About this file
This document provides details for a federal contract solicitation to perform concrete repairs on the Senator Roth Bridge in Delaware. The solicitation seeks a contractor to remove the existing latex modified concrete overlay and replace it with a new polyester polymer concrete overlay across both lanes of the bridge deck. Additional work includes asphalt shoulder replacement, lane striping, and concrete spall repairs. The estimated value of the contract is between $10-25 million. The period of performance is 425 days starting in October 2021. Bidders must be registered in the System for Award Management and comply with veterans' employment reporting requirements. The solicitation will be available on Sam.gov and includes requests for information and specification amendments as appendices. Davis Bacon wage rates apply.

Polyester Polymer Concrete Deck Overlay William V. Roth, Jr. Bridge, St. Georges, Delaware
Requests for Information (RFI) RFI responses are provided in Bold
RFI 1:
I would like to attend the Bid Opening Conference Call. Please provide me with the call in number.
Response to RFI 1:
Call-in information will be provided the day of bid opening.
RFI 2:
Per 52.204-22 Alterative Line Item Proposal, I offer the following:
BI Description UM QTY___ Unit Price Extention 1 Mobilization LS 1 2 Temporary Traffic Control LS 1 3 Mill Existing LMC Overlay SY 25,694 4 Furnish PPC Overlay Material CY 6,620 5 Place PPC Overlay SY 25,694 6 Substrate Repair SY 5,790 7 Lane Striping LS 1 8 Approach Shoulders Asphalt SY 2,023 $___________ Replacement Total Base Bid Amount 9 Option 1 – Concrete SF 155 Spall Delamination Repairs Total Base Bid And All Options Amount These changes would Allow the Offeror to use the Mobilization Item to recover Fixed Costs under this bid item that are not related to Qty of work performed, Alternatively, These bid items would result in lower Unit Prices for remaining Bid Items.
Amendment No. 0001
Requests for Information Page 1
This would result in an equitable payment for work measured Qty of work performed under the contract.
The current Contract Bid Items would:
1. Be disadvantage to the Owner(Higher Costs)on Qty overruns(Fixed Costs don’t rise with Qty of work, But are spread over All Bid Items)
2. Be disadvantage to the Offeror on Qty underruns(Fixed Costs don’t change with Qty of work, But are spread over All Bid Items, Offeror can’t recover Fixed Costs) The New Bid Items proposed above, allow a fair exchange of funds based on the measured work performed under the contract to both Parties, the original Bid Items result in unfair treatment of one or the other party, unless the exact Bid Item Qtys are paid.
Please consider changing the Bid schedule.
Response to RFI 2:
Thank you for your input, but the bid schedule will remain as is. Please bid on line items presented in current bid schedule.
RFI 3:
The Contractor shall be required to (a) commence work under this contract within ten (10) days calendar days afterthe date the Contractor receives the notice to proceed.
What is the time frame between:
1. Bid Date and Award of Contract?
2. Award of Contract and Notice to Proceed?
Response to RFI 3:
There is no typical duration for contract award. If we have a responsible contractor to award to and their Pre-Award Equip list is approved award can be made to them pending Office of Counsel approval and if Congressional notice is received providing it is required. Once awarded the Contractor then has 10 days to provide bonds, once approved NTP can be issued.
RFI 4:
In the Construction Solicitation And Specifications, the following discrepancies are offered for your review and clarification:
1. Thickness of the Existing LMC Overlay on the Bridge Deck:
a. Page 3 of 75, Scope of Work, PP2, … The repair will consist of the removal of the existing 1.5"" LMC overlay that sits above the precast boxes.
b. Section 01 11 00 Page 1, 1.1.1.a, …. The work includes the removal of the existing 1-inch to 2-inch thick Latex Modified Concrete (LMC) overlay from above the precast boxes
Amendment No. 0001
Requests for Information Page 2
c. Section 01 11 00 Page 1, 1.1.1.b, …. For bidding purposes, the Contractor shall assume that the overlay has an overall average thickness of 2 inches.
If the Existing LMC Overlay was to average only 1.5”, would the Government expect a credit for the ½” difference in costs included in the price but not expended in the execution of the work? And conversely, if the LMC Overlay removed was an average of more than 2”, would the Government then be amenable to paying additional fund to reimburse the Contractor for the additional costs, due to the changed conditions?
Response to RFI 4:
The quantity for this unit priced item is an estimated quantity. Changes in estimated quantities are covered in contract clause "52.211-18 Variation in Estimated Quantity".
RFI 5:
Per Solicitation Plans & Specs, as well as Job Comments made by Government representative on the Job walk inspection on Mon., 8/30/21, 10 AM, There seems to be a high probability that the Qty, 3,620 CY in Bid Item #2, Mill Existing LMC Overlay and PPC Overlay Replacement, will underrun. Possibly, by 15 to 25 percent.
How will the contractor be compensated for fixed costs(Testing, Surveying, Field Offices, Supervision, etc.) and costs based on the footprint(SY Milling existing Overlay, Placing new PPC Overlay, etc.)?
Due to the provided Bid Item list, all of the costs that are either fixed(not related to the Qty of PPC material placed)or based on the footprint(SY)placed, must be spread over the CY Bid Item #2 Unit Price.
Will the Government please add Bid Items for Placement of PPC 25,694 SY, Removal of Existing LMC Overlay 25,694 SY, Longitudinal Grooving of Bridge Deck 25,694 SY and Mobilization 1 LS(to be paid per DelDOT Standard Specifications)?
Response to RFI 5:
The bid schedule will not be changed, any variations in quantity will be handled under the Variation in Estimated Quantity clause. Fixed costs should be spread proportionately to the appropriate bid item.
RFI 6:
Will the Government allow Polyester Concrete(PPC) for repair materials for Substrate Repairs on the bridge deck after the Existing LMC Overlay is removed, To substitute for the products called out in the Solicitation Specifications, Section 03 01 01, Amendment No. 0001
Requests for Information Page 3
Part 2, Products?
This would alleviate the issue of using different materials for deck patching, much simpler & probably result in lower Bid prices.
Response to RFI 6:
No, use the materials as specified in the contract for repair to the substrate.
RFI 7:
Note: For repairs to top of box girder below the overlay (substrate repairs) … For any defect that is less than 1/2-inch deep, the void shall be filled with the concrete overlay material.
I s the material placed for Substrate Repairs to be pad for as Bid Item #2 PPC Overlay or Bid Item #3 Substrate Repair or both??
Response to RFI 7:
Refer to note 2 on drawing S-101 and paragraph 3.6.1 of section 03 01 01.
For defects less than 1/2" in depth filled in with the overlay material, it will be covered under bid item #2, Mill existing LMC overlay and PPC Overlay placement. Item #3, Substrate repairs is anything below the overlay material, which would be repairs using epoxy grout or rapid hardening Portland cement mix.
RFI 8:
Per POLYESTER POLYMER CONCRETE OVERLAY, Section 32 12 36 1.8 ENVIRONMENTAL REQUIREMENTS Page 7,
b. Do not place polymer-modified repair materials when the air temperature is below 40 degrees F or above 100 degrees F.
c. Do not place HMWM primer in joints or cracks when the temperature is below 40 degrees F.
And h. Follow manufacturer's instructions for weather conditions and temperature ranges.
Month Ave High Ave Low St Georges, DE Nov 55F 36F per NOAA Dec 44F 27F Jan 40F 23F Feb 43F 25F Mar 52F 32F Apr 64F 41F The average Temps in Dec, Jan, & Feb preclude the Contractor from doing ANY PPC Overlay work.
The Average Temps in March are marginal.
The Deck work is Critical Path work on this job. I’m sure that COE & DelDot don’t want us to set up Temporary Barrier in November, Mill Existing Overlay, Phase 1 and be unable to place PPC Overlay until March
Amendment No. 0001
Requests for Information Page 4 or April, Leaving the narrowed lanes through the cold winter.
Would the Government consider issuing an addendum to state that the NTP will not be issued until March 1st, 2022?
The Contractor could work on Submittals, etc. between the Award and NTP.
This only seems reasonable.
Response to RFI 8:
NTP is required to be issued prior to any work being performed on the contract, this including submittals. NTP will be issued pending the receipt of the contractor’s bonds. It is understood that if the NTP is issued in October, certain preconstruction submittals such as work plans and temporary traffic control plans will be required to be submitted and approved before any physical work is allowed to be performed.
