with the latest TAFB design and drafting standards. TAFB standards will be provided upon request. Design drawings to include:
o Demolition Plans o Floor Plans for all required disciplines including column lines, bubbles, room numbers and dimensions. Floor plans shall indicate all major existing equipment and labels such as: Electrical Equipment, Mechanical Equipment, Fire Equipment, and Large Tenant Equipment.
o Elevation drawings of newly designed areas o Control Wiring Diagrams o Panelboard Schedules o Fuel System diagrams and schedules o Updated one-line diagram with feeder schedule.
o Conduit, pipe and duct routing plan.
1.4.4 The Contractor shall perform a site investigation to verify existing conditions and if necessary, request additional as-builts if available from B504 and B506, Engineering Support.
After contract award, the selected Contractor will be allowed to further explore the site and make any changes warranted.
1.4.5 The contractor shall provide and submit for approval a design and work plan with signed and sealed shop drawings that detail all structural and electrical upgrades.
1.4.6 Project Documentation.
Documents produced by the Contractor shall be furnished IAW the basic contract in paper copy as well as electronic media. Any drawings furnished shall be IAW the Design Drawings requirement in the basic contract as appropriate for a construction contracts. D-Sized drawings in a 24”x36” format that can be downsized to 11”x17” are the preferred size. Report sizes shall be 8-1/2” x 11”, printed double-sided, or 11” x 17” sheets folded into an 8 ½” x 11” binder for drawings. Drawing scale shall be at least 1/8 inch equals 1 foot. Contractor shall use English scales and dimensions.

1.5 DEMOLITION, PRE-CONSTRUCTION & CONSTRUCTION:
(Note: This section represents a 15% level scope of work. The Contractor shall perform all the necessary investigation and design/engineering required to provide to the government, a 100% scope of work. Reference 1.3 for more details.)
1.5.1.1 The Contractor shall consult with Contracting Officer, Construction Inspector and the Using Agency POC to develop a construction schedule that accommodates the continued performance of user’s mission function for the duration of the project.
1.5.1.2 Building 506 currently has medium voltage feeds serving two medium voltage switches, MS-1 and MS-2. These medium voltage switches serve two unit sub-stations, USS #1 and USS #2. This project entails the removal of all medium voltage conduit, feeds and equipment from the interior of the building and relocation to the exterior of the building. All medium voltage feeds, switching and transformer(s) shall be furnished by OG&E. KTR shall be responsible for installation of conduits and equipment pads in a location acceptable to both TAFB and OG&E and in accordance with OG&E standards. KTR shall be responsible for installation of all secondary voltage conduits and conductors from the secondary feeds of the new OG&E transformer(s) into new ATS switches.
KTR shall replace existing Automatic Transfer Switches, ATS #1 and ATS #2. Closed transition automatic transfer switches shall be used to allow for regular scheduled testing and jogging of the generators while being connected to building load and to not interrupt power.
KTR shall replace existing main secondary switchboards, MS1 and MS2, and reconnect all existing loads. New digital metering ("smart metering") should be included in new equipment capable of power and energy measurements, power quality analysis, and data/event logging.
KTR shall replace all existing busduct from the Generator Control Switchboard to ATS #1 and #2. KTR shall reconnect all existing loads currently served by the busduct. This includes the backup generator feed for ATS #3 served off an existing buss switch on the B1 feed.
Building 504 contains two backup generators, B1 and B2 which serve the entire facility of Bldg 506. In addition, B1 also provides backup power to an ATS, ATS #3, located in Building 416 via a buss switch on the existing busduct serving the ATS. KTR shall replace Generators B1 and B2, Generator Control Switchboard, Generator fuel system (including day tanks, underground storage tank and associated fuel lines, pumps, battery chargers and spill containment).

The component replacement shall include upgrading and re-designing the associated electrical equipment to best support the current facility needs and would not be limited to "in-kind" replacement. The new design shall consider optimizing the size of all components based on peak demand load of the building. The new generator system is to have the capability of paralleling multiple generators to support the entire building with automatic features for transfer and load shedding. Existing protective relaying shall be replaced with new and the design should address needs for the switchboards and generator equipment. In order to accurately design for the new equipment, a short circuit/coordination/arc flash study and a power factor correction study for these two buildings shall be included as part of the new equipment installation. Also, electrical clearance issue assessments, alternative location assessments for the new equipment and their supporting systems, and remote generator status panels/computer interface requirement assessments are recommended during the design phase.
1.5.1.3 Rubbish and debris shall be removed from Government
property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials which cannot be removed daily shall be stored in areas specified by the Contracting Officer.
1.5.1.4 Before beginning any demolition work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government. Any damaged items shall be repaired or replaced as approved by the Contracting Officer at the Contractor’s Expense.
1.5.1.5 The Contractor shall record all subsurface utilities
(structural members, pipe sizes, material, depth and distance from an above ground landmark) encountered during demolition/construction and reflect the information on the project as-builts or as per as-built requirements.
1.5.1.6 All abandoned conduit/conductors shall be removed complete to source. Conduit shall not be abandoned in place.
1.5.1.7 Any pull box, conduit, cable or other material that is damaged during demolition shall not be reused but shall be replaced with new materials.
1.5.1.8 The contractor shall furnish a DD Form 1354, Transfer and
Acceptance of Military Real Property Checklist, to the Contracting Officer prior to the final inspection.
Checklist is to consist of a list of all equipment, materials and manufacture’s name, size, type and serial number of all submitted real property approved for installation within the project.

1.5.1 ELECTRICAL
All electrical requirements shall be verified and designed by a licensed professional engineer in the State of Oklahoma. The design shall consider the following:
NOTE 1: All new electrical work shall be accomplished IAW the requirements of NFPA 70 (National Electric Code), TAFB Base Standard for Building/Utility Electrical Distribution Systems, federal, state, and local codes.
NOTE 2: Remove all conduit/conductors, as required, complete to source (conduit shall not be abandoned in place).
NOTE 3: Any pull box, conduit, cable or other material that is damaged during demolition shall not be reused but shall be replaced with new materials.
NOTE 4: Contractor shall be responsible to restore electrical service to all equipment, devices and circuits that are to remain if such items are affected by demolition.
NOTE 5: When electrically driven equipment furnished under this contract materially differs from the design, the contractor shall make the necessary adjustments to the conductors, disconnect devices, circuit breakers, fuses, controllers, overload protection, etc. to accommodate the equipment actually installed.
NOTE 6: All conduit, cable trays and j-boxes shall be installed level, plumb and square at right angles to the building structure.
1.5.2 ELECTRICAL DEMO:
1.5.2.1 Demo the existing generators.
1.5.2.2 Demo existing paralleling gear.
1.5.2.3 Demo Auxiliary Buss Duct Power wiring from Generator
to ATS.
1.5.2.4 Demo the existing Automatic Transfer Switches (ATS).
1.5.2.5 Demo Wiring from ATS to main switch gear.
1.5.2.6 Demo existing medium voltage feeders, switches and
substations.
1.5.2.7 A determination will be made by the time of the
initial site visit on the disposition of the generators, ATS’s and other associated gear. KTR is advised to secure this information prior to bid preparation.
1.5.3 ELECTRICAL CONSTRUCTION:
1.5.3.1 Install new medium voltage conduits and equipment
pads in locations designated by TAFB and OG&E.
Coordinate with TAFB and OG&E for location.
1.5.3.2 Install new secondary conduits, disconnects and
feeders from transformer(s) to ATS #1 and ATS #2.
1.5.3.3 Replace ATS #1 & #2 with new. ATS shall have bypass
capability for service.
1.5.3.4 Replace Main (Secondary) Switchboards MS1 & MS2.
1.5.3.5 Replace Generators B1 & B2.
1.5.3.6 Selection of generator and manufacturer must comply
with requirements of AFETL 13-4. Generator specifications shall be provided to the Tinker Base Civil Engineering (BCE) Environmental group, prior to procurement of generators. These specifications are necessary for Tinker BCE to provide emissions/air pollution calculations to ensure the generators aren’t exceeding the limitations of the current air permit. The manufacturer specifications should include: generator size (kW), make and model of the generator engine, EPA certificate of conformity, anticipated hours usage (if known), fuel rate and emissions data sheet. The emission data sheet should include: braking horsepower of the generator engine (Bhp), emission gas testing result values for CO, NOx+NMHC and PM in units of grams/KW-hr or grams/Bhp-hr and EPA Tier level.
1.5.3.7 Replace Generator fuel system which includes day
tanks, underground storage tank, fuel usage/monitoring equipment, associated fuel lines, pumps, battery chargers, and spill containment. The new tanks will need to be in compliance with updated Tinker and environmental standards which may require secondary containment.
1.5.3.8 Replace Generator Paralleling Control Switchboard and associated gear in Bldg 504.
1.5.3.9 Replace busduct from Generator Control Switchboard to ATS #1 & ATS #2. Provide necessary materials/equipment to reconnect all existing loads.
1.5.3.10 Generator, ATS and Acceptance testing shall be
performed in accordance with requirements of UFC 3- 540-01, AFETL 13-4 and AFI 32-1062.

1.5.4 OPTION: PROVIDE TEMPORARY POWER
1.5.4.1 Contractor shall propose, as an option, means and
methods to supply temporary power to B506 while conducting 100% power outages in B504 and B506.
1.6 PROJECT DOCUMENTATION
1.6.1 Submittal Register
Contractor shall furnish submittal/document data on the items listed on the Government provided AF Form 66 utilizing Eng Form 4025.
1.6.2 Construction Drawings
1.6.2.1 Contractor shall keep “approved for construction”
contract drawings and specifications on site throughout construction for quick reference for discussions.
1.6.3 As-Built Drawings
1.6.3.1 All drawings which form part of the Project's
construction contract shall be revised as required by the Contractor during design and construction, with revision dates noted, in order to accurately convey actual construction in place.
1.6.3.2 All drawings shall be stamped 'field verified
as-built' by the Contractor prior to their final submittal as part of the Project Documentation requirements. Both hardcopy sets and electronic CADD files (in AutoCAD 2007 format) of the field verified as-built drawings shall be delivered to the Contracting Officer prior to the Project's final inspection.
1.6.3.3 All drawings prepared by the Government for this
project are available in electronic format from the Contracting Officer.
1.6.4 O&M Manuals & Training
1.6.4.1 The Contractor shall provide operations and
maintenance training manuals as specified on the AF
66. O&M’s shall be in electronic format.
1.6.4.2 Provide training for shop personnel as specified on
the AF 66.
